What external financing instruments for the development of innovation and entrepreneurship are the most effective, including financing the development of innovative, technological startups, i.e. business entities at an early stage of their dynamic development developing innovative new technologies?
In my opinion, external financing instruments play a key role in the development of innovation and entrepreneurship, especially in the case of technology startups, which often require significant capital outlays for research, development and commercialization of their solutions. Among the most effective tools for external financing of innovation and entrepreneurship development are venture capital (VC) funds, which offer not only financial capital, but also support in the form of knowledge, experience and business contacts. VC funds are particularly effective because they invest in early-stage companies, accepting high risk in exchange for a potentially high rate of return. In addition, the involvement of VC fund investors often enhances the credibility of startups, which can make it easier for them to win further rounds of funding. But there are also investment banks financing innovative startups, commercial banks, business angels and so on. Besides, there are also public institutions providing financial subsidies from the state's public finance system operating within the framework of government programs of active pro-development economic policies to support the development of innovation and entrepreneurship.

Is generative artificial intelligence creative or is it rather reproductive, i.e., it only processes certain complex processes on large data sets according to human-designed algorithms?
Generative artificial intelligence (AI) is a technology that has recently generated much controversy over whether it can be considered creative or rather merely reproductive. On the one hand, generative AI, such as language models or image-generating systems, can produce unique, seemingly original content that at first glance appears to be the result of a creative process. Examples include generating poetry, music, images or even inventing solutions to complex scientific problems. On the other hand, however, it should be remembered that all these activities are strictly dependent on human-designed algorithms and the data on which these systems were trained.

Can artificial intelligence create innovations with the help of artificial intelligence, since the knowledge bases of AI applications contain what humans have already created before?
Can innovations be created with the help of artificial intelligence, since AI-based applications have been trained on existing achievements already created by humans before?
Can new innovations, including technological innovations, be created with the help of generative artificial intelligence technology, since AI-based applications have been trained through a process of deep learning on existing achievements previously created by humans?
The key issue in this kind of consideration is to answer the question of what is a fully new solution, what is an innovation. Generative artificial intelligence technology, combined with other Industry 4.0/5.0 technologies, including Big Data Analytics and computers equipped with high-performance microprocessors, enable multi-criteria, advanced processing of large information datasets in many times less time than if a human were to do it without the use of the aforementioned technologies. Advanced information systems equipped with generative artificial intelligence technology backed by high computing power computers make it possible, through a process of deep learning, to train intelligent chatbots to carry out specific tasks and commands much faster and more efficiently than a human can do the same. In a situation where intelligent advanced language models that enable a machine to carry on a conversation with a human were learned on large collections of data and information, including online databases of scientific knowledge that contain millions of scientific texts and/or databases of other publications, the texts generated by intelligent chatbots will be created much faster than a human would and, in addition, will be generated on the basis of processing, analysis, inference, etc. of thousands or millions of different source texts. This is virtually impossible for a human to do. However, whether the texts generated by intelligent chatbots will contain innovative solutions, whether they will be created in an innovative way, whether they will contain proposals for innovative implementation of a specific task, command, etc., this will already depend mainly on how this issue will be programmed in these machines by a human. Unless, in the future, autonomously functioning highly intelligent robots will be created, which will be equipped with a strong general artificial intelligence and will thus be able to act independently within a certain range of independence, will be able to self-improve, repair their own faults, will be able to learn just like a human being, over time will become better and better at performing various types of activities previously performed exclusively by humans then perhaps they will also learn to solve certain tasks in a highly innovative manner themselves. But this is a matter for consideration for the perspective of the next dozen or so years of dynamic development of AI technology and its applications.

However, with many different forms of external financing available for the activities of business entities, the importance of other, non-financial factors of activation of entrepreneurship and innovation of companies and enterprises is also growing. Non-financial factors for activating entrepreneurship and innovation of business entities include. the formation of economic policies, including pro-development investment policies, the development of communications and logistics infrastructure necessary for business development, the availability of a highly qualified workforce on a local or regional basis, the development of chambers of commerce and other non-governmental institutions that support local or national business and lobby policy in its favor, the development of research and development centers that create innovations used for business and implemented in manufacturing processes carried out in business entities, the increase in labor productivity resulting from the implementation of new technologies in manufacturing processes, etc.

