... These changes were led by American progressive thought, expressed in similar fashion both by the Ontario Hall-Dennis Report and the Quebec Parent Commission (Tomkins, 1977: 10-14). However, as Harris points out in his book, The Quiet Evolution: A Study of the Educational System in Ontario, the social underpinnings of the Ontario changes may have been "evolutionary" while Quebec's reforms may have been "revolutionary" (Harris, 1967: VIII). It is noteworthy that the authors of the SERP report characterize their document with exactly the same terminology (SERP, 1981: 2). ...
