Previous studies have assessed recycling performance in other countries, particularly using the well-established method of surveying councils about barriers to recycling performance and applying a regression analysis to council-level data on recycling and contamination rates to identify the most influential factors. Yoon (1994) surveyed 221 counties in Florida, Minnesota and Pennsylvania, and found that population size, population growth rate, per capita waste generation, the presence of a waste-to-energy facility, the presence of mandatory recycling, the type of waste collection fee, the presence of a commercial recycling program, the county recycling education and information efforts, and collection truck design had a statistically significant impact on recycling rates. Baird, Curry, and Reid (2013) surveyed 32 Scottish councils and explained 80 per cent of variation in recycling yield using weekly residual waste capacity, number of materials collected and weekly recycling capacity. ...
