R&D-intensive local innovation systems can become 'innovation hotspots' with economies of scale and scope that attract R&D-active business enterprises and incentivize local universities to fully realize their innovation potential (WIPO, 2019). Local proximity effects may then arise because of research-intensive, innovative firms are agglomerating and clustering around such universities for reasons of cost-reduction and opportunities to benefit from R&D spillovers from the university or other business enterprises (Griliches, 1992;Jaffe, 1989).