However, in addition to the issue of efficient and economically effective implementation of specific new technologies into the business activities of companies and enterprises, there are many other important factors for the business success of fast-growing startups rapidly building their manufacturing potential, conquering new markets, effectively occupying new market niches, achieving spectacular financial results, etc. that base their success on technological innovations. How to build an effective system of activating the innovativeness of business entities financed with the use of subsidies from the system of public finances of the state?
What are the most effective measures for activating the innovativeness of economic entities, thanks to which the scale of investments made in technological branches of the economy increases and economic development accelerates?
An important factor determining the level of economic development in highly developed countries, which also translates into the level of income and general well-being of the economic, material, livelihood situation, etc. of citizens is the level of innovation of companies and enterprises. The issue of innovativeness of economic entities translates into labor productivity, efficiency of manufacturing processes and profitability of economic processes implemented by companies and enterprises. Innovation of economic entities can be realized in various spheres and areas of economic activity of companies, enterprises and also financial and public institutions. Business entities can create and develop technological, product, service, logistics, process, organizational, marketing and other innovations. In connection with the rapid technological progress and the ICT and Industry 4.0/5.0 technologies being developed, among others, technological innovations are particularly important considering the issues of improving the efficiency of manufacturing processes, increasing labor productivity, improving the profitability of production, etc. In recent years, the scale of implementation into business entities of such Industry 4.0/5.0 technologies as Big Data, cloud computing, Internet of Things, blockchain, digital twins, cyber security instruments, machine learning, deep learning, artificial intelligence, among others, has been growing. Among the important factors in the implementation of new technologies to companies, enterprises, financial and public institutions are favorable conditions for external investment financing of the creation or purchase, implementation and development of new technologies. External financing includes, among others, investment loans offered by commercial banks, equity financing offered by investment funds, national financial subsidies and financial subsidies under certain European Union programs, financing realized through the issuance of securities, i.e. shares and corporate bonds, loan funds, funds, etc. The innovativeness of business entities is often correlated with the level of entrepreneurship of these entities. Therefore, the government programs conducted to activate the innovation of business entities are often programs that also activate entrepreneurship. In recent years, the instruments of activation of innovation and entrepreneurship have included changes to the tax system as part of the fiscal policy pursued, as well as increasing outlays from the state finance system for the creation of funds for systemic support for the development of innovative business ventures initiated by startups and companies operating in the new technology sector. On the other hand, the soft monetary policy applied before and during the Covid-19 pandemic did not have significant effects in improving innovation and entrepreneurship. The interest rates lowered by the central banks to successive historically low levels did not result in a significant increase in the scale of innovation and entrepreneurship among economic agents. Lenient monetary policy improved liquidity in the financial sector, including the interbank market, activated lending in commercial banks' lending activities, improved the prosperity occurring in capital markets, including reducing the scale of the downturn in securities markets. Indirectly, therefore, an easing monetary policy can be a factor in the activation of innovation and entrepreneurship, if a significant portion of business loans, including investment loans, are taken by business entities to finance a venture involving the development or purchase and implementation of new technologies. In the context of the activation of innovation and entrepreneurship, it may also be important to improve and adapt to a specific socio-economic situation interventionist, anti-crisis and pro-development instruments and programs implemented under specific socio-economic policies, including, above all, budgetary, fiscal and sectoral policies, including sectoral policies to support the development of innovation.

