The Maastricht treaty, which came into force on 1 November 1993, contains far-reaching statements of goals and intentions in respect of a common European foreign and security policy. However, as Trevor Taylor points out in this article, it contains little of immediate practical relevance to the achievement of an operational facility in security and defence matters. Drawing on NATO's new strategic concept which addressed the changed global situation after 1990 and on recent and continuing development in the Western European Union (WEU), he suggests steps that EC members could, and should, take to make feasible the realization of the aims articulated at Maastricht.
