How can business organizations relate the organization's strategy to its resources and environment?

Resources can be men (human), money, machines, materials, method etc. However, environment can also be categorised broadly into external(macro) or internal (micro). Decisions and strategies cannot be communicated same way with external environment e.g Legal, political, economic, international etc except the resources are available internally that will assist the network of strategies - corporate (senior management) in the organisation to the lower level management who will interact with immediate community where corporate social responsibilities are carried out by the organisation otherwise there will be a problem using only one strategy to reach external environment. These two variables must be defined i.e external environment and resources before any strategy can be adopted.

Most often in the fishing communities, the fishers complain about the number of effort and the fishing mechanisms used by the commercial industry and their impact on the resources and the environment, however government does nothing about them but rather give permit by giving license increasing effort. As concern fishers, how can they improve and sustain the marine system without government interventions aside the traditional methods of fishing .

The reason for this is that many excesses occur as a result of overfishing of fish, without specific laws of the state preventing this, as well as one of the reasons is ignorance of the value of economic fish compared to other projects

Dear Haque,
I understand your situation well. It is a common problem in most developing and under-developed countries. I think, in this case, we consider to change things, if we can. One choice could be moving to another institution if possible. Also, since it is not possible to do big changes alone, it could be wise to find a research problem that could require small budgets and try to concentrate on it. Some quotes:

Agree with Debra.  Provided one could get departmental support, it might even be worth going bilingual with the local official language in the mornings and one or both of Afrikaans or English in the afternoons.  It is worth noting that a lot of educational resources around the world are in English and that it currently has a global hegemonic status as a lingua franca.  However, that doesn't make it the only language of learning.

I would argue against 'education' per se, because 'education' has caused tribes to lose their identity. Rather, why not look at the Indian legislation on the subject (the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006) which might give some idea of the broader framework. Thereafter, it is required that Government take adequate steps, as the Indian government has declared a reserve for the hunting/gathering Jarawa tribe in the Andaman Islands, restricting non-tribal entry, commercial activity, etc. However, it all depends on a strong enough lobby of citizens ensuring that the laws are enforced even after they are made. So why not start an organization for tribal rights and invite intelligentsia to join? That would be a first step, where possible measures, including legislation, awareness about the different cultures and the need to protect them, etc could be discussed and propagated.