The development of artificial intelligence generates opportunities for its application in various spheres of companies, enterprises and institutions; in various industries and services; improving the efficiency of business operations by increasing the scale of process automation; increasing the scale of business efficiency, increasing the ability to process large sets of data and information; increasing the scale of implementation of new business models based on large-scale automation of manufacturing processes, etc.
However, developing artificial intelligence uncontrollably generates serious risks, such as increasing the scale of disinformation, emerging fake news, including banners, memes containing artificial intelligence crafted photos, graphics, animations, videos presenting "fictitious facts", i.e. in a way that apparently looks very realistic describing, depicting events that never happened. In this way, intelligent but not fully perfect chatbots create so-called hallucinations. Besides, by analogy, just like many other technologies, applications available on the Internet equipped with generative artificial intelligence technology can be used not only in positive but also in negative applications.
On the one hand, there are new opportunities to use generative AI as a new tool to improve the work of computer graphic designers and filmmakers. On the other hand, there are also controversies about the ethical aspects and the necessary copyright regulations for works created using artificial intelligence. Sometimes copyright settlements are not clear-cut. This is the case when it cannot be precisely determined whether plagiarism has occurred, and if so, to what extent. Ambiguity on this issue can also generate various court decisions regarding, for example, the recognition or non-recognition of copyrights granted to individuals using Internet applications or information systems equipped with certain generative artificial intelligence solutions, who act as creators who create a kind of cultural works and/or works of art in the form of graphics, photos, animations, films, stories, poems, etc. that have the characteristics of uniqueness and uniqueness.
However, this is probably not the case since, for example, the company OpenAI may be in serious trouble because of allegations by the editors of the New York Times Journal suggesting that ChatGPT was trained on data and information from, among other things, online news portals run by the editors of the aforementioned journal. Well, in December 2023, the New York Times filed a lawsuit against OpenAI and Microsoft accusing them of illegally using the newspaper's articles to train its chatbots, ChatGPT and Bing. According to the newspaper, the companies used millions of texts in violation of copyright laws, creating a service based on them that competes with the newspaper. The New York Times is demanding billions of dollars in damages.In view of the above, there are all sorts of risks of potentially increasing the scale of influence on public opinion, the formation of the general public consciousness by organizations operating without respect for the law. On the one hand, it is necessary to create digital computerized and standardized tools, diagnostic information systems, to build a standardized system of labels informing users, customers, citizens using certain solutions, products and services that they are the products of artificial intelligence, not man. On the other hand, on the other hand, there should be regulations obliging to inform that a certain service or product was created as a result of work done not by humans, but by artificial intelligence. Many issues concerning the socially, ethically and business-appropriate use of artificial intelligence technology will be normatively regulated in the next few years.
Regulations defining the proper use of artificial intelligence technologies by companies developing applications based on these technologies, making these applications available on the Internet, as well as Internet users, business entities and institutions using intelligent chatbots to improve the operation of certain spheres of economic, business activities, etc., are being processed, enacted, but will come into force only in a few years.
On June 14, 2023, the European Parliament passed a landmark piece of legislation regulating the use of artificial intelligence technology. However, since artificial intelligence technology, mainly generative artificial intelligence, is developing rapidly and the currently formulated regulations are scheduled to be implemented between 2026 and 2027, so on the one hand, operators using this technology have plenty of time to bring their procedures and products in line with the supported regulations. On the other hand, one cannot exclude the scenario that, despite the attempt to fully regulate the development of applications of this technology through the implementation of a law on the proper, safe and ethical use of artificial intelligence, it will again turn out in 2027 that the dynamic technological progress is ahead of the legislative process that rapidly developing technologies are concerned with.

How does the cooperation of colleges and universities with commercially functioning economic entities, including companies and businesses, contribute to increasing innovation in the economy?
Colleges and universities, as part of their teaching and research activities, research work carried out, adaptation of curricula to the changing realities of the modern economy, support for students in terms of cooperation with potential employers, institutions that may be the subject of written theses, support for the development of innovative startups founded by students, performance of research and analytical commissioned work, establishment of cooperation clusters, development of reports on the development of selected spheres, branches, problems of the modern economy, civilization, etc., undertake cooperation with various economic entities and public institutions. Such developed cooperation between universities and other entities, enterprises, companies, financial institutions and public institutions, cultural institutions, etc., can significantly contribute to increasing innovation in the economy. A key issue is to involve students in the development of such cooperation. Improving the aforementioned cooperation can and should result in better adaptation of the research work carried out at universities to the increasingly rapidly changing trends in the economy. The implementation of new ICT, Internet and Industry 4.0/5.0 information technologies, including generative artificial intelligence technology into universities should foster the development of such cooperation.

In the current fast-changing reality, the era of the fourth or fifth technological revolution, the rapid emergence of new research concepts, new technologies, new proposals for solving certain problems, the search for ideas for new startups, the development of new socio-economic trends, new fashion trends for certain solutions, new ideas, etc., it is not easy to come up with, create, formulate an interesting, up-to-date, forward-looking, unconventional, novel, creative, innovative thesis topic. The vaccine is the most prominent area but detection, caring and monitoring of the patients revealed that the current medical equipment is not adequate and sufficient. Are these funding going to lead to invention or innovation? have you seen any report of innovation in medical technology in your community?

