The files contain the original raw data of a 2011 population survey in Germany that used the contingent valuation method for valuing forest recreation, the codebook, and a description of sampling methods including the corresponding questionnaires. This application of the Contingent Valuation Method aimed at valuing the willingness to pay (WTP) for the right to access residential and regional forests over one year. A valuation instrument was used that had already been used in a comparable form in several other studies from the 1990s. The data set comprises 1,011 personal interviews from a population sample and an additional 1,049 responses from an otherwise identical Internet panel survey.

Zusammenfassung Das Konzept der Ökosystemleistungen wird genutzt, um die verschiedenen Effekte von Landnutzungsänderungen systematisch zu erfassen und monetär zu bewerten. Eine Bewertung der in Kapitel 4 erarbeiteten Maßnahmen und Strategien der Landnutzung erfolgt auf der Grundlage der Ergebnisse einer umfangreichen Befragung im Rahmen einer erweiterten Kosten-Nutzen-Analyse. Die Bewertung erfolgt für landwirtschaftliche sowie für forstwirtschaftliche Ökosystemleistungen. Darüber hinaus wurden die Rahmensetzungen des Umwelt- und Planungsrechts, die Anreizsetzungen verschiedener Förderpolitiken sowie die Einflüsse privater und öffentlicher Akteure und Institutionen untersucht. Es wurden Möglichkeiten aufgezeigt, diese Regelungs- und Steuerungssysteme der Landnutzung anzupassen und weiterzuentwickeln, um den Herausforderungen des Klimaschutzes und der Klimaanpassung sektorspezifisch und sektorübergreifend begegnen zu können. Mit Landnutzung befasste gesellschaftliche Akteure wurden im Forschungsprozess, für die Validierung von Zwischenergebnissen und die Praxisrelevanz der zu erzielenden Ergebnisse kontinuierlich im Projekt beteiligt. Die Ergebnisse dieses Prozesses, die Beteiligung und inhaltlichen Anregungen der Stakeholder werden dargestellt und methodische Fragen reflektiert.




Preferences for forest structural attributes in Germany – Evidence from a choice experiment

Using a discrete choice experiment we elicit coefficients and willingness to pay (WTP) values for eight structural characteristics of forests for 2932 respondents from a Germany-wide population sample. Results of the monetary valuation show that positive WTP values exist for increasing the share of forests, increasing biodiversity, increasing the harvest age of forests and maintaining some unused forest areas. Large negative WTP values are found for decreasing the share of forests, changing the amount of coniferous trees to 70%, and increasing the amount of trees from other countries. For some of the attributes investigated changes in any direction are valued negatively, i.e., field size and foreign species. Results are relatively robust to different model specifications, mainly regarding the signs of the preference parameters.



Uncovering context-induced status quo effects in choice experiments

In this study five design dimensions are varied systematically investigating context-induced status quo effects in choice experiments. Additionally, two structural complexity measures, entropy and the number of attribute level changes, are used to capture status quo effects from the similarity between alternatives and the number of trade-offs. A crucial finding is that the frequency of status quo choices is negatively associated with the number of alternatives indicating preference matching effects. By contrast, the probability of choosing the status quo increases with a higher number of choice tasks, a wider level range, and the similarity between alternatives. Status quo choices are further affected by the current environmental situation perceived by respondents. We also find that marginal and non-marginal welfare estimates are significantly affected by the choice design. One key finding is that the most used choice task format in environmental economics, i.e., two hypothetical and a status quo alternative, is likely to increase the propensity to choose the status quo option.

This collection presents an updated bibliography of those empirical forest ecosystem service valuation studies in the German speaking countries which relate to demand oriented measures of the utility of public goods. The associated database (which is provided as a separately downloadable Excel-file) contains 77 data sets by October 2016. These data sets are characterised by about 40 descriptors (the exact number depending on the specific valuation method used in the respective study) which present details of the valuation object, the statistical and economic methods applied, the results of the valuation exercise, some other descriptors for study quality, and the associated publications. The structure of the database is explained in detail here.
