Will Trump’s 25% Tariffs on Canada Exclude Crude Oil? What Are the Betting Odds?
Speculation is mounting that if Donald Trump returns to the White House, he will impose a 25% tariff on Canadian imports. The big question, though, is: Will crude oil be exempt?
A blanket tariff on Canadian goods would shake up industries like automobiles, steel, aluminum, and agriculture, making everything from cars to lumber more expensive for American consumers. But crude oil? That’s where things get tricky.
Why Would Trump Exempt Canadian Crude?
Canada is the largest supplier of crude oil to the U.S., providing millions of barrels per day, particularly from Alberta’s oil sands. Many U.S. refiners, especially in the Midwest and Gulf Coast, rely on this supply. Slapping a 25% tariff on crude would likely send U.S. gas prices soaring—something no president wants.
From an economic standpoint, exempting crude oil makes sense. Trump has often talked about energy dominance and lowering fuel prices. Taxing Canadian crude could contradict that message and hurt American consumers at the pump.
The Betting Odds: Will Crude Oil Be Spared?
If you were placing a bet, odds favor an exemption for crude oil. Trump’s trade policies are aggressive, but they are also politically calculated. Given the impact on gas prices, it’s unlikely he would risk the backlash of expensive fuel—especially heading into an election.
However, nothing is guaranteed. If Trump sees an opportunity to push for more U.S. drilling by taxing foreign oil, he could take a gamble. And if relations with Canada sour over other tariffs, retaliation could further complicate energy trade between the two countries.
What’s Next?
If these tariffs become reality, expect a mix of economic consequences, political pushback, and potential Canadian retaliation. The oil exemption—if it happens—will likely be framed as a necessary exception to protect American consumers, while tariffs on other industries could be used as leverage in future trade negotiations.

INTRODUCTION
The purpose of this research is to find out how effective artificial intelligence (AI) tools are in enhancing the emotional intelligence (EI) of leaders of higher education institutions. The study aims to find out how AI can help leaders understand and manage emotions within organizations.
RESEARCH AIM
This study aims to establish whether EI for academic leaders can be developed by AI software, thus improving leadership outcomes within higher education.
RESEARCH OBJECTIVES
Identify and Evaluate AI Tools:
Review existing AI tools that are designed to analyze emotions to help communication and support leadership.
Check if these tools are applicable in higher education settings with a focus on EI aspects such as sentiment analysis, emotion recognition, and optimizing communication through various features.
Do a Primary Research Study:
Design and carry out a study where education administrators will employ a chosen AI tool within simulated conditions as well as real-world circumstances.
These changes will then be measured against their EI levels as well as effectiveness in leadership using survey approaches, behavioural observations, and feedback analysis techniques involving both qualitative and quantitative elements.
Analyze the role of AI In leadership scenarios:
Explain how AI tools offer actionable insights to support decision-making among leaders under different emotional circumstances focusing on EI aspects like empathy, conflict resolution, and effective communication.
RESEARCH QUESTIONS
What does the identified AI tool justify regarding sentiment or emotion analysis about managing higher education?
How does the AI-assisted tool change EI as well as the leadership effectiveness of educational leaders across real-life situations?
What are the benefits of having AI software in providing direction and recommendations for improving important aspects such as empathy, conflict resolution and effective communication in leadership scenarios?
What do educational leaders think are the advantages and disadvantages when it comes to using AI for leadership purposes in higher education?
LITERATURE REVIEW
Emotional Intelligence in Leadership:
A leader should have high emotional intelligence, especially when it comes to higher education. Daniel Goleman divided EI into five areas: self-awareness, self-regulation, motivation, empathy, and social skills. EI models like Salovey and Mayer’s among others provide a comprehensive view of its components and how it relates to leadership (Goleman, 2020; Brackett et al., 2011).
AI in Emotional Analysis and Sentiment Analysis:
AI tools for emotion and sentiment analysis employ natural language processing along with deep learning to interpret human emotions. IBM Watson, Google Cloud Natural Language API, and Affectiva are some examples of such tools. The use of these tools presents great potential in several domains e.g. in the educational sector where they reveal the emotions behind data and assist in decision-making (Ferrucci et al., 2010; Picard, 2010; Liu, 2010).
Integration of AI and EI:
Combining AI with EI can improve management practices. Through continuous unbiased emotional analysis, AI tools may be used to assist leaders in managing their emotions better. However, there are issues such as data privacy concerns regarding ethical considerations or possible biases within AI algorithms (McDuff et al., 2014; Grefenstette et al., 2015; Turkle, 2011).
Methodology:
Mixed-Methods Design:
The research employs a mixed-methods design that combines qualitative and quantitative methods to give a holistic understanding of the effects of AI on EI among educational leaders.
Participants:
Participants in this study are faculty members, Program Heads, Academic Chairs, Associate Deans, and Deans at higher education institutions. This choice will be guided by their leadership positions as well as their willingness to participate in the research process.
Data Collection Methods:
Scenario-Based Analyses:
Participants will go through various leadership scenarios where they consider what it would have been like with AI tools and what it is like without them which will enable a comparison of results about AI’s impact on decision-making, emotional control, and effective leadership.
Follow-Up Questionnaires:
Detailed feedback on the experiences of participants during the scenarios and how they perceived the effectiveness of AI tools will be gathered through questionnaires.
Surveys:
Surveying quantifies EI parameters before using AI tools and after using them. Significant differences and correlations between AI tool use and improvements in EI can be revealed by statistical analyses.
Data Analysis Techniques:
Thematic Analysis:
Thematic analysis will be used to analyze qualitative data from scenario-based analyses as well as follow-up questionnaires to find patterns or themes.
Statistical Analysis:
Quantitative data from surveys are analyzed statistically using techniques such as paired t-tests, regression analysis and ANOVA to determine the impact made by AI tools on EI levels.
Ethical Considerations:
Confidentiality:
All participant data will be coded under unidentified names and stored securely away from unauthorized persons and only accessed by authorized personnel. Informed consent will be sought ensuring voluntary participation with confidentiality guaranteed.
Ethical Research Practices:
Ethical approval shall be requested from the relevant Institutional Review Board, full disclosure of the study purpose, procedures and potential benefits will be made available to participants and a debriefing document explaining the findings of the study will be issued.
Limitations:
Sample Size and Generalizability:
The sample size may affect the generalization of the findings, so efforts aimed at ensuring that a wide range of samples are included in this study.
Response Bias:
To reduce bias during participant response, anonymity and privacy of participants will be observed.
Technological Limitations:
Clear instructions together with technical support shall cover technology-related issues.
Subjectivity in Qualitative Analysis:
To enhance reliability, multiple coders will independently analyze qualitative data.
Limited Longitudinal Data:
Short-term impacts are examined in this research with recommendations for future research focusing on long-term consequences.