It used to be that people remembered the tel numbers of people they called frequently. Nowadays, tel no.'s are entered into smartphones and do not need to be remembered. Various online information services are available on smartphones and we are using them more and more. In many countries, taxi drivers are increasingly using GPS navigation and no longer have to pass an exam to know the topography and the names of all the streets in a city. Technology is increasingly relieving people of various tasks and the need to remember a lot of data. On the other hand, threats are emerging in the form of the generation of disinformation on online social media by posting pictures and videos showing 'fictitious facts' created by artificial intelligence. As deepfake is now recognised as one of the greatest threats arising from artificial intelligence applications, so it is urgently necessary to create legal regulations that regulate the proper use of artificial intelligence-based tools, including respect for copyright, when artificial intelligence creates new works, texts, graphics, etc. using various publications taken from Internet resources. How much the development of artificial intelligence and its applications will change labour markets in the future is suggested by the results of predictive and futurological analyses, according to which up to half of human jobs globally could disappear by 2050. On the other hand, surveys of a number of companies and enterprises show that over the next few years, the majority of businesses plan to carry out investment processes involving the implementation of new Industry 4.0 technologies, including artificial intelligence, into their operations. Predictive analyses and futurological visions created on their basis show that with the technological progress, along with the emergence of successive generations of artificial intelligence, more and more perfect artificial intelligence systems will be created in the next few years. In addition to this, a tool is already available on the Internet in the form of an intelligent language model based on generative artificial intelligence, which, by generating answers to questions, creates texts in an automated way, based on knowledge resources taken from a large number of Internet sites, Internet article databases, Internet book libraries, etc. On the other hand, a kind of ChatGPT creativity is not yet applied perfected, because within this creativity, "fictitious facts", i.e. nicely described events that never happened, may be described by ChatGPT in the created texts. Arguably, these imperfections in the next generations of this tool and in other ChatGPT-like intelligent, automated, digital chatbots created by subsequent technology companies will be corrected. When they are corrected, it will then become increasingly common for people to use such tools made available on the Internet by commissioning artificial intelligence to write specific texts, which will be created by the artificial intelligence in an increasingly creative manner and successively making fewer and fewer mistakes in this creative process. Consequently, humans will commission more and more complex tasks for the artificial intelligence to perform and increasingly require the use of creativity, innovation, artistry, etc. Thus, there may be another threat to humanity which may be the abandonment of performing creative activities when these activities can be performed by artificial intelligence. Thus, a new category of threat to humanity may emerge from the technological advances made by artificial intelligence. It may therefore happen in the future that the development of artificial intelligence is a threat to people's creative and critical thinking.
In view of the above, I address the following question to the esteemed community of scientists and researchers:

Can a generative artificial intelligence refined by learning processes o be as creative as a human?
Can a generative artificial intelligence refined by learning processes be as creative as human creativity since thought processes, consciousness, emotions etc. are also involved in human creativity?
On the one hand, artificial intelligence technology is developing rapidly due to emerging new applications and dynamic technological advances. The very conception, definition and development of artificial intelligence on the basis of the third technological revolution already started several decades emu. However, the significant acceleration of the development of various solutions and applications of artificial intelligence in the context of the current fourth technological revolution has occurred over the last few years. In contrast, a significant increase in public interest in this issue has occurred in the last few months, i.e. since November 2022, when the company OpenAI made available in open access to Internet users an artificial intelligence built in the formulation of a generative language model as ChatGPT, i.e. an automated chat that learns and improves itself based on the answers given to Internet users who ask questions in relation to this system. Many citizens, through a kind of conversation with ChatGPT, i.e. a conversation with an artificial intelligence, began to experience something that could be compared to what they saw many years ago in, for example, Stanley Kubrick's 1968 Oscar-winning science fiction film '2001: A Space Odyssey'. The film's plot was inspired by the novel by Arthur C. Clarke.
However, this development also generates potential risks and dangers of inappropriate application of as much advanced artificial intelligence technology. An example is the already developing disinformation in the new online media, including mainly social media, generated by the creation and posting in these media of texts, photos, films created by artificial intelligence, which look as if they were created by a human being and present a kind of "fictitious facts", i.e. very credibly and precisely depict, describe events that in reality never happened. And what if, as part of the technological advances taking place, artificial intelligence is taught the thought processes typical of humans? What if something that could be described as artificial consciousness is created? What if, as part of the aforementioned thought processes carried out by artificial intelligence enriched with artificial consciousness, autonomous, thinking robots are created that acquire characteristics hitherto considered typical only of humans? What if these are also features of the human psyche, and which artificial intelligence could use as a tool for self-improvement, to escape human control? Would then a scenario like the one we know from the Terminator series of films, in which the main character is an autonomous, intelligent robot played by Arnold Schwarzenegger, be possible? Is it possible that highly intelligent machines, which humans will teach to think and equip with what will be described as artificial consciousness, will completely spin out of control and turn against their creator, i.e. humans? for the moment, these are questions that inspire paraphilosophical considerations. But it cannot be ruled out that soon these questions could be more substantively justified.
In view of the above, I address the following question to the esteemed community of scientists and researchers:

