I would say that looking for an optimal CPU utilization is not an effective way to save energy, as it it more complicated than that. You want to look at how much energy it takes to get a certain amount computing work done, which is why measures like MIPS per Watt:
or Power Usage Effectiveness (PUE) for data centers are metrics that people look at.
Here are a few papers studying the relationship between CPU utilization and power consumption:
The BFEPM paper points out that different servers have different energy consumption characteristics.
This paper points that it is low utilization systems that actually waste energy in getting things done:
Finding low utilization servers, migrating their work, and then turning them off is one way we get to a low PUE in our Intel data centers. Some of our data centers with hundreds of thousands of servers run at 85-90% CPU utilization at a 1.06 PUE. Some description of that here:

i have been reading a paper
'A Matching Game Approach for Resource Allocation in Wireless Network Virtualization'
that suggest a scenario which there is BS form infrastructure provider containing 10 subchannel with 180 KHz width, and the BS serve 3 virtual wireless network that contain 5 user and FDMA technology used. So, i wonder about how do subchannel distributed in virtual wireless network?

Dear Tariq, you mentioned 10 subchannels, shouldn't the number of subchannels be a power of 2? Like 8, 16, 32,.....128,.....etc? I might be wrong so please check it. Regarding your question, do you ask about the subchannels distribution nature? as in terms of Rayleigh or Rician, or you meant allocation?

I have two type of resources A and B. The resources are to be distributed (discretely) over k nodes.

You should know that this forum has basically been hi-jacked by meta-heuristics enthusiasts - an inflated array of posts at RG are based on the fact that RG "scholars" do not know that there are better tools. usually a "bottleneck" determines the possible maximum size. If a 5G network is to be used for the implementation of IoT applications and communication is to take place via 6LoWPANs (IPv6 over Low power Wireless Personal Area Networks), the maximum length of the MAC data frames in 6LoWPANs can determine the maximum size of packets.

A paper we published last year suggested a pretty close coupling between photosynthetic rates and root biomass (Robin et al. 2018, Agronomy 8(11) 236) although granted this was 1) whole season data, 2) in hydroponics, 3) based on phytomer level root mass.
Our model suggested that C is allocated approximately equally between phytomer positions. Where the C supply was greater than that required for maintenance respiration, we found root growth. Where photosynthetic C supply to a phytomer position was less than that required for maintenance respiration, you'd get death. Of course, you'd expect fine roots would die before axial roots.
A paper we published this year (Irving et al. 2019 Journal of Plant Physiology 223 54-59) showed that irrespective of N supply C allocation to the roots was broadly the same. Admittedly, the N levels used were unnaturally high (to compensate for a short labeling period). We hypothesized that light intensity / photosynthetic rate was the rate limiting factor for shoot to root C supply. We're currently testing this.
So, I think light limitation would probably limit the growth of new, fine roots, especially if the C balance of shoot photosynthesis and root growth / respiration is as tightly coupled as our model suggests.
When you talk about NSC, if I assume you're thinking about starch, then I think leaf starch levels may be largely depleted overnight. If there was a strong demand for C by the roots, you might see competition. I don't know if that's been measured.
You have a great question, but like Dr Hogan, I'm not sure how much work has been done. I second his comments about drought, which I think has been shown in many previous studies.

The feed back from the receiver to the transmitter may be dedicated channel state information to notify the transmitter with the estimated signal to the channel transmission coefficient. This information is utilized by the transmitter to adjust its transmission parameters or to make prechannel equalization. Also a channel test signal can be sent from the receiver for the transmitter to assess the channel.
The training sequence and channel estimation periodically is an important technique fro improving the transmission in the advanced wireless communications.
This is a physical layer feed back. There is also the automatic repeat request protocol for error correction in system which can be considered also a kind of feedback fro the receiver to the transmitter.

My research was on allocating mobile health clinics (MHCs) to areas in Michigan that do not currently have MHCs. We utilized AHP, a K-means clustering algorithm and set covering to optimize the coverage area. Although, this work did not capture the direct input of policymakers, it captured the inputs of patients who utilize MHCs for treatment. Parameters such as cost, distance, type of service, population was utilized to capture data from the patients regarding allocation of MHCs. The result obtained from the research enabled policymakers to make decisions on how which area is best to allocate MHCs.