I am doing a dissertation for my master's and am researching if AI can affect emotional intelligence in educational leaders, and was wondering about looking for people in leadership positions within Canada at higher education institutions to participate.
It is seen that supply of qualified candidates for teaching is far more than demand since population growth is low . It is also seen that there is visible discriminations for immigrant teachers even if they are citizens and educated locally. Why is it so ? A large number of young teachers are reduced to substitute teaching almost for life.
This cant be called a developed society and what education standard can be expected with such faculty status.

This might be a bit of a stupid question, but I am currently writing my master thesis. One of the things I am doing is a factor analysis on a scale developed in Canada. This scale has only been validated on the Canadian workforce (the developers have one time done a exploratory factor analysis and two times done a confirmatory factor analysis). I am doing an exploratory and a confirmatory factor analysis in the Norwegian workforce to see what factor structure I would find here, and if it is the same as in Canada. As this this only one of three things I am doing in my masters I have hypothesis for all the other findings, so my supervisor would like me to have hypothesis for the factor structure as well. Whenever I try to come up with some arguments, I always feel like I am just arguing for the same attitudes in both countries, rather than the factor structure.
My question is: How do you make a hypothesis for this where you argue for the same/a different factor structure without arguing for the same/different attitudes?

For years we have been unsatisfied with the quality of boundary files for Canada publicly available including from government sources. Many products have trouble in coastal areas and miss many coastal islands, peninsulas etc. Many global boundary files are too coarse and miss borders etc. I have been considering using the land cover classification of Canada (2015) raster to try to create one but aggregation of coastal waters and lakes in its formation process makes that challenging.
Any advice/are there any really high quality datasets out there that accurately represent boundaries?

