INTRODUCTION
Compared to their peers in developed economies, biomedical academics and researchers in low resource settings face
enormous resource constraint in the conduct and publication of research.1,2 This, along with other factors like the publish
or perish phenomenon, increases the risk of publishing with predatory journals which may be menacingly attractive to
naïve early-career researchers (ECRs) from developing countries, usually under the promise of quick publishing and low
article publication charges (APCs).3,4 On the other hand, exorbitant publication costs required for publishing with leading
commercial publishing giants perhaps also increases the risk of ECRs falling prey to predator journals.5,6 Nonetheless,
researchers are responsible to avoid unethical research practices, including publishing with predatory journals.3,7 Another
factor that increases the risk of publication with predatory journals is ignorance- inadequate knowledge of the nuances of
ascertaining the quality of journals.3
To aid researchers in avoiding predatory journals, some persons or organisations have published blacklists of predatory
or potentially predatory journals; perhaps the most popular, but controversial, of this is the Beall’s list.8–10 Others have
proposed whitelists of high-quality journals (rather than a blacklist of potentially predatory journal) as a strategy for
minimising the risk of publishing with predatory journals.10,11 The latter approach seems to have gained more acceptability
among the scientific community. A major example of a whitelist is the Directory of Open-Access Journals (DOAJ) which
is a large and growing collection of high-quality open-access (OA) journals.11 Biomedical databases like Medline and
Scopus® may also be regarded as whitelists of high-quality journals since they require some criteria for indexing.11–13
The open-access model of journal publication (i.e. journals that are freely available to readers) is becoming more and
more important in an era of open science, and this is even of more benefit to researchers in low-resource settings, save
for the publication costs.5,14 Variants of OA journals includes gold, green and diamond or platinum OA journals (Figure
1).15 The latter, diamond or platinum OA journals, are peer-reviewed OA journals with no article processing charges
(i.e. they are both free to publish and immediately free to read).15 These journals, compared to journals with APCs, are
potentially less likely to be predatory since they require no APCs.
Publishing well-conducted and valuable studies in
predatory journals can be described as casting one’s pearls
to swine!16 On the other hand, publishing with many OA
journals is challenging to low-resourced researchers,
especially in LMIC. Recently, an early-career researcher
lamented in an email to a journal how he could not afford
their APC as it amounted to his annual salary! It might be
helpful if such ECRs are aware of diamond OA journals of
no less quality and reputation than those of many high-
impact OA journals with high publication cost. Thus, a
collection of such medical journals with
diamond/platinum OA model who are indexed in
Medline/PubMed is compiled. It is assumed that being
indexed in at least PubMed is a reasonable measure of
journal quality. It is however acknowledged that there are
high-quality Pubmed-indexed OA journals whose APCs
are affordably low; also, many commercial journals give
researchers from low-resource settings varying degrees

