The current fourth technological revolution has enabled the development of digitisation of both commercially operating business entities and public institutions, central and local government offices. One of the consequences of the digitisation of offices has been the development of e-government. The SARS-CoV-2 (Covid-19) coronavirus pandemic accelerated the development of e-government due to the need to develop remote services for citizens. However, the digitisation of public offices and institutions tends to be slower and less efficient compared to analogous processes taking place in commercially operating companies and enterprises. The development of digitisation of economic processes taking place in commercially operating business entities is mainly determined by economic calculation and the adaptation of the activities of companies and enterprises to new trends and customer preferences. On the other hand, the development of digitisation and e-government of public institutions may be determined mainly by other factors, such as the transition to remote handling of official matters of citizens, increasing the scale of remote monitoring of society, tightening the fiscal system, etc. As part of the development of e-government, public offices and institutions purchase specially developed IT systems tailored to the needs of specific public institutions from IT companies. They can be multi-modular with any number of modules and functions carried out according to the needs of a specific institution. They can be integrated IT systems integrating different spheres of activity of a specific organisation, facilitating the flow of information between departments and divisions of a specific institution. They can also enable the transfer of information between a public institution and other entities. The level of integration and multifunctionality may vary, which is correlated with the specifics of the operation of specific institutions and other cooperating entities. When clusters are developed in a specific area of a municipality that increase the level of cooperation between different entities, including public institutions and commercially operating businesses, then decentralised e-government development is possible. The development of e-government can also be helpful when there is a need to stimulate entrepreneurship and innovation in the area of a specific municipality, where local government units play an important role and cooperate with local businesses in this respect. However, the development of e-government does not only generate positive aspects. A negative aspect is the potential development of cybercrime. It is therefore necessary to continuously monitor the security of data transfer in Internet-connected information systems and to improve processes for managing the risk of cybercrime and data loss in information systems. This is an important issue, as successful attacks and intrusions by cyber criminals using malware, ransomware viruses, etc. have occurred on more than one occasion. The continued development of e-government will be determined, among other things, by the ability to implement new Industry 4.0 technologies into the IT systems of public offices.

Stockholm University has a very interesting Open eGovernment Master Programme addressing all those dimensions. Obviously, real democracy is possible only when each voter has enough intellectual power and knowledge. It would be great to have something like exams for driver or shooter licence - "voter licence" - basic questions from history, logic, fundamentals of natural sciences (school level). Otherwise, it is not democracy, it is ochlocracy: TV stars, sportsmen, populists, etc. (of course, paid by serious persons - oligarchs, who will get real power) to be elected.
There is one nice movie "Idiocracy" (2006), looks like a prediction...

Ma non solo, con i Big Data Analitycs finalmente è possibile parlare di “Precision Medicine” questo è il nome dell'innovativo approccio che tiene in considerazione le differenze ambientali, di stile di vita e consente ai medici di definire specifici trattamenti per ciascuna malattia e paziente. Tale approccio permetterà il superamento delle limitazioni della maggior parte dei trattamenti medici che ad oggi sono definiti sul "paziente medio", con un elevato rischio di insuccesso. La "Medicina di precisione" in prossimo futuro oltre ad essere personalizzata e preventiva sarà pure:
- Predittiva: declinata nello specifico clinico del singolo paziente e teoricamente capace di prevedere le patologie attraverso sofisticati modelli predittivi;
- Partecipativa, in quanto frutto di condivisione sia da parte della comunità medico scientifica che dei pazienti mediante social network ad hoc.
I Big Data in campo medico possono essere anche impiegati per combattere la diffusione di epidemie. Per esempio, i dati di localizzazione degli smartphone possono essere impiegati per tracciare i movimenti della popolazione e quindi prevedere la propagazione di virus e batteri, fornendo inoltre insight su dove realizzare centri per le cure. Se da un lato i dati strutturati permettono di avere una visione coerente di tutti i pazienti nel sistema sanitario, fornendo una serie di dati tracciabili ed analizzabili, dall’altro la raccolta di dati non strutturati rimane la migliore opzione per catturare in profondità altri dettagli che potenzialmente racchiudono informazioni di valore sulla salute del paziente. L’applicazione centralizzazione dei Big data Analitycs legati alla sanità porterà certamente enormi vantaggi nel migliorare la qualità della nostra vita, ma recherà con sé anche parecchi dubbi, legati alla privacy e alla sicurezza delle informazioni fornite dai pazienti.

E-governance has gained popularity in recent years, with many countries resorting to information communications technology (ICTs) to modernise government, increase efficiency and improve public service delivery. As an additional benefit, ICTs are also expected to reduce corruption by promoting transparency, opening government data to public scrutiny, and by automating government processes, restricting discretion of officials and limiting citizens’ interaction with gatekeepers to access key services. Despite these high expectations and massive investments in e-government, evidence of impact is mixed and limited and there is a high rate of failure of e-government projects, due to contextual factors as well as the type of the ICT interventions. This Helpdesk answer provides an overview of recent literature on the role of ICTs and government to combat corruption in key government processes such as procurement, taxation, human resource management, open data and service delivery. It also explores the potential of ICTs and social media for citizens’ mobilisation and empowerment.

