This study aimed to 1) determine the effect of salary (X1) on State Civil Apparatus (ASN) performance (Y), 2) determine the effect of incentives (X2) on ASN performance (Y), 3) determine the effect of salary (X1) and incentives (X2) together on ASN performance (Y) at the Regional Education Office of North Sulawesi Province. The research method used is quantitative research method. The number of samples was 87 state civil apparatus (ASN). The data analysis technique used multiple linear analysis models. The results showed that 1) Salary has a positive and significant effect on ASN performance at the Regional Education Office of North Sulawesi Province. This can be shown by the regression equation Ŷ = 6.514 + 0.765 X₁, then the hypothesis H1 is accepted and H0 is rejected. From these results, it means that the higher the salary, the higher the ASN performance. 2) Incentives have a positive and significant effect on ASN performance at the Regional Education Office of North Sulawesi Province. This can be shown by the regression equation Ŷ = 6.514 + 0.239 X₂, then hypothesis H1 is accepted. From these results, it means that the higher the incentive, the higher the ASN performance. 3) Salary and incentives together (simultaneously) have a positive and significant effect on ASN performance at the Regional Education Office of North Sulawesi Province. This is indicated by the Fcount value of 4.16 with the regression equation Ŷ = 6.514 + 0.765 X₁ + 0.239 X₂, then hypothesis H1 is accepted. From these results, it means that the higher the salary and incentives, the higher the ASN performance.

Analysis of Career Development of Civil Servants in the Regional Secretariat of Bintuni Bay Regency

The purpose of this study was to determine and analyze how the career development of civil servants (PNS) and the factors that influence the career development of civil servants applied in the regional secretariat of the Bintuni Bay Regency. This research uses descriptive qualitative methods. The results showed that career development for the State Civil Apparatus (ASN) within the scope of the regional government of Bintuni Bay Regency has been running well in accordance with applicable rules and regulations by fulfilling the criteria and requirements in career development. Factors that influence the career development of ASN within the scope of the Bintuni Bay Regency local government are that the education and training dimension for ASN has been carried out well, although budget issues are a burden in maximizing education and training, the promotion dimension has been carried out well by staffing parties in accordance with the prerequisites of education, rank and class, work performance, responsibility, integrity and applicable provisions by adhering to the principles of transparency, accountability and accessible to all parties in the promotion process. While the mutation dimension, in accordance with the expertise and skills possessed by the ASN concerned, aims for promotion to a higher position level, in accordance with the prerequisites and applicable provisions.

The purpose of the research is to find out, analyze and describe how the Implementation of Paal Dua Terminal Node of Manado City. The method used in this research is qualitative research method. The results of the research are There are no special facilities for pregnant women, disabilities, the importance of Paal 2 Terminal as a vital object in the transportation system, with various aspects that affect comfort, security, supervision, and terminal management. Success in supervision explains the importance of cleanliness as part of terminal management to create a comfortable, safe, and decent environment for users. The importance of supervision of basic facilities and services at the terminal, which aims to maintain the comfort and satisfaction of users of transportation services. Challenges and efforts to manage security and handle emergency situations at the terminal, as well as the importance of coordination and adequate supporting facilities. Major constraints in the maintenance of terminal facilities, which have a direct impact on the comfort and satisfaction of service users. Parking area management is one of the main operational constraints at Paal 2 Terminal as it is a major source of congestion around the terminal. Lack of disability-friendly facilities as one of the main constraints at the terminal. The limited number of security personnel as the main obstacle in maintaining security at Paal 2 Terminal. As well as the lack of security technology at Paal 2 Terminal, which is an obstacle in creating a safe environment for terminal users. Behavioral constraints of terminal users, lack of security at night, and challenges in monitoring luggage at Paal 2 Terminal. The limited operating budget is a major challenge at Paal 2 Terminal, especially in increasing the number and quality of officers. Budget availability for facility maintenance is an important indicator in ensuring efficient terminal operations and user convenience. Utilization of terminal revenue sources as an indicator of success in budget management.