of APC waivers.5 However, the focus here is on those equally good journals that do not charge a dime (at least at the
time of collation).
METHODOLOGY
First, a list of platinum OA medical journals was selected from the list of platinum OA journals with impact factors compiled
by Joshua Pearce.17 This list was supplemented with additional platinum OA medical journals indexed on DOAJ (selected
using its online filters). Searches were also made on Scientific Electronic Library Online (SCIELO, https://www.scielo.br/)-
a database of journals mostly from Latin America, with the majority running the platinum OA model. Thereafter, the list
was pruned to those indexed on Medline/PubMed by checking at each journal’s websites. Other general searches were
conducted on the websites of Elsevier, Wiley and ResearchGate, as well as general Google searches, to identify smaller
lists or individual journals with the platinum OA model. Table 1 below shows a collection of the platinum OA medical
journals indexed on PubMed/Medline found so far.
RESULTS AND BRIEF COMMENTS
Scientists in developing countries have severely limited access to both published scientific reports and publishing their
own works. While the former is often due to limited access to pay-walled articles, the latter is limited by access to research
funding and other resources.1,17 Widespread availability and access to diamond OA can potentially address both factors
in such settings- free access to readers and free publication for authors (while acknowledging other measures to increase
journal access to readers such as HINARI initiative, or APC-waiving measures of some commercial publishers).5,17
Interestingly, the majority of the journals in this collection are sponsored by professional/scientific societies or
organisations in South America and Asia; few of them emanate from Africa, North America and Europe.15 Also, about
two-thirds of the journals in this collection have valid impact factors, including impressive ones (another indicator of their
quality).
LIMITATION AND CONCLUSION
While there is a large and growing collection of OA medical journals, the focus of this initiative is to identify a subset of
these OA journals that run the platinum/diamond OA model and that are listed on Medline/PubMed (with or without
additional listing on Scopus®) as a quality check mechanism (additionally, most of the journals in this collection are also
listed on DOAJ). This collection is not however an exhaustive list of medical journals with diamond OA model. It is
somewhat biased towards general medical and paediatric medicine and their specialties; surgery and other fields of
medicine are less represented (this is more of a reflection of my specialty bias, rather than of true representation of the
distribution of platinum OA journals). It is however hoped that it would be helpful, as a starting point, especially to ECRs
in need of quality medical journals with ethical publication and peer review practices.17 Although it is fair to assume that
being indexed in databases like Medline/PubMed and Scopus® provides some level of quality checks, some authors have
raised concerns of predatory journals being indexed in such databases.13 On the other hand, how the suspected journals
were determined as predatory has also been flawed.9 Nonetheless, researchers need to carefully check and choose high-
quality journals, for example through the think-check-submit approach (https://thinkchecksubmit.org/).3 Also, the
indexing nature of the journals in this collection were not specifically verified on Medline/PubMed. It should be noted that
a journal’s publishing model may change from platinum to other forms of OA that require APC. Hence, users of this list
should check with each journal’s current publishing model.
Perhaps, it may be prudent for research institutions with scarce research funds to channel their little funds to supporting
the actual conduct of research, rather than providing researchers with fund to publish with journals with costly APC.1,5,6,17
Possibly, the more authors publish with diamond OA journals, the more the quality of such journals might improve,
including in their impact factor; this may also result in more support from their sponsoring organisations who are mostly
driven by the spirit of open science. It is hoped that this collection will be expanded and updated hereafter, including
collaboratively. Feedbacks and suggestions are welcomed.

Some open access (OA) publishers charge authors fees to make their articles freely available online. This paper reviews literature on article processing charges (APCs) that has been published since 2000. Despite praise for diamond OA journals, which charge no fees, most OA articles are published by commercial publishers that charge APCs. Publishers fix APCs depending on the reputation assigned to journals by peers. Evidence shows a relationship between high impact metrics and higher, faster rising APCs. Authors express reluctance about APCs, although this varies by discipline depending on previous experience of paying publication fees and the availability of research grants to cover them. Authors rely on a mix of research grants, library funds and personal assets to pay the charges. Two major concerns have been raised in relation to APCs: the inability of poorly funded authors to publish research and their impact on journal quality. Waivers have not solved the first issue. Research shows little extension of waiver use, unintended side effects on co‐author networks and concerns regarding criteria to qualify for them. Bibliometric studies concur that journals that charge APCs have a similar citation impact to journals that rely on other income sources.

Background: The challenge of research funding constraints has brought to bear enormous pressure on researchers. Research productivity is relevant to prestige and career progression of academic staff. However, this study aimed to explore significant challenges associated with researchers’ productivity and the impact of non-funding of research in Nigerian research and tertiary institutions. Methods: This study adopted a qualitative exploratory design involving academics at various research and tertiary institutions across the six geographical regions in Nigeria. A semi-structured questionnaire was distributed electronically to all participants who consented to take part in this study. Exactly 4,159 questionnaires were administered and 2,350 were completely filled and returned. Pearson correlation matrices with logistic regression were used for data analysis and are presented in frequencies and percentages. Results: On challenges faced by respondents, 42.98% reported a lack of research funding, 17.11% mentioned brain drain challenge while 8.85% indicated a lack of motivation. Of the 23,927 publications reported, the number of those in sciences, engineering, and medical sciences averaged 9.6, 11.5, and 9.5 respectively. The average number of publications by women (10.8) was more than by men (9.7). Lecturers had the highest average research publication number (11.8) followed by researchers (10.2) and others (3.9). Men had the highest (11.9) average number of conferences compared to women (9.2). Participants in engineering had an average number of 13.8 conferences per respondents followed by those in education (11.2), sciences (11.1), and 10.9 for those in agricultural sciences. The result revealed a negative significant correlation between research publication and academic qualification at p < 0.01. Positive significant correlation was observed between research productivity and discipline at p < 0.05. Findings show that the combined influence of the independent variables on research productivity was significant using linear regression analysis. Conclusions: The failure to prioritize research has resulted in underdevelopment in Nigeria. It is therefore imperative that the federal government prioritize research and establish a functional Special Research Trust Fund to oversee research funding in Nigeria.