When will large passenger drones powered by hydrogen engines and controlled by artificial intelligence be developed, mass produced and available to the public?
As part of the rapid technological progress that is taking place, new technological solutions, innovations and patents are being developed for use in various sectors of the economy and are improving manufacturing, production and service processes. On the other hand, due to the progressing process of global warming, the growing scale of natural resources consumption, the necessity to accelerate the processes of achieving the goals of sustainable development, the processes of green transformation of the economy, achieving the goals of environmental and climate policy, increasing the scale of protection of the planet's biosphere, biodiversity and climate, the demand for new eco-innovations and green technologies is growing. In the situation of combining new information technologies and Industry 4.0 with eco-innovations and green technologies, new opportunities arise for the application of new integrated, complex technological solutions and for increasing the effectiveness of the implementation of sustainable development goals and carrying out processes of green transformation of the economy, including the green transformation of the energy sector. The green transformation of the energy sector is mainly implemented through the development of renewable and emission-free energy sources. In addition, as part of the implementation of the plan to create a zero-carbon economy, it is also necessary to carry out a green transformation of the transport sector and this in all transport segments, i.e. land, water and air transport. As part of the green transformation of the air transport sector, new technological solutions are being developed to enable the use of engines to power aircraft based on solar energy or generated by burning hydrogen in oxygen. The future of powering large transport, passenger and space aircraft is hydrogen power. On the other hand, increasingly large drones are also being built, which are currently powered by electric motors that draw on electricity stored in batteries that need to be recharged. However, this may change in the future. With the combination of new technologies already being developed and tested in aviation, it will be possible to build, for example, large personal drones powered by hydrogen engines and controlled by artificial intelligence, so that they can be flown using autonomous automatic control, i.e. autopilot. In a hydrogen-powered situation, these would also be fully zero-emission, pro-climate and pro-environmental aircraft that could fly at low altitudes. This would greatly facilitate local transport over non-long distances, both passenger and freight. Such improvements in local air transport would be particularly important in areas where there are no airports, where there is no well-developed second-hand network and where, at the same time, people live in settlements far from large cities, in remote villages and small towns and in areas of strict nature conservation without the possibility of using vehicles with combustion engines.

Why is the current research seemingly lacking novelty and having low average citation index? Are there any standardized post publication indicators of scoring the conceptual creativity of a researcher and monitoring the contribution of published research towards solving the existing problem(s)?

Many new eco-innovations and green technologies have still not left the research laboratories, they are still in the research and testing, prototype phase. The current energy crisis should motivate both government agencies of ministries managing the energy sector and commercially operating companies and enterprises in the energy sector to subsidise the ongoing research work, conducted in research and development institutions on the creation and industrial-scale implementation of new eco-innovations and green energy technologies. The current energy crisis is characterised by rapidly rising fuel and energy prices and the increasing scale of energy shortages. In some countries, the government is offering subsidies for the purchase of more expensive fuels and energy. However, this creates another pro-inflationary factor. Another and perhaps more sensible solution to support citizens and businesses to survive the energy crisis would be to increase subsidies to R&D and scientific institutions in whose laboratories new eco-innovations and energy technologies are developed. This raises the question of what kind of new eco-innovations and green energy and other technologies being created now, what kind of R&D should be subsidised now?

Our scape is currently overwhelmed with physical structures that act as obstructive forces towards humanity-oriented progress. The globalised format of our cities has dominated its roots on other aspects of architecture, including education. Hence, in some schools, architectural education follows this emerging imagery of the market, and not the other way around. This has led to a critical phenomenon of poor development of architectural pedagogy, i.e. lack of individual and collective creativity.
Do you think that architectural schools should shift its methodology towards not building anymore? Should they focus more on creating open spaces and flexible structures?
What eco-innovations and green energy technologies can be developed and implemented to help build backyard power plants and mini-generation plants that can be built quickly within the framework of renewable energy sources and thus more smoothly survive the developing energy crisis?
With much of the energy industry operating on the basis of burning fossil fuels, accelerating the development of renewable energy sources may help the economy to get through the currently developing energy crisis. Unfortunately, it will take time to build large-scale power plants such as nuclear power plants or hydrogen production companies for the development of hydrogen energy. In contrast, the energy crisis is already developing. In addition, in order to increase the diversification of energy sources and realise an environmentally and climate-friendly transformation of the energy sector, it is necessary to develop various renewable and emission-free energy sources. In this way, the independence of the national energy system can be increased and the level of energy security enhanced. Countries where the development of renewable and zero-carbon energy sources was neglected in previous years are now facing more economic problems due to the developing energy crisis. An example of this type of country is the one in which I operate, i.e. a country in which three quarters of energy is still produced on the basis of dirty, combustion-based energy, i.e. based on the combustion of fossil fuels, wood and other materials or organic waste. In view of the current energy crisis and the prospective climate crisis, the following question therefore arises: What kind of backyard power plants, mini-generation plants can be built quickly to become operational even before the next heating season? What eco-innovations and green energy technologies can help to build backyard power plants and mini-generation plants that can be built quickly within the framework of renewable energy sources and thus more smoothly survive the developing energy crisis?