Is health in Kenya adequately financed? Relatedly, is there a need for additional sources of revenue to fund health? The limited resources that are available to the Kenyan government are prioritised in the budget that earmarks how much is to be allocated to each public sector. Regrettably, health financing has been on a reducing scale and the government is considering ways to broaden its revenue base for financing health. I want to pick up on the argument of limited resources and posit Islamic taxation as an alternative source of revenue potentially available to the Kenyan government for financing health. Scholars have considered the argument of limited resources from the lens of prioritisation – that is the need to make the best possible use of these limited resources to continually improve the well-being of society and increase the revenue in the long term. Other scholars have posited that the argument on limited resources is to be examined by inquiring into different ways by which the resource base can be increased. Among the latter scholars, many suggest an examination of the tax policy of a state to increase taxation. Tax increments place a higher burden on the poor and middle-income earners, and is therefore not a persuasive approach to broadening the tax base. I am working with an iterative application in a distributed setup. The application has n processes (P1, P2,...Pn) and m iterations. Each process may or may not perform any computation in a given iteration. Initially, each process (and its associated data) is assigned to a separate Virtual Machines (i.e. the first iteration starts with n VMs).
Each process requires different CPU time in each iteration. I am looking at this problem as an instance of bin packing problem. For a given iteration, I fix the bin capacity as the maximum CPU time required by a process in that iteration and migrate the processes to the minimum number of VMs. The migration of process has a cost associated with it.
My goal is to execute the application with minimum cost and minimum increase in makespan of the application.
(The minimum makespan can be achieved by assigning each process to a separate VM but that will increase the cost. Each VM has a single CPU core so when we assign multiple processes to same VM, they execute sequentially. Memory is not a constraint.)
In each iteration, I use bin-packing algorithm to find a minimum number of bins and use the Hungarian algorithm to map bins to VMs.
But sometimes, the cost of migration exceeds the maximum CPU time required in the given iteration, In which case migration becomes an overhead.
Is the problem described above, a variation of bin packing problem? Any suggestions on how to approach this optimization problem.

I am looking after how specifically LTE/LTE-A resource allocation takes place at eNB of current cellular architecture? The answers I am looking for are 
1. How many RB are allocated for each users and if the criteria is data-rate, how does eNB informs the UE about allocated resources?
2. As per my understanding, resources are assigned for each 10 ms time period and reassigned for the next time period of 10 ms. 
3. In a given RB assignment of 10 ms period, does the number of resource blocks available = 20*N_ch. (where N_ch = subchannels in a given bandwidth)
4. What algorithms does the eNB use and on what basis does it gives priority to users?

These are the kind of things that are (on purpose) not standardized in LTE. It is only the size of the resources and the control signals that are specified. It is then up to every company to design their own resource allocation algorithms, in an effort to sell better products than the competitors.

I am trying to develop a resource allocation model for certain telecommunication application. I have to model my working environment as Markov Process. My question is, Can I perform optimization (or resource allocation w/ optimization) with Markovian models?
Another way around would be to learn optimization theory and I want to skip it if somehow Markov can handle all this.

Your question is not clear for me. As far as I know, Markov chain is a process of obtaining the probability of changing between states (or staying in the given state). That is done by using a matrix called a transition matrix which is constructed based on previous experience or data. Optimization in the other hand is finding values for variables which will provide an optimum (maximum or minimum) measure of an objective. What exactly do u want o optimize?

Depends a bit on what is your optimization problem (i.e., what is the cost/utility and what other constraints are there). You haven't shared this one yet, so we can only guess.
Also, you probably meant SUM(Pi)<=PT instead of <PT (the latter being nonconvex).
If your target is monotonic in the variables Pi (which in power allocation problems is typically the case when the target is some sort of rate / mutual information, at least as long as there is no interference) and there are no other constraints influenced by Pi then usually yes. Here is why: if the sum of the powers is less than PT we can increase any of the Pi without violating the constraint. If your target is monotonic in the Pi this will improve (or at least not worsen) the target. Therefore you can expect the inequality to be tight at the optimum.
However, this is not true in general, it depends on your target function!

VM allocation is the spinning off / provision of a VM on a physical host in which the VM can comes with certain predefined CPU / vCPU, memory, storage, VLAN, IP address etc.  VM allocation can be done as part of virtualization initiative or part of cloud initiative.
Resource allocation in cloud computing which is more general can include the following:
  1. Allocate additional private cloud's resources (CPU, memory, storage, network, VFW, VLB etc) to a VM (vertical scale-up)

In OFDM the overall network resources are distributed to the users through resource blocks (RB's). Each individual RB is assigned to the user with the highest SINR for that corresponding RB. If that is the case then in still case, a user in the vicinity of the base station (BS), with the required shadow fading, will achieve the highest SINR for all the RB's available for a particular bandwidth and the same will happen for all TTI's . But surely this can't be the case. 
Therefore, in OFDM how are the available RB's allocated among the users, such that more than one user receives at least a single RB?