Supervision of the Use of Road Project Funds of the Public Works and Spatial Planning Office in Bitung City

The purpose of this study was to determine the supervision of road project funds, especially rehabilitation/maintenance of the Public Works and Spatial Planning Office in Bitung City as well as supporting factors and inhibiting factors. This research uses qualitative descriptive method. The results showed that in the implementation of Road Development, road rehabilitation and maintenance of regional roads which are the responsibility of local governments, especially Bitung City, there are still discrepancies with the applicable provisions in Bitung City. There is a low level of budget realization in the Regional Work Unit (SKPD). This is due to the lack of supervision from the policy holders, either from the executive or the legislature in regional financial management, so that budget control is not effective. In addition, it was also found that the supporting factors in the Role of the Public Works Agency in the Supervision of Bitung City Road Projects are the budget for road project costs and human resources while the inhibiting factors are facilities and infrastructure, insufficient supervision costs, lack of field supervisory personnel and delays in completing road projects.


Tourism Village Development Strategies in East Bolaang Mongondow Regency

This research aims to formulate a strategy for developing tourism villages in East Bolaang Mongondow Regency as an effort to improve the local economy, preserve culture and maintain environmental sustainability. Eastern Bolaang Mongondow Regency has rich natural and cultural potential, but has not been optimally managed to be developed as a sustainable village tourism destination. Using a qualitative method, this research focuses on the development strategy of tourism villages through indicators of funding sources, improving the quality of human resources, maintaining facilities and infrastructure, and improving infrastructure. The results showed that the development of Atoga River View tourism village in East Atoga Village, East Bolaang Mongondow Regency, requires strengthening strategies in four main aspects: financial resources, human resources, facilities and infrastructure, and infrastructure improvement. 1) The availability of adequate funding is key to the sustainability of tourism village development. Funding comes from the Village Fund, central, provincial and local government assistance, and other external parties. Transparent financial management ensures that funds are used for the benefit of the community, facility maintenance, and further development. 2) Local community participation in tourism village management is essential. Training and skills upgrading help the community contribute actively, so that the economic benefits are directly felt by them. 3) Adequate facilities enhance tourist comfort, while infrastructure supports the smooth operation and attractiveness of the destination. 4) Good infrastructure, such as roads and transportation, facilitate tourist access, increase comfort, and encourage local economic growth. The synergy between these four aspects is key to the successful development of Atoga River View tourism village to improve competitiveness and sustainability.

This study aims to analyze and describe the effectiveness of internal supervision conducted by the East Bolaang Mongondow Regency Inspectorate in carrying out its oversight functions on government programs and activities. This research adopts a qualitative approach, utilizing both primary and secondary data sources. Data collection techniques include observation, interviews, and document analysis, while data analysis is conducted using an interactive model comprising data collection, data display, data condensation, and verification. Effective internal supervision is a critical element in ensuring accountable and transparent regional governance. The East Bolaang Mongondow Inspectorate, as the Government Internal Supervisory Apparatus (APIP), faces various challenges in implementing follow-ups on audit recommendations, including limited human resources, inadequate infrastructure support, and coordination issues among institutions. In 2023, 16.48% of audit recommendations remained unaddressed, with unresolved regional financial losses totaling IDR 29.3 billion. These findings highlight the need to enhance auditee compliance and strengthen internal control systems. The study reveals that while internal supervision has generally been conducted well, it encounters obstacles such as limited human resources, inadequate auditee responsiveness, and suboptimal inter-agency coordination. These factors affect the follow-up of audit recommendations, impacting the overall effectiveness of supervision. The study recommends improving human resource capacity, enhancing internal control systems, and strengthening inter-agency coordination to create more effective and efficient supervision.

This research aims to find out, analyze and describe the implementation of subsidized fertilizer distribution policies in the Ranoiapo district of South Minahasa regency and the determinant factors. This research uses qualitative method. The focus of this research is the mechanism of distribution of subsidized fertilizer policy in Ranoiapo District of South Minahasa Regency and the determinant factors of subsidized fertilizer distribution policy in Ranoiapo District of South Minahasa Regency with indicators: socialization, mechanism of subsidized fertilizer distribution, implementing apparatus, and ability to master technology. The results showed that 1) Socialization activities of subsidized fertilizer distribution in South Minahasa Regency, especially in Ranoiapo District, have not run optimally. It takes an active role of the government in this case agricultural extension workers as a companion to farmer groups in preparing the Definitive Plan of Group Needs (RDKK); 2) The mechanism of subsidized fertilizer distribution in South Minahasa Regency, especially in Ranoiapo district, is not implemented in accordance with the decision of the Director General of Agricultural Infrastructure and Facilities Number 34.11/KPTS/RC.210/B/12/2023 concerning Technical Guidelines for the Management of Subsidized Fertilizers for Fiscal Year 2023; 3) The local government as the implementing apparatus and policy maker in the distribution of subsidized fertilizers does not play an active role in carrying out its duties and functions. Implementation of monitoring and evaluation from the government as one of the factors that must be done to answer the various obstacles faced in the field; 4) Farmers as subsidized fertilizer users do not fully understand and understand the use of technology, in this case the Farmer Card which is one of the products of the government program to record and compile farmers' needs for fertilizers and as a means of redeeming subsidized fertilizers at kiosks or official retailers.