Scholarly/scientific writing is an integral part of the Residency Training Program in Nigeria, culminating in the writing and defence of dissertations. Plagiarism, a form of research publication misconduct, is the inappropriate use of someone else’s writing without appropriate attribution. Limited empirical data suggests that plagiarism is not uncommon among residents and fellows. Despite widespread awareness of plagiarism amongst residents and fellows, there is deficient in depth knowledge of its nuances. Factors such as ‘publish or perish’ phenomenon, inadequate literature search and critique skills and inexperience with ethical scientific writing may also be contributing to the committal of plagiarism among residents. There is thus the need to formally train and mentor residents in ethical writing. While stressing the need for the individual resident to accept responsibility to acquire these skills, we highlight the roles of training units, institutions and colleges in fostering and institutionalising ethically sound writing culture by organising formal trainings and mentorship in scientific writing, formulating and disseminating anti plagiarism policy and providing access to plagiarism checkers. We also briefly identify proficiency in reference management as a strategy for avoiding plagiarism. We conclude by identifying researchable gaps on the subject of plagiarism in postgraduate medical education in Nigeria.

While open access journals provide readers with articles at no charge, there is growing concern about increasing article processing charges (APCs) that authors or research institutes pay to publish their work. This study examines the determinants of APC changes for 231 open access journals independently launched by two large publishers, namely, BMC (formerly BioMed Central) and Hindawi. The results indicate that most BMC journals raised their APCs between 2018 and 2020, while the charges for about half of Hindawi journals were lower in 2020 than in 2018. This study reveals that BMC raised the APCs for journals with higher citation scores, while Hindawi did not consider citation score as a factor in revising charges. Assuming that authors are insensitive to APCs when selecting a journal to submit their articles but are more likely to submit to a highly cited journal, BMC's strategy may increase the economic burden on authors and research institutes funding the publication.

ABSTRACT Introduction: Pseudo journals, hijacked journals, fraudulent journals, fake journals, and predatory journals waste valuable research when authors publish their studies in them. Aim: This article described novel suggested features for the identification of fraudulent journals and aimed to explain this issue to help inexperienced scientists avoid publishing in predatory journals. Methods: The articles related to this topic in were retrieved from PubMed and trustable Internet sources. Results: Unfortunately, some fake journals have made their way into reputable databases, such as PubMed, PubMed Central, MEDLINE, SCOPUS, and Web of Science; thus, the serious question has been raised regarding how we should address this problematic phenomenon. We recommended 28 suggested characteristics of predatory journals for readers to take into consideration. Conclusion: Unaware of the detrimental effects associated with publishing in disreputable journals, inexperienced researchers can fall victim to them. Predatory journals are spurious scientific outlets that charge fees for editorial and publishing services that they do not provide. Their lack of quality assurance of published articles increases the risk that unreliable research is published and thus jeopardizes the integrity and credibility of research as a whole. There is increasing awareness of the risks associated with predatory publishing, but efforts to address this situation are hampered by the lack of a clear definition of predatory outlets. Blacklists of predatory journals and whitelists of legitimate journals have been developed but not comprehensively examined. By systematically analyzing these lists, this study provides insights into their utility and delineates the different notions of quality and legitimacy in scholarly publishing used. This study contributes to a better understanding of the relevant concepts and provides a starting point for the development of a robust definition of predatory journals.

Predatory journals—also called fraudulent, deceptive, or pseudo-journals—are publications that claim to be legitimate scholarly journals but misrepresent their publishing practices. Some common forms of predatory publishing practices include falsely claiming to provide peer review, hiding information about article processing charges, misrepresenting members of the journal’s editorial board, and other violations of copyright or scholarly ethics. Because of their increasing prevalence, this article aims to provide helpful information for authors on how to identify and avoid predatory journals.
