In my last paper “Measuring National Innovation Systems Efficiency – A Review of DEA Approach”
http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2304735 I did the overview of 11 empirical studies on cross-country analysis of NIS efficiency with data envelopment analysis technique DEA technique.
The main conclusions are the following:
- In all reviewed studies we can see the bias toward Western European and North American countries in the content of country samples
- Persian Gulf, Caucasian, African (expect of South Africa and Egypt) countries were not used in the analysis in all reviewed studies;
- In most cases authors take quite little samples of countries (less than 30 countries);
- The set of output variables seriously matters for the list of efficient countries in reviewed countries;
- Japan and Ireland are the efficient countries in six of 11 reviewed studies;
- “Small” countries become the efficient countries primarily due to the set of studied countries in specific paper.
My questions to you:
- Can we apply the term “efficiency” to national innovation systems?
- What are the key factors of efficiency of national innovation system and how they can be measured?
- What are unmeasurable aspects of national innovation systems efficiency?
- Can we compare national innovation systems in different countries at all?
- What other methods expect of DEA can be applied for measuring the efficiency of national innovation systems?