Code of Conduct for Journal Publishers
Principles of Transparency and Best Practice in Scholarly Publishing
Evaluating scholarly open-access publishers is a process that includes closely, cautiously, thoroughly, and at times skeptically examining the publisher's content, practices, and websites: contacting the publisher if necessary, reading statements from the publisher's authors about their experiences with the publisher, and determining whether the publisher commits any of the following practices (below) that are known to be committed by predatory publishers, examining any additional credible evidence about the publisher, compiling very important "back-channel" feedback from scholarly authors, and taking into account counter-feedback from the publishers themselves.
Some journals of course are "single titles." They publish independently of any multi-title publisher. In most cases, however, we evaluate journals that are part of a publisher's multi-title platform. This is very often described as a "fleet," a term meant to clarify that even a new publisher suddenly launches a large number of new journals, ranging from several dozen to hundreds of titles all at once.
The practices described below are meant to apply both to single-title independent journals and to publishers with or multiple or "fleet" journals in their portfolios.
Editor and Staff
·The publisher's owner is identified as the editor of each and every journal published by the organization. ·No single individual is identified as any specific journal's editor.
·The journal does not identify a formal editorial / review board.
·No academic information is provided regarding the editor, editorial staff, and/or review board members (e.g., institutional affiliation).
·Evidence exists showing that the editor and/or review board members do not possess academic expertise to reasonably qualify them to be publication gatekeepers in the journal's field.
·Two or more journals have duplicate editorial boards (i.e., same editorial board for more than one journal). ·The journals have an insufficient number of board members , (e.g., 2 or 3 members), have concocted editorial boards (made up names), name scholars on their editorial board without their knowledge or permission or have board members who are prominent researchers but exempt them from any contributions to the journal except the use of their names and/or photographs.
·There is little or no geographical diversity among the editorial board members, especially for journals that claim to be international in scope or coverage.
·The editorial board engages in gender bias (i.e., exclusion of any female members).

Integrity
· The name of a journal is incongruent with the journal's mission.
·The name of a journal does not adequately reflect its origin (e.g., a journal with the word "Canadian" or "Swiss" in its name when neither the publisher, editor, nor any purported institutional affiliate relates whatsoever to Canada or Switzerland).
·In its spam email or on its website, the publisher falsely claims one or more of its journals have actual (Thomson-Reuters) impact factors, or advertises impact factors assigned by fake "impact factor" services, or it uses some made up measure (e.g. view factor), feigning/claiming an exaggerated international standing.
·The publisher sends spam requests for peer reviews to scholars unqualified to review submitted manuscripts, in the sense that the specialties of the invited reviewers do not match the papers sent to them. · The publisher falsely claims to have its content indexed in legitimate abstracting and indexing services or claims that its content is indexed in resources that are not abstracting and indexing services.
·The publisher dedicates insufficient resources to preventing and eliminating author misconduct, to the extent that the journal or journals suffer from repeated cases of plagiarism, self-plagiarism, image manipulation, and the like.
·The publisher asks the corresponding author for suggested reviewers and the publisher subsequently uses the suggested reviewers without sufficiently vetting their qualifications or authenticity. (This protocol also may allow authors to create faux online identities in order to review their own papers).
Other
A predatory publisher may...
·Re-publish papers already published in other venues/outlets without providing appropriate credits.
·Use boastful language claiming to be a "leading publisher" even though the publisher may only be a startup or a novice organization.
·Operate in a Western country chiefly for the purpose of functioning as a vanity press for scholars in a developing country (e.g., utilizing a maildrop address or PO box address in the United States, while actually operating from a developing country).
·Provide minimal or no copyediting or proofreading of submissions.
·Publish papers that are not academic at all, e.g. essays by laypeople, polemical editorials, or obvious pseudo-science.
·Have a "contact us" page that only includes a web form or an email address, and the publisher hides or does not reveal its location.
Poor journal standards / practice
The following practices are considered to be reflective of poor journal standards and, while they do not equal predatory criteria, potential authors should give due consideration to these items prior to manuscript submissions:
·The publisher copies "authors guidelines" verbatim (or with minor editing) from other publishers.
·The publisher lists insufficient contact information, including contact information that does not clearly state the headquarters location or misrepresents the headquarters location (e.g., through the use of addresses that are actually mail drops).

