The examination of a broad range of major electric energy policy questions facing the US and other developed countries brings the issues into perspective and offers insight into how some of the key problems can be resolved. An overview of the history and technical background of the electric utility industry is followed by discussions of the key issues: the role of government, jurisdictional issues, four socio-economic issues of power plants, public reactions to siting cases, the rationale for power reserves, and load management strategies for the 1980s. Policy comments and conclusions are offered after each topic. (DCK)

This study provides an interpretation of the role and behavior of key groups in the Pennsylvania Energy Park Controversy where unfavorable public reaction developed concerning the concentration of electrical generating capacity at a single geographic site. The energy parks proposed for the State were to consist of several power plants, both nuclear and coal-fired. Ten potential sites within Pennsylvania, all predominantly rural, were identified as possible construction sites. A methodology was used which incorporated public opinion towards these sites gathered from information meetings, letter writing, and from a variety of perspectives within the context of the issue.
