It must be recognised that the efforts hitherto made by the United Nations to achieve an agreement on disarmament have met with failure. They have come up against obstacles of a technical and, especially, of a political nature which it has not been possible to overcome; so that after twelve years of almost uninterrupted negotiations, which have been carried on in conditions made particularly precarious by the international tension, mistrust and the constant threat of new conflicts, the solution of this problem, which is essential to the security of the world, appears to be as far off as it was on the very first day.
