... It was originally placed in Hallodapini, based mainly on claw structure, and compared solely with Tuxenella Carvalho, 1952 (Orthotylinae). Carpintero and Carvalho (1993) transferred the genus to the omnibus tribe Phylini Douglas and Scott, 1865, which was confirmed by Schuh (1995) and Kerzhner and Schuh (1995). These last authors rejected the original tribal placement in Hallodapini, and independently transferred Mendozaphylus to Phylini, along with Tibiopilus Carvalho and Costa, 1993, because they were sceptical that true Hallodapini were known from South America and because Mendozaphylus lacked the distinctive male genitalia seen in many Old World Hallodapini and in North American species of Cyrtopeltocoris (Schuh and Menard 2013: 35). ...
