Major infrastructure projects often suffer under long lasting approval processes. After a very fast start for the initial work, the approval processes slowed down due to new political discussions on the financing of the project. Processes with duration of one year in the early stage of the project suddenly needed three years and even more.
Major infrastructure projects have often difficulties with costs and financing. This paper shows the long history of the cost development and the adaptation of the financing model in order to create a story of success also with regard to the costs of the work.
