The growing interest in leveraging digital technologies to advance circular economy practices in construction reflects the global push for Industry 4.0 and sustainable development. However, a comprehensive understanding of how digital technologies can effectively support circular initiatives in the sector remains limited. This study addresses this gap by critically reviewing the role of digitalization in enabling circular strategies through an innovative academic lens, exploring a more refined and sophisticated mechanism in which digital technologies are decomposed into their corresponding digital functions. Through a thorough analysis of 125 papers, 10 digital functions and 15 circular strategies in construction have been unveiled. By correlating these functions with strategies in an organized framework, it was found that different functions are typically supported by specific digital technologies. Among the most frequently emphasized functions are "assess", "auto-plan", "collect", and "estimate". The reliance on digital functions varies across different circular economy strategies. This study also highlights three key research gaps for future exploration: (1) the application of digital technologies in under-explored lifecycle stages, with a particular focus on strategies for extending building lifespan, (2) reuse and recycling practices at the meso-and macro-scales, and (3) the development of robust data management mechanisms. By offering insights into the state-of-the-art of existing research, and unexplored areas deserving future investigations, this study aids in propelling the conversation on digitalization-enabled circular construction practices.

Digital contact tracing applications (DCTAs) are indispensable in pandemic prevention and control, but the effectiveness of DCTAs is influenced by public attitudes. Existing studies on public attitudes towards DCTAs have predominantly relied on survey-based approaches, but the survey data focused on confined time or regions has limitations in revealing the dynamics of public attitudes. This study applies a social media data (SMD)-based DCTAs-oriented public attitudes assessment approach, which includes SMD collection and preprocessing, sentiment analysis model, topic classification model, and model training and evaluation. The approach is validated with 501,095 pieces of SMD about the Health Code Application (HCA) in China, revealing the spatio-temporal evolution of public attitudes throughout the entire lifecycle of HCA. The results show that public sentiment and concerns fluctuate over time and vary across regions. There is a significant correlation between the number and proportion of different sentiments and the severity of the pandemic. Based on the level of concern, the twelve DCTA-related public concerns are divided into four categories, including high concern, medium concern, low concern, and exceptional concern. This work can offer valuable references for the formulation and enhancement of DCTAs implementation strategies in future public health crises.

Supplying citizen-centric smart city services (SCS) is a common strategy for countries to enhance urban sustainability in the volatile, uncertain, complex, ambiguous (VUCA) era. Citizen’s sense of gain in the Chinese context could perfectly interpret the connotation of citizen-centric. In order to formulate enhancement strategies for citizens’ sense of gain on smart city services (CSGSCS) in the VUCA era, this research set simulation hypotheses based on ECM, established the agent-based simulation model by Anylogic software, and validated the model by code check and agent state check. Nanjing city was taken as the case to carry out the scenario simulation to enhance CSGSCS. The results showed that the polarization would occur with the enhancement of CSGSCS, expectation confirmation was the most effective influencing factor to enhance CSGSCS, and high information spreading speed would reduce the total CSGSCS and exacerbate the polarization of CSGSCS. Finally, three implications were proposed, including caring for the vulnerable groups to bridge the digital divide, surveying citizens’ demands to guide SCS supply, and strengthening public opinion supervision to avoid the spread of negative information. This study not only improved the academic framework in the field of CSGSCS, but also provided practical guidance for the government to formulate the sustainable supply strategies of SCS.
