Dear Colleagues,
We are delighted to announce a call for abstracts for a Special Issue "Catalysing Cooperation in the Energy Transition: Enhancing Regulatory Frameworks for Energy Co-location, Cooperatives, and Communities" in the Journal of Energy & Natural Resources Law.
This Special Issue aims to explore the regulatory challenges and opportunities for different forms of cooperation in the energy transition, such as co-location of net zero energy technology and other land uses, cooperatives, and energy community structures.
We invite submissions that examine these co-models in various contexts, technologies, and jurisdictions, and propose regulatory solutions and reforms for energy systems. If you are interested, please send us a 500-word abstract and your current affiliation by 29th February 2024 (SI.COOP@outlook.com)
We will notify you of the outcome of your abstract by 10th March 2024.

A generalized complex magnetohydrodynamic (MHD) is imagined in a realistic astronomical situation. The munti-scale variatiational effects in the fluid vorticity contribute to turbulence. The initial macroscopic state of the fluid may assumed to be of quasi-hydrostatic equilibrium type. I am interested in the net generalized energy equation. Could someone help me out?

Litigating or Arbitrating Oil and Gas, Natural Resources and Energy disputes, which is preferable in the current global energy law mix and why? Particularly in the UK and Nigeria / African jurisdictions. Case laws and data inclusive.

I think the answer would depend on who are the parties and what is the dispute about. In a case between two private energy companies with diversified assets in many countries, international commercial arbitration is almost always preferable.
If we are talking about a private company on the one side and a state on the other, the only viable option may be ICSID arbitration, if the convention is applicable. There is usually no point in suing a government in their own courts and they won't submit to litigation in the courts of any other country.
Finally, if we are looking at a dispute between two private companies and the defendant or both of them have their assets only in one country, we would have to look whether that country has a tradition of respecting the NY Convention and enforcing foreign arbitral awards. If not, litigation may be safer, although countries with problems in respecting the NY Convention usually also have problems in their courts.

I am particularly interested in special rewards in energy tarrifs and other regulatory measures employed to promote energy innovations (R&D) by energy regulators. To be more precise: I am not asking about feed in tariffs or other forms of promotion of RES.

In Iran, some of governmental organization such as SUNA and SABA proposed some financial incentive to self-regulatory industries. For example, any high energy consuming complex that would decrease its energy consume by 4% annually, could receive financial aids, loans and certificates.
It seems that there are not enough governmental incentives to have energy saving manner in Iran.

Looking for examples of laws & regulations on using electricity storage in the energy system.

I think the use of storage tends to be integrated into other regulation, where it is covered at all. From the consumer side storage looks like generation so fits with the general licensing of generation. The use of storage on networks is a bit more complex, in the UK storage on networks would effectively be included in the new 'RIIO' regulation. It is too early to say whether this will lead to significant volumes of storage on the networks, whether there are sufficient incentives in this regulation and whether the economics will favour storage. The UK DNOs are experimenting with various storage set-ups through the Low Carbon Network Fund. The UK's Smart Grid Forum, which brings together industry, Government and other stakeholders discusses some of the issues relating to storage in chapter three in the linked document.
I'm not sure that too many countries have really given much consideration to things like storage (and its regulation) that will be needed in evolving electricity systems that have to deal with more intermittent generation.

In Poland it's quite a popular way of purchasing electricity and/or gas esp. among industrial end users and self-government bodies. Maybe there are countries that adopted special regulations on such a collective purchasing? Any experience with applying competition law?

Thanks for your reply. Establishment of such groups, buying together electricity and/or gas enhances their position vs. energy suppliers  (at least in the opinion of buyers). There were examples of buying energy even 20% cheaper comparing to prices previously paid by participants buying alone. Your questions are of course interesting but they do not refer to the core of the problem I asked.

I am intrested in finding the influence of EU energy directives on deepening of the energy poverty situations in new members of EU.

Edward, I share your point view. Let's add to elderly customers industry in the EU which you can also call a vulnerable group. That protection from EU directives I was writing about in fact should assist climate regulations. But it implies of course higher taxation. At the end of the day fishing, hunting and teleworking will create economy of the EU.

Dear Alecia,
A good example you can find in your country. I'm thinking about capacity market and the problem of state aid with all the economic problems behind it. Like others, I would also add change in the system of regulation as a consequence of implementation of smart grids and decentraization of energy system. Huge changes are expected also in the gas market (LNG, shale gas) which becomes today more international than regional.
