In past research was studied operational, technological and communication structure of the Nueva Esparta State Police, in Venezuela; diagnosing their current situation and determining their preparation for the technological change. Then, it be concluded that this security corps of de state requires current computer and communications technology for to improve performance in the operation of the institution, so as adequate training of personnel in the use of ICT. In this research, this situation is described and is progress towards a theoretical model that perceives a new way to organize the police, towards its operational development, considering the statements of Martinez Miguélez (2002). Finally, a series of strategic guidelines is purposed for enabling the preparation for technological and comunicational change, that this institution requires.
