This article makes a comparative analysis of two levels: by a) regional bloc (MERCOSUR and the Arab League) and by b) country (Brazil and Jordan) in relation to the reception, integration and integralization of Palestinian immigrants and Syrian refugees in these countries, from inputs of cooperation from the two blocks and the action of these ones, either through the logistics issues or by financing the operations, or politically in the regional scenario. The study found, therefore, peculiarities in the integration of these migrant groups in Jordan and Brazil, since the categorization of these as refugees or immigrants, according to their origin, Syrian or Palestinian, and we saw such cooperation activities in the two regional blocs as possibilities of regional integration and increasing in the relations between the member states. Moreover, the advanced cooperation actions and treatment of migration issues within MERCOSUR allow, with this research, a step forward for the discussions in the interim of the Arab League, which is at a higher level of integration, despite the regional political instabilities, suitable to the debate on the migration issue in the Middle East and North Africa. Finally, the article seeks to bring new bases and supports to the discussion of the dialogue between the two blocs, vis-à-vis the stagnation of post-ASPA talks (Summit of South American-Arab Countries), among them the issue of mobility, labour and human rights.
