To better assess the short, medium and long-term impact of force operations on the protection of civilians, the MINUSMA Protection of Civilians (PoC) unit piloted a new tool that assesses the impact of force operations on PoC incidents. The Spatio-Temporal Incident Mapping (STIM) records force activities, such as Temporary Operating Bases and patrols, on a map and superimposes incidents where violence, or the threat of violence, targeted civilians. The tool produces evidence-based analysis on the impact of force operations in improving the overall protective environment for civilians, and helps highlight geographical hotspot areas, while providing a long-term assessment on repercussions or retaliation against civilians following the force presence. The factual and time-sensitive analysis allows the force to plan and adapt its operations in a dynamic and tailored manner to maximize the positive impact on PoC. Moreover, the improved response to a rapidly evolving context leads to more durable and sustainable protection activities. STIM has the potential to turn into a helpful tool to produce lessons learned that can guide other peacekeeping missions as well.