One of the important factors limiting the development of solar energy may be the still existing lack of eco-innovations and green technologies for the utilization of used photovoltaic panels, implemented on an industrial scale. In many countries, many new photovoltaic panels are currently being installed on buildings. The current energy crisis may additionally accelerate the development of renewable and zero-emission energy sources. However, for a few, a dozen or a max. Several dozen years, millions, and globally billions of photovoltaic panels will be dismantled due to wear and tear and should be disposed of, not landfilled. This is an important issue taking into account the potential contamination of the natural environment with toxic substances contained in photovoltaic panels.

senior researchers naturally gravitate to what has worked in the past, using tried and true methods. However, whenever a group is working together on any project they will go through the steps of team formation: forming, storming, norming, performing and adjourning. It is of critical importance that ground rules are agreed upon and used through the process to allow younger and/or researchers with a more creative approach to have their ideas also validated. This suggests diversity of thought. It has been proven time and time again, that the more diversity among a team, the better the results. This can also contribute to the building of long term successful relationships that again, will continue to encourage creativity and unique solutions.

Failure in entrepreneurship in the context of entire markets, sectors, the whole society, the entire economy is a negative effect of taking risks in the situation of starting a business and running a business.
This is the price of few, spectacular business successes. Therefore, it should not be reduced due to the existence of investment risk. I am in the process of designing a study which will be using the Alternative Uses Task as a measure of divergent thinking. In brief, the participant is asked to list as many possible uses for a common item in a certain time limit. There are obviously time differences with all three responses (e.g., spoken would be faster) but these will vary between individuals (e.g., typing speed). I wonder if this is a common debate or if there are known advantages/disadvantages of certain responses? Any thoughts or recommendations welcome.

Incubators are also a supplement to the educational program in the field of activating the innovation and entrepreneurship of students. Incubators sometimes also perform functions or cooperate with a career office for students. Career offices collect employment offers and organize internships for students through cooperation with companies and institutions that employ or give practice to students.
Sometimes academic incubators of innovation and entrepreneurship also cooperate with various institutions and companies in which students find employment or take apprenticeships. In addition, academic incubators of innovation and entrepreneurship, cooperating with various institutions and companies, enable the establishment of clusters of innovation, in which various economic entities, public institutions, scientific institutes and universities cooperate with each other. In this way, the possibilities of entrepreneurship development and generation of innovative solutions in assumed and developed research projects and startups are increasing.
Sometimes, also with the innovation cluster or business incubator, financial institutions cooperate, primarily banks offering financial support in the form of preferential loans for developing innovative startups. However, at the early stage of the establishment of business activity by students and organizations, the most important role is provided by substantive support in the field of advising on the formal and legal issues and accounting service of the university, lecturers and employees of the academic entrepreneurship incubator.

What should be the economic policy for supporting the development of entrepreneurship and innovation?
Should an active, Keynesian and interventionist policy be used to increase spending from the state budget on the development of entrepreneurship support programs and innovativeness of business entities?
However, should neo-classical economics expenditures from the public finance system for programs supporting entrepreneurship and innovation of business entities be small, according to the concept in which the essence of entrepreneurship and innovation lies in its self-acting objective initiation, organization and development?

Locally operating business entities should be promoted by chambers of commerce.
Entrepreneurship and innovation should be supported by central and local government units of public administration.
In addition, investment funds should co-finance innovative investment projects characterized by a high level of innovation.
However, in the education system, the issue of promoting local entrepreneurship of innovation may be taken into account, indicating the high level of significance of this issue for the economic development of the local self-government economy as well as in the context of the national economy.