I am working on preparing the baseline of actors involved in green economy in Canada. For this research, I am planning to use systematic review process, however findings articles using systematic review process is easier. But, I am struggling to find the appropriate source/methods to find all the organizations (network, non-profit, community organizations etc) involved in green economy (with sectoral focus on transportation, agriculture, labour and finance). I'm looking for information on how chemicals and mixtures are regulated in Canada. I have found that the hazardous products regulations (HPR) specify the criteria for hazard classification and that the Canadian Environmental Protection Act (CEPA) gives a definition of "toxic substances" according to the risk posed by the substance or group of substances. As far as I understood, toxic substances are added to a list and risk management measures can be considered. Does it mean that the classification, for instance as carcinogen, does not imply directly a regulation? What about mixtures and alloys?

I am a beginner user on SPSS. I have per country data to analyse. The data consists of a % score for several questions:
Question 1: USA 76%, Canada 88%, China 82%....
Question 2: USA 90%, Canada 65%, China 74%...
Question 3...
The scores are a mean taken from a Likert scale for each country and each question (many respondent per country). I would like to assess if countries scored different for the whole survey (not per question). While looking at tutorials for Friedman test, I arrived to the conclusion that each country should be a different variable instead of having one ''country'' variable and then choosing country in the data view sheet. I find it odd, and I am not sure if this is the right way to go when looking at different examples with single respondant online. Should I use another test? Should I enter my data in another way?

It is already affecting and will continue to affect vulnerable populations’ health and well-being like migrants, both in Canada and internationally. We are conducting a critical scoping review to explore work that has been done to examine and address the needs, challenges, experiences, and health outcomes of immigrant populations. Currently, I am carrying out the pre-feasibility, feasibility study and engineering design of a PV system for one of our University's building. Project work also investigates the technical issues involved, and whether such a system would be considered financially feasible by businesses in today’s market. To carry out the project I need of the real-time electrical consumption data of the building. Since the building is a part of the university, so I was supposed to go through many stages or levels to reach the administration for getting the access of required data. However, all my efforts went in vain, because the administration refused to provide the data by saying it's not actual or formal project work.
Based on this, my professor has asked me to shift the project's objective from Canada to some other part, and later if possible we can scale up the data as per Canada's requirements. After doing a lot of research, I've decided that India is the most suitable country for my project work.

Abstract
To date, there is no quick screening test that could be used during routine office visits to accurately assess language disorders in neurodegenerative diseases. To fill this important gap, we developed the Detection Test for Language impairments in Adults and the Aged (DTLA), a quick, sensitive, standardized screening test designed to assess language disorders in adults and the elderly individuals. In Study 1, we describe the development of the DTLA. In Study 2, we report data on the DTLA's validity and reliability. Finally, in Study 3, we establish normative data for the test. The DTLA has good convergent and discriminant validity as well as good internal consistency and test-retest reliability. Norms for the DTLA obtained from a sample of 545 healthy, community-dwelling, French-speaking adults from 4 French-speaking countries (Belgium, Canada (Quebec), France, and Switzerland) are provided. The development, validation, and standardization of the DTLA constitute a significant effort to meet the need for a language screening test adapted to neurodegenerative diseases.
This seems like a great program. Can it be accessed by students outside of Europe? I'd love to add it as a component of a course that I teach at Trent University in Ontario, Canada.

These are common scenery we observe in this world. It seems everything is controlled. According to chemistry theory, a meaningful new thing can only be generated when a controlled proportion elements are mixed together. The evolution of cells in human body creates uncontrolled cell called tumor. A man, who is migrating from Africa to Canada is still living without changing their shapes. Certainly, there is a change of biological process inside the body that makes the body suitable to the new environment. If Darwinism is a continuous process, where is the different level animals between Ape and human? Why do we need to wait million of years to see the change? Who will verify this time limit? Noted, a fossil sometimes misleads people. How this evolution theory contributing to make this world better to live?
Here in Western Australia, Telethon along with Patches Paediatricians did a study in 2017/18 looking at young offenders in our juvenille detention centres and found that 1 in 3 offenders had a diagnosis of fetel alcohol syndrome. I wonder if tere were similar findings in Canada?

I've been trying to model three-layer pavements (one rigid and one flexible) in Canada and I'm quite new to the design of pavements. My problem is the input. Do you have any suggestions as to where I can find the input data for pavements in Canada? I've been navigating the LTPP website, but it seems the data are not complete for the pavements. For instance, for one particular pavement, say SHRP_ID 0901, the input data are complete for all the layers but not for the Base Layer.