I think that there at least two relevant questions intertwined in your query:
1) What is the role of the Right to Information?
2) What is the role of e-democracy and how does that role relate to that of the Right to Information.
There are no one "right" answer to either of these two questions. As in any situation concerning human endeavors, what is done in practice is never exactly like the theories that are supposedly being followed, nor is there any one theory of human behaviour or rights that is universally accepted or locked in time forever more.
All that being said, I can offer my vision of both issues.
The Right to Information, from my point of view, has at it's base two major purposes: the first, giving the citizens of a given country access to the information that they need to supervise the use of power of their government. Without direct access to vital information the citizenry (and civil society organizations) cannot possiibly hope to be able to understand what decisions are being made by their government, much less be in a position to criticize or even support those decisions in an intelligent and knowledgableable manner. The second, and much more important purpose (in my opinion), is to give the citizens the information they need to be able to participate actively in policy making in general and decision making in particular. It is a well known fact that controlling any situation is much easier if you start at the planning stage as opposed to trying to change the direction of an on-going project/operation. As such, citizen participation is vitally necessary if the populace is to have any real control of the way that they are to be governed. Citizenry without a knowledge of the issues behind various questions of policy and decision making cannot possibly be part of those processes (or if they are, the result of their participation will always be a matter emotion and will be open to manipulation of those who have access to information that they can use selectively to persaude the populace in their direction).
E-democracy can either be treated as a technical application for the betterment of the performance of democratic institutions that existed before the Internet and fast electronic media, or it can be treated as a new conception of democracy in the direction of realizing something closer to direct democracy on a national (and perhaps even international) scale. From everything that I have seen and read, in most cases the first option is the one that is being pursued. I have yet to hear of any real effort of any government to find ways to allow the populace to decide on anything other than extremely local issues on new scales that didn't exist before e-democracy (public referendums have existed almost since the beginning of western democracy, so they cannot be included in a list of new democratic procedures that are a result of e-democracy). In any case, which ever of the two possibilities that I mentioned above are pursued, the role of the Right to Information will be one of the two roles that I wrote about here.
One of the problems that are liable to exist because of the existence of the Internet and fast communication is the MISUSE of "information". If in the past it was difficult to get propogranda or misleading and skewed information to the eyes and ears of the entire populace within seconds, that is no longer the case. We are continually being bombarded by various sources of information that have their own specific intentions (that are generally unknown to the public) that can, and do (in many cases) pass on only the real information that serves their purposes or pass on misinformation, for those same purposes. Once they have managed to get their version of reality to go viral, it will take an enormous effort to undo / contradict that vision of reality.
I don't know if you can consider this rather long text as an answer to your question, but I hope that I have managed to pass on some of the underlying questions that I think have to be answered before it is possible to give any kind of difinitive answer to your query.

I am currently trying to integrate theory into my research work. I came across Castell's work on Network Theory of Power and thought can be used in my research. However I haven't seen any previous study using this theory. Any advice?

Castell's theory is not an IS theory, but that does not mean it cannot be used in IS research. A scientist cab use theories from other disciplines when they are opening up new possibilities for research. E-government is studied in many disciplines, from different points of view. Castell's theory is a sociological theory, especially embedded in organizational studies. It is a network theory and he projected it on the change of organizational forms in the 1970s. Those changes appeared the same time new ICTs appeared on the market that would change organizational structures directly. The changes Castell describes were not dependent on these ICTs, but were of course influenced by them. They were used by organizations to make production more lean and to alter relations with labor. I do not think Castell's theory will become an IS theory, but it could be quite interesting to see what it means for IS research, espcially concerning business informatics and e-governance.

In South Africa, the internet-enabled e-filing tax system initially raised the South African revenue services to the number 1 spot in government services. It made the government proud and provided "friendly" access to the department for the public.
However, a most-recent radio report indicated that the registrations for personal tax have dropped so significantly that the service is failing to generate the revenue the government had become accustomed to. What is the use of a tax system if it cannot ensure all those who are tax liable register?
I'm not blaming the e-system for this failure, but in a sense the e-service must take the blame for not being able to ensure fair and transparent revenue services to the public and to service the tax base in its full life cycle. Similarly, one may as well consider the government's e-toll (road-use taxation) disaster to come to an understanding that e-governance is not only about trying to get somethignfrom the public, but also about being seen to be fair and even handed when rendering services to the public.
Unless such values are deeply embedded in e-policies, no e-system could replace the value of good governance.

In my view, business values would determine squarely the metrics to be used for ROI. In thus case, like net neutrality, one had to be careful, whether we need such measurement! In fact, measure that is measurable. 
Some refinement of this question would clarify your intent. For example, would some one lime to measure B2C services piggyback on this infrastructure or would one lime to make G2C services revenue based?