Food security is very important in the context of national development to form quality, independent and prosperous Indonesian people through the realization of sufficient, safe, quality, nutritious and diverse food availability and evenly distributed throughout Indonesia. This research aims to find out, analyze and describe matters related to the Implementation of Food Security Policy in Tomohon City. This research uses descriptive qualitative method. The results showed that there were main problems in the 5 indicators studied, namely 1) Policy interest indicators: unbalanced food distribution and price fluctuations, low public awareness of local food consumption and lack of comprehensive policies; 2) Policy benefit indicators: policies do not meet local needs, lack of coordination, and limited extension, education and infrastructure; 3) Policy objectives Indicators: limited access and low understanding of farmers to adaptive agricultural technology, as well as obstacles in accessing agricultural insurance programs; 4) Implementing apparatus indicators: there are infrastructure challenges, lack of coordination between agencies, and limited skills of policy implementing apparatus; 5) Indicators of financial resources: unbalanced budget allocations, lack of diversification of funding sources, and suboptimal use of funds. The suggestions or recommendations in this study are improving the distribution system and comprehensive policies, improving coordination between related parties, strengthening the capacity of farmers and agricultural technology, increasing the capacity of implementing apparatus, and optimizing financial resources.

his study aims to determine, analyze and describe the implementation of the program to increase community food diversification and security through optimizing yard utilization in Tomohon City. Food diversification itself is an effort to increase the availability and consumption of food that is diverse, nutritionally balanced and based on the potential of local resources. This research uses a qualitative method with a research focus on increasing diversification and community food security through optimizing yard utilization in Tomohon City with sub-focus or indicators: socialization, resources, communication between agencies, social and economic conditions. The results showed that of the four indicators studied, various problems were found, namely: 1) Indicators of program socialization: limited clarity of socialization information, gaps between the program and the local needs of the community, and limited accessibility and infrastructure that hamper the smooth implementation of the program; 2) resource indicators: Limited capacity of Human Resources involved in the program, both in terms of knowledge and skills, limited budget, minimal use of technology, inadequate infrastructure and lack of participation and synergy between stakeholders; 3) inter-agency communication indicators: mismatches in information systems between agencies, differences in priorities and perspectives between agencies, lack of budget transparency, lack of community and private sector participation; 4) indicators of social and economic conditions: limited community income, low education levels which have an impact on low community understanding of the importance of food diversification, lack of community participation in program planning and implementation and lack of support from political elites so that the program has not been running effectively.

The purpose of the research is to find out, analyze, and describe the extent to which the One-Stop Integrated Service (PTSP) Policy Implementation is implemented at the Kotamobagu City Investment and One-Stop Integrated Service Office (DPMPTSP). This research uses a qualitative method. The number of respondents was 11 people who were determined by purposive sampling technique. This research is focused on how the implementation of a one-stop integrated service policy in managing Building Approval Permits organized by the community by looking at indicators of socialization of rules, mechanisms and procedures, and willingness (commitment to the implementation of a one-stop integrated service policy). The results showed that one-stop integrated services, especially in the issuance of Building Approval Permits (PBG), have been implemented well. Processing and responsible officers include the Head of the Service Office, the Head of the Licensing Service Agency, and the officers of the processing section or counter are competent in their respective fields. Personnel, especially in the processing section, are still limited while the number of incoming applicant files increases every day. Socialization has run quite well and facilities and infrastructure to support the implementation of licensing services are also quite good and provide a sense of comfort for people who will carry out the licensing process. The establishment of standard operating procedures has been fulfilled. However, there are still some problems in the procedure for implementing licensing services that are not in accordance with the SOP, namely the untimely issuance of letters.
