Dear colleagues,
I’m conducting a study that is intended to identify determinants of evaluation use in evaluation systems embedded in public and non-profit sectors. I’m planning to conduct a survey on a representative sample of organizations that systematically evaluate the effects of their programs and other actions in Austria, Denmark, Ireland and the Netherlands. And here comes my request: can anyone of you, familiar with evaluation practice in these countries, suggest what types of organizations I should include in my sample? Are there any country-specific organizations active in the evaluation field that I should not omit?
It is obvious to me that in all these countries evaluation is present in central and local government (ministries, municipalities, etc.) as well as institutions funding research or development agencies, but I also suspect that there might be some country-specific, less obvious types of organisations which are important “evaluation players”.

In a situation of a balanced state budget, a low level of indebtedness of the state finances and current economic realities, can a large-scale state-supported housing policy and social policy be promoted and promoted on a large scale?

In some countries, property prices continued to rise despite the SARS-CoV-2 (Covid-19) coronavirus pandemic and the 2020 economic crisis. In such a situation, the housing construction sector played the role of an anti-crisis buffer. The question arises whether, in such a situation, the additional support under anti-crisis shields under public aid programs offered to enterprises implementing construction projects could significantly mitigate the scale of the economic recession? What do you think about it?

In my opinion, the development of the necessary infrastructure and security stabilities is of key importance for the development of autonomous cars technology, so that the development of autonomous cars technology and the increase in the number of autonomous cars does not increase statistics on the number of road accidents.
In addition, the development of autonomous cars technology can be paralleled to the development of electromobility. For the development of electromobility and the number of used electric cars, it is also necessary to build the necessary infrastructure installed on roads, urban streets and interurban arteries of communication charging points for batteries into electricity.
In some countries there are active policies for the development of electromobility, under which the state from public finance funds pays extra to purchase an electric car and invests in projects to develop the necessary infrastructure for charging points in electricity. Other power plants are also being built as part of the development of renewable energy sources, because the development of electromobility is causing a significant increase in electricity demand. Unfortunately, this pro-ecological, active policy for the development of electromobility is carried out only in some countries.
Do you agree with my opinion on this matter?

Do you think that the Family 500 Plus and Mieszkanie Plus programs as key social and host policy programs significantly increase the country's GDP?
Do you think that these programs are mainly social or investment in the context of long-term, prospective socio-economic policy?
Will these programs, after their many years of application, contribute to a significant increase in fertility and thus slow down the unfavorable economically progressive change in the demographic structure of society identified as aging (and thus reduce the risk of a strong deficit in the finances of the participatory pension system serviced in the future by Social Security?)?
How many years in the future do you think these programs should still be run under an active socio-economic policy so that you can fully objectively diagnose their real effectiveness in terms of slowing down, stopping the aging process and assessing the scale of investment functions of these programs in macroeconomic terms?

In which sectors of the economy, types of economic activity should be used development-oriented socio-economic policy to stimulate the economic processes of the entire economy?
This issue is particularly important now, ie in the period of the forecasted slowdown in economic growth in many countries for 2019.
What types of business ventures should be supported by state bodies and co-financed from the state budget?
What types of public goods should be developed as part of a pro-development socio-economic policy?
What types of investment projects, eg in communication, energy and IT infrastructure, should be developed with state support?
What economic policy should be actively pursued by the state? Is monetary policy (eg purchase of assets lost by central banks from commercial banks), fiscal policy (eg lowering certain categories of taxes), housing policy (eg building housing for the poorest citizens), social policy (eg subsidies for setting up a business in the form of a micro-enterprise) etc.?

I am a freshman to research. I intend to evaluate the impact of China's policies in house market. I want to find a proper measure of the intensity of these measures. You know, the government will expand the scope of application and gradually, and it may even issue a document just for accentuating polices that have been launched.
So, I feel confused how to measure the intensity of these polices. I can just calculate the cumulative effect of polices(by the quantity of policies) and normalize it between 0 and 1. But this method simply assumes same weight of each policy, which is unrealistic and may omit some important info. Is there some more appropriate methods to measure, or some papers I can refer to?

Students of nursing administration course are requested to select a health policy of interest and evaluate it. Students are supposed to summarize strengths and opportunities for improvement. Would anyone suggest criteria or guidelines for evaluating a health policy?

Some are the same as for any policy. One might ask:
1. Cui bono? ('To whom the good?) i.e. what are the motives for it? Who gains, what do they hope to gain, and at whose expense? (As Sophia Schlette says, 'In the end it all boils down to money and power, influence and interests, doesn't it?')
2. By what mechanisms are the policy-makers proposed to achieve these aims? Often a harder question than it sounds because policy advocates do not always explain this (either they don't know or they don't want to say: see point 1).
3. What is the evidence that their proposed mechanisms will actually produce the intended outcomes? This is where evidence-based XYZ (substitute 'medicine', 'teaching', 'crime-control' etc. as relevant) comes in.
4. What context or circumstances are required for it to work as planned? A good modern framework for do this sort of analysis is realistic evaluation - See Pawson & Tilley's book of that name. For analysis of existing data see the attached.
5. And, of course, are the relevant actors able and willing to implement it anyway? (Is it feasible? Will there be resistance? Etc.)

I am interested to understand the difference between counterfactual and successionist approaches in the policy evaluation procedure.

One of the earliest and best examples of using counterfactual analysis in a policy context is Robert Fogel's book Railroads and American Economic Growth (1964).  I had the pleasure of taking a class from him in 1965--he later won the Nobel Prize in economics.  The following short essay describes the book.  There have been several attempted refutations of his work, which would provide you with a good critique of using counterfactuals.
