Leveraging e-government development to improve all aspects of governance has become a shared vision of governments in the digital age. However, the internal mechanism for e-government development to promote governance is ambiguous, and the extent to which e-government affects governance remains uncertain. Drawing on public value theory, this study analyzes the internal mechanism behind global e-government promoting governance improvement. To determine the realistic effects of e-government in governance improvement, empirical test included 170 countries and covered observations from 2010 to 2018. Results of the linear panel data analysis showed that the development of e-government promoted governance improvement as a whole. Specifically, the effects of e-government on different dimensions of governance were heterogeneous: E-government performs strong positive effects on the four governance dimensions of voice and accountability, government effectiveness, regulatory quality and rule of law, but relatively weak effects on political stability and absence of violence/terrorism and the control of corruption. These results indicate a certain gap remains between the vision and the reality of using e-government to comprehensively improve governance. This study provided insights into the future trends and priorities of global e-government.

Research on the influencing factors of the citizen adoption process of China's national integrated online government service platform

Purpose The Chinese government hopes to achieve the goal of benefiting citizens by building a National Integrated Online Government Service Platform (NIOGSP). However, citizens' low adoption of the platform makes it difficult for the government to achieve its goal. Research on the influencing factors of citizen adoption of NIOGSP can help the government fully understand the concerns and needs of its citizens and take targeted measures to increase citizen adoption. Design/methodology/approach First, this research builds a model of the citizen adoption process, including attention, retention and motivation, based on an observational learning model. Next, research variables are determined based on social cognitive theory, literature review and real-world needs. Finally, based on the questionnaire survey and structural equation model, the influencing factors of each stage of the citizen adoption process model are studied and the relationship between the three stages of the model is verified. Findings Results show that perceived usefulness (PU) and self-efficacy (SE) positively affect attention. SE positively affects retention, while perceived privacy (PP) negatively affects retention. PU, social influence, PP and anxiety positively affect motivation. Originality/value The conclusion of this study can provide reference for governments in various countries to establish and improve online one-stop government. In addition, this study verifies the citizen adoption process model and finds that there is no obvious causal relationship between attention and retention, but both have positive effects on motivation.


Can Digital Transformation Promote the Rapid Recovery of Cities from the COVID-19 Epidemic An Empirical Analysis from Chinese Cities

Background: Digital transformation has become a key intervention strategy for the global response to the COVID-19 epidemic, and digital technology is helping cities recover from the COVID-19 epidemic. However, the effects of urban digital transformation on the recovery from the COVID-19 epidemic still lack mechanism analyses and empirical testing. This study aimed to explain the theoretical mechanism of urban digital transformation on the recovery from the COVID-19 epidemic and to test its effectiveness using an empirical analysis. Methods: This study, using a theoretical and literature-based analysis, summarizes the impact mechanisms of urban digital transformation on the recovery of cities from the COVID-19 epidemic. A total of 83 large- and medium-sized cities from China are included in the empirical research sample, covering most major cities in China. The ordinary least squares (OLS) method is adopted to estimate the effect of China's urban digitalization level on population attraction in the second quarter of 2020. Results: The theoretical analysis found that urban digital transformation improves the ability of cities to recover from the COVID-19 epidemic by promoting social communication, collaborative governance, and resilience. The main findings of the empirical analysis show that the digital level of a city has a significant positive effect on urban population attraction (p < 0.001). Conclusions: A positive relationship was found between urban digital transformation and the rapid recovery of cities from the COVID-19 epidemic. Digital inventions for social communication, collaborative governance, and urban resilience are an effective way of fighting the COVID-19 emergency.