As far as I know, the LTE standard does not describe how the scheduling should be performed. The reason is that every company that builds base stations should be able to select their own optimized scheduling algorithm - which may or may not be better than the competitors' algorithms.
There are many things to take into consideration in the scheduler, such as maximum throughput, SINRs, user fairness, packet sizes, etc.
I would suggest to use some kind of proportional fairness scheduler, which makes sure that everyone gets approximately the same amount of transmission resources. But the users with good SINRs will still get higher data rates out of those resources.

The outage capacity is of interest for slowly fading channels, where the SNR of the channel is a random variable that can take realizations close to zero. In this case the capacity is zero and we need an alternative capacity metric.
You need to pick an outage probability epsilon. We then look for a capacity that holds for (1-epsilon) of the SNR realizations. You can obtain the corresponding SNR_threshold  from the following equation:
Pr(SNR < SNR_threshold) = epsilon.
You then get the epilson-outage capacity as
C_epsilon = log2(1+SNR_threshold).

Following up on Valeriy's comments -- His list of the "main" solutions is the same one I would give. I personally prefer the nucleolus as it can be used to determine a point within the core when the core has many values. But it is not clear that any provide a condition of "fairness," since all depend, in various ways, on outside options or strategic positioning (Shapley value). General idea: Lets say there's a finite supply (S) of resources which should be allocated to two tasks based on their demands, D1 and D2.
If Supply is larger than total demand (D), each task simply gets whatever it demands for:
If S=1000 and D=400 (D1=100, D2=300)
Then 100 units are assigned to task one (let's call it utilization 1, so U1=100) and 300 units to task two (U2=300) and the remaining 600 units are unused.
However, S is often less than D. In that case, each task receives a proportion of S, such as:
S=500 and D=1000 (D1=200, D2=800)
Then: U1=D1/D*S and U2=D2/D*S
To make sure that the tasks do not receive more than what they demand for:
U1=min(D1, D1/D2*S) and U2=min(D2, D2/D*S)
And let's call this as the base case.
Problem: I'd like to compare this simple allocation to a a more general allocation formulation that changes the priority of allocation based on α (a continuum that can vary between 0 and 1).
α=0 represents full priority to task one (so only resources remaining after meeting the demand for task one is spent on task two) and α=1 represents full priority to task two, and the base case results are obtained for α=0.5. To be more specific, here is an example:
D1=100, D2=900, and S=200
Three scenarios:
α=0: Full priority to task one
So, U1=100, then S-U1 goes to task 2, so U2=100
α=0.5: Base case
So, U1=20 and U2=180
α=1: Full priority to task two
So, U2=200 and nothing is left for task one, so U1=0
I'd like to formulate this (calculation of U1 and U2) without IF THEN ELSE and lots of Min and Max, just with mathematical equation(s). I already have something which may be too complex so I would like to see what others think of this formulation.

I like Mohammad Jalali's question about resource allocation, especially his desire to avoid the IF THEN ELSE function and to avoid the use of a MAX or a MIN function.   Perhaps his resource allocation question is comparable to a discrete choice situation, as when consumers allocate their resources to buy one type of vehicle or another.  If so, the "multinomial logit model" might be useful.  This model has been put to good use in simulating market shares, with some calling it the "workhorse" of discrete choice models.   An example of the multinominal logit appied to the choice of different vehicle types (electric vehicles, conventional vehicles, etc) is described on pages 213-216 of my text on MODELING THE ENVIRONMENT (Island Press 2010).

