Foreign policy of Baltic states is examined through the lens of the theory of small states. Key features of foreign policy of the Baltic states are identified. The article analyses key factors corresponding to the choice of foreign policy of small states oriented towards the conflict with major powers. The author predicts the future course of foreign policy of Baltic states and its possible consequences. Main criteria of the conflict model are analyzed. Confrontational approaches to politics towards Russia persist. Lithuania, Latvia and Estonia aim at disconnecting from common infrastructure with Russia. Economic considerations are being subjected to political aims. The analysis proves the possibility of application of the conflict model concept for the research of several aspects of foreign policy of small states. It deals with tactics of political leadership of a small country which joins a group of states and instigates tensions with its neighbor "state-adversary" aiming at attracting additional resources and raising its status.