Indian diaspora” has one of the world's most diverse and complex immigration histories. Since the 1700th century, ethnic Indians have established communities on every continent as well as on islands in the Caribbean and the Pacific and Indian oceans. the Indo-Canadian community is arguably the largest Indian diaspora in the world and the second-largest immigrant group in Canada. India has a long history of immigration to Canada dating back to 1800s. currently 13.4 percent immigrants to Canada comprises of Indians which is second only to Philippines. In this context this paper seeks to examine the contribution of immigrants, particularly, Indian immigrants in the economy of Canada.
Edwin Hubble (1889-1953), the astronomer credited with discovering cosmic expansion, remained doubtful about the expansion interpretation for his entire life. He believed “expanding models are a forced interpretation of the observational results.” (“Effects of Red Shifts on the Distribution of Nebulae” by E. Hubble, Ap. J., 84, 517, 1936). According to astronomer Allan Sandage, "Hubble believed that his count data gave a more reasonable result concerning spatial curvature if the redshift correction was made assuming no recession. To the very end of his writings he maintained this position, favouring (or at the very least keeping open) the model where no true expansion exists, and therefore that the redshift "represents a hitherto unrecognized principle of nature." As for universal expansion being an established scientific fact - Special Relativity's time dilation shows that established fact only belongs to one frame of reference. You might possess two remarkably accurate atomic clocks. You put one in your spaceship and fly away at 99.999999% of the speed of light fora period which your ship's clock says is nine years. The second clock was left behind on Earth. When you return, that clock says you've been away 6,847 years. Now you're confronted with two established facts that contradict each other by more than 6,800 years.
I suspect the only way to reconcile this problem is to be omnipresent in space-time (existing at every possible frame of reference simultaneously). Experiments in quantum teleportation are currently severely restricted in the number of particles that can be teleported, the distances that are covered by this process, and the manner in which teleporting is accomplished. Now compare our technology with the past and future. We're so far ahead of ten thousand years ago that there's practically nothing to compare our tech to. Assuming progress won't stop (why should it?), our tech will be impossible to even compare with that existing 10,000 years in the future. To those living all those millennia from now, the ability to "Beam me up, Scotty" might have been developed thousands of years ago. It seems totally plausible that in 10 000 years, people will be able to teleport every subatomic particle of their body and brain not just in one direction but in every possible direction. This extraordinary feat relies on distances between both points in space and points in time being totally eliminated (see section at end for my proposed details). To put it bluntly, a person will be able to be everywhere (and everywhen) at once – all points in both space and time will be accessed instantly!
If anyone can be everywhere and everywhen at once, that person's position would not be relative since he or she would be omnipresent. Speaking of Relativity and its creator, Edwin Hubble's belief that redshift "represents a hitherto unrecognized principle of nature" might be explained by Albert Einstein's idea of gravitational redshift, the process by which electromagnetic radiation originating from a source that is in a gravitational field is reduced in energy and in frequency / increased in wavelength. Being united and entangled with everyone, the phrase "he AND she" might be appropriate (and naively, we might say he and she is a supernatural god). This "god" would actually be a member of the Elohim - a name used for God in the Old Testament which, according to World Book Encyclopedia, means the PLURAL MAJESTY OF THE ONE GOD. (It looks like the Quran - or Koran - is teaming up with the Bible to reveal things which no science (as we know it) can reveal.
The sentence "We who create the vastness of Space" in the Koran may be taken literally and refer to humans. It's conceivable that our present view that quantum mechanics operates according to probability would - if correct - derail this process and bring us crashing down to a finite and mediocre existence. It's also conceivable that we'll learn enough about quantum mechanics in the next ten thousand years to realize that it functions like Chaos Theory, has a hidden order, is really deterministic, and yields exactness. We could go into a lab, take the binary digits of electronics (the strings of BITS called 1 and 0), and program computers with the laws of nature. To make a universe for those laws to function in (starting small with a lab-size cosmos), we could draw a two-dimensional (2D) Mobius strip with the BITS, combine 2 strips into a 3D figure-8 Klein bottle, and give the bottles the 4 dimensions of space-time by incorporating Wick rotation - and thus a 4th dimension of time - into its component Mobius strips.

It only needs to be assumed that the Mobius strip and figure-8 Klein bottle exist on a level between photons/gravitons and 1’s/0’s, being built up into the particles and being composed of the binary digits). With trillions of Mobius and figure-8 Klein elements assembled, these (now respectively called photons and gravitons) must interact via my idea of vector-tensor-scalar geometry^ to give matter what we call the emergent property of mass - similar to hydrogen and oxygen combining to give water what we call wetness. This proposed link between the Mobius strip and the Mobius doublet (figure-8 Klein bottle) would also be a link between the photon and graviton - suggesting the unification of electromagnetism with gravitation.^^ It also confirms Dutch physicist Erik Verlinde’s idea that gravity is an emergent property (emerging from mathematics).