Complex Systems, multiproject, multiresources, multiobjective can only be solved by Simulation. The existing Software calculates an objective/multiobjective but does not optimize at the same time. John -- it's taken me a little more than a year to feel intelligent enough to engage in this discussion with you. Let's just say, lots of reading. :-)
I am currently working with an instructor who has done some research on implicit rationing by nurses in the U.S. Here, the term "implicit rationing" is almost taboo but my instructor uses the term to refer to the prioritization process that nurses undergo in the hospital setting when they are unable provide all of the care needed for the patients they are assigned. The care that is not provided is called unfinished nursing care. Another nurse scientist in the U.S. refers to the same phenomenon as missed care. In Europe, Australia, and New Zealand, the nursing researchers call it implicitly rationed nursing care.
Regardless of what it is called, and the nuance around the specific terms and conceptual models, all of the studies point to this implicit rationing of care being a symptom of time scarcity. The cause of the time scarcity may be staffing, resources, team work, work flow, or many other things. But, in the end, the nurses do not have the time to provide the care the patient needs.
This has been measured by surveying the nurses providing the care. At first, this seems to insert some source bias. But, nurses have been shown to be pretty good at judging the quality of the care in a hospital. And, the connection to outcomes (for patients, nurses, and organizations) has been established. For some, the increased risk is minuscule (increased odds ratios of 2-5%) but if you consider that this represents a 2-5% increased risk of an adverse event for every nurse that omits some form of care, for every patient, this small risk becomes clinically significant pretty quickly.

When there is  asymmetric information, player 1( here division manager) has information  that he only obseves it. Player 2 (here Top management) have not this information. 
Player 1 and 2 make decisions, You may probably design your game tree, taking into account this point, and  introduce other participants or players if needed in your game (if you are looking to game modelling).
Therefore, if you may use Nash equilibrium, order not matter (who is player 1 or player 2). But if you are looking for a sequential game, you may order the actions of players and who play first (may be here you will use the Stackelberg equilibrium). You can also use experiment (experimental gae theory) to answer to the research question.

I think you can't really say what is the "best" method. That all depends on your objectives. Moreover, the type of the tasks that you are dealing with are important too. I mean if the tasks are data intensive, that means you have to consider QoS metrics. On the other hand, if you have compute optimized or memory optimized tasks, then the story will be different. In the meantime, cost plays the key role here too, the users are always looking for the lowest monetary cost for executing their tasks while the service providers are willing to have the profit to be maximized. 
Hence, based on the objectives you define, you may improve the algorithms in terms of QoS metrics consideration like delay, efficiency, reliability and so on, or u may focus on SLA systems or bidding models, but I think we can't strongly say e.g SLA based systems are better than agent based systems or bidding models are better than dynamic resource allocation models.

In order to implement your code, you should write your own classes which are related to your heuristics algorithm and use CloudSim libraries/classes to build up your approach. Suppose you want to implement your algorithm in Java environment. CloudSim only provides the libraries/classes you may need for coding. As an example if you want to implement GA, the following scheme might help you: Create a class and define the structure of a genome/chromosome based on your requirements. Then you should build another class/classes to use genome/chromosome structure for your desired approach and implement all methods you may need such as mutation, crossover, fitness function and etc. These methods use CloudSim classes/libraries to complement your approach.

Kindly note that you need to be very specific in the question that you want to cinsider. One is related to algorithm design and the comparison between different algorithms. And there are so many options to do so, e.g., based on the quality of solutions, the running time etc.
The other thing are performance or problem specific or at least domain specific key performance indicators (KPIs) to be measured. For instance, in cloud computing you might be interested in measuring the performance of a cloud service provider by means of related KPIs (like availability etc).

I can find some fairly narrow formulations of project entropy based on activity duration and I wonder if anyone has extended the idea to the whole end state of a project in its entirety. 
My interest arises from thinking abut success and failure and the role of uncertainty or risk in this. I am not concerned with measurement so much as qualitative insights. For instance, it seems reasonably clear that the number of states corresponding to failure is larger, possibly unbounded, than the number of states corresponding to success, at least with a limited amount of resources, both those used to carry out work and those that constitute the finished output, available to implement a project.
Ideally I would like to be able to accommodate information content and physical assembly (the arrangement of tangible objects) in one framework.

Entropy doesn't seem to be part of the discussion but it did make me see that the way one describes a project has implications for how one views entropy. There has been discussion elsewhere about the fact that the level of detail used will affect how one assesses entropy but this made me think that it may be useful on some occasions to consider entropy in the context of the physical and information content of its implementation but on other occasions there may be value in looking at it in terms of the objectives that drive a project and the relationships between them.
Having seen that there are at least two formulations that might prove useful, it is worth considering whether there are others.

I am interested in an aspect of life history theory, but I can't find any previous literature on the subject. How do long-lived organisms make decisions about resource use? For example, since survivorship is high, they could put a burst of resources into repro a little at a time over many years, or many other possibilities.
For example, a turtle that comes across a carcass, or a tree root that happens into a large pocket of high nutrient soil. Short-lived organisms might pop that sort of thing right into reproduction or growth right away, but long-lived organisms have many more options. Any papers on this?