Cloud computing scenario has provided scope to support data management including storage, and access. We also simultaneously come across apprehensions on its viability in terms of security, trust and tractability of data users and service providers. 
Service orientation in e-governance has been a very important factor which looks for secured data management that may include sensitive data of sectors like banking, and government agencies. at the same time, it is also important that citizens get instant access to services on demand independent of location and time with optimized cost.
Will then cloud computing and e-governance come together to support this cause? Ate there any specific examples/ case to benchmark? 
In India we have experienced the benefits of Aadhar oriented services. It is a great beginning, but we are yet to reap the benefits of convergence.

I am planning a study on transparency and acceptance of a policy development process. I found the following related studies: 
  • I plan to base the study on the work of De Fine Licht (2014) - links attached.
  • Cramer et al. (2008) measure the effects of transparency on trust in and acceptance of a content-based art recommender.
  • Trust (as a related concept) has been analyzed before in Becker, Heddier, Öksüz, Knackstedt (2014) - but in an non-public setting.
  • Organizational TransparencyEdit (2015-09-18): Two quantitative evaluation frameworks for organizational transparency have been proposed and tested before: Rawlins 2009: "Give the Emperor a Mirror: Toward Developing a Stakeholder Measurement of Organizational Transparency" and Dapko 2012: "Perceived Firm Transparency: Scale and Model Development"
I don't plan to include the Technology Acceptance Model, as it rather equates usage of IT as the measure for acceptance - which seems to fit badly for a policy's acceptance.
Am I missing some important study and are there any established questionnaires available?

Besides whatever else you may consider for your study, I recommend that you spend time on the work of Kaufmann, et al., who have developed the World Governance Indicators (WGI) in which Transparency is one of the crucial indicators. They have developed considerable standards and rated countries which will help you to streamline and evolve your thinking apart from giving you a number of sources from which you can draw data.
Transparency International is another source you can explore.

Based on my experience as an International Business Development Manager for IT solutions and services to the Public Sector, I would like to add a set of enablers that would foster adoption of e-services by the citizens. These comprise:
Awareness:
citizens will only be able to use e-services when they know about their existence. So, promotion is key.
Access:
citizens will only be able to use e-services when they have access either via own or publicly available IT infrastructure. Access could be facilitated by the government e.g. by making available necessary IT infrastructure in community centers, public libraries, ...
Ability:
citizens will only be able to use e-services when they know how to do it. That starts with the basic ability to read and write, and includes IT literacy as well as subject matter knowledge related to the respective service e.g. tax. In order to assure this foundation, education and skills development has to be a pillar of any national development plan. Of course, ease-of-use of IT solutions and on-line help related to the subject matter will help tremendously.
Attractiveness:
citizens will change their behavior only when e-services offer a distinct added value. That may be
- the accessibility of e-services from the citizen's own desk or mobile device, especially important to people living in (remote) rural areas,
- instant access instead of queuing or
- 24/7 accessibility.
Quality of Service:
citizens will only be willing to adopt e-services when they are offered a service level that is at least equal or superior to the basic service. This includes ease-of-use, minimal down time of IT (for maintenance or error correction). For the respective agency the e-service becomes also a means to implement a homogeneous service quality based on on-line knowledge bases. In addition, citizen self service will reduce the effort of the agency for assistance to citizens and processing of administrative acts.
Security:
citizens will only use e-services when they can be reasonably confident that there will be no risks involved with using e-services. Protection of personal data is key, as well as easy-to-use security function e.g. via smart card ID.

It's not easy - IT encompasses not only a series of policy tools, but it also poses a large number of policy problems. It can also be looked at as the policy landscape - like the state of an economy.
I think a good amount of work needs to be done around the culture of people using Internet technologies and the culture of government itself. A large portion of the Internet does seem to expect a high degree of openness and transparency. Governments prefer to control the message. The term "Government 2.0" has been one approach to reconciling the differences between the two.
While governments are nervous about the propensity of the Internet to create a large number of information problems (complaints) for them, in reality, the information problems always existed, its just that the Internet are just exposing the complaints in a way that is traceable.

From what I experienced in the European context so far, I see best chances if you involve the possibly effected stakeholders - including the public - very early in the process. It is pretty much all about community building and engagement. All have to get attracted and motivated by seeing the benefits from themselves and ideally even getting the chance to contribute to the exact shape of the eGovernment service that is to be set up. On the one hand, the involved governmental bodies - which usually are short of resources - have to see how the new developments fir into their daily work, i.e. that they will save recourse in the end. On the other hand, the intended users have to realize the value of the service, ideally they are directly asked about the expected functionality and contribute to the look and feel etc.
The above fits very well to the concept of open innovation, and an approach called living laboratories (living labs) promises to work well. Here, new services are basically created in a real-life environment, i.e. with a representative subset of all stakeholders. Results use to be much closer to reality as for example those of surveys. This area is still an active research topic, but - especially over the last year and in connection to open data strategies - this is taking steps ahead.
