The ‘Serious Crimes Process’ in Timor-Leste, consisting of Special Panels and a Serious Crimes Unit, was established in 2000. This hybrid court involves both national and international justice elements: the Special Panels have two international judges and one Timorese judge. The Timor-Leste process operates within the domestic judicial system of Timor-Leste. The Panels are ‘localized’: they are positioned in the country where the crimes were committed. This case also involves the parallel creation of two Truth Commissions.