Two adjoining sides of a parallelogram represent the vectors of the photon’s spin 1 and the graviton’s spin 2. The resultant diagonal represents the interaction of the sides/vectors (1÷2 = the spin ½ of every matter particle). Tensor calculus changes the coordinates of the sides into the coordinates of a position on a line (a single point on the diagonal). This scalar point is associated with particles of spin 0. If the mass produced during the 1÷2 interaction - the energy and momentum of the photons and presently hypothetical gravitons exert a pressure we call mass - happens to be 125 GeV/c2, its union with spin 0 produces the Higgs boson. 125 GeV/c2 united with spin 0 means the central scalar point of the Higgs boson is related to the vector of the graviton’s spin 2, and the Higgs field is therefore united with the supposedly unrelated gravitational field (together with the latter’s constant interaction with the electromagnetic field).
^^ Unifying gravitation and electromagnetism has this consequence: A 2009 electrical-engineering experiment at America's Yale University, (“Tunable bipolar optical interactions between guided lightwaves” by Mo Li, W. H. P. Pernice & H. X. Tang - Nature Photonics 3, 464 - 468 [2009]) together with the ideas of Albert Einstein, tells us how we could travel to other stars and galaxies. Electrical engineer Hong Tang and his team at Yale demonstrated that, on silicon-chip and transistor scales, light can attract and repel itself like electric charges or magnets. This is the Optical Bonding Force. For 30 years until his death in 1955, Einstein worked on his Unified Field Theory with the aim of uniting electromagnetism (light is one form of this) and gravitation. Achievement of this means the quantum components (gravitons) of gravity/spacetime-warps (General Relativity says gravity is a push exerted by the curvature of space-time) between spaceships and stars could mimic the Optical Force. They’d be attracted together, thereby eliminating distance (this is similar to traversing a wormhole, or shortcut, between folds in space and time). If the gravitons are superposed and entangled, distances between both points in space and points in time are totally eliminated.

I am seeking advice about which countries globally have contracting and de-privatizing higher education systems? I am focusing on Poland, Romania, Bulgaria, and Estonia – but there may be more. I am looking for systems which used to have large private sectors which are now contracting – or which are moving away from fees in the public sector? Or both.
The aim of this strand of my research is to test the usefulness of the concept of “de-privatization” (Marek Kwiek, “De-privatization in Higher Education: A Conceptual Approach”, Higher Education, 74(2), 259-281) in higher education in the empirical context of Central Europe and elsewhere globally of the last decade. Moreover, it intends to explore how this new concept could be useful in global higher education studies.
Privatization processes as defined here include: (a) private-sector growth (external privatization) and (b) the increasing reliance on cost-sharing mechanisms in the public sector (internal privatization). External and internal privatization are viewed in this research as privatization agendas that include different processes for change that are dominant in various national systems. A privatization agenda refers to higher education provision (provided by public or private institutions) and funding (from public or private sources).
Clearly, there can be privatization without the emergence of private-sector institutions, e.g., privatization in the public sector only. By way of analogy, de-privatization processes in higher education refer to (a) private-sector decline (external de-privatization) and (b) the decreasing reliance on cost-sharing mechanisms in the public sector (internal de-privatization). However, external de-privatization cannot exist without the prior existence of the private sector in a system.
Empirically observed trends of de-privatization (and contraction in enrollments) run contrary to global trends of privatization (and expansion). De-privatization processes mean a decreasing role for the private component in the changing public-private dynamics in higher education funding and provision.
The critical issue defining the uniqueness of these countries is the privatization/de-privatization-demography link: privatization tends to be on the rise in expanding systems (almost everywhere in the world in the 2010s) and to be in reverse in contracting systems with heavily declining demography. However, demography is not the only factor involved; other factors include national academic traditions, social and political priorities, and national spending priorities. The four countries seem to value their public sectors highly and subsidize them accordingly—and they seem unwilling to subsidize their private sectors, demonstrating traditionally pure public and pure private sectors with limited cross-sectoral blurring in provision or funding.
We can imagine countries with decreasing reliance on fees in the public sector – for political and other reasons!
