This policy and process of bee envisages various forms of empowerment including: direct ownership and control of enterprises and assets, deracialising management at senior levels, human resource development and employment equity, and indirect empowerment through procurement. By all accounts this process is not happening smoothly, with uneven deracialisation across sectors and in a context in which historically white monopoly capital has been moving offshore since the early 1990s (Carmody 2002: 262;Daniel et al. 2003 a culture of accumulation which has also served to undermine the state.
