Inappropriate behavior has become a growing ethical problem in the Army. With increased deployments, there has been a noticeable increase in the occurrence of inappropriate behavior. Inappropriate behavior not only is wrong, but it ruins families and destroys unit cohesion. This is particularly important when key leaders are guilty of this offense. The leaders lose credibility and subordinates lose confidence in that unit’s leadership. In December 2002, the Army National Guard unit I was assigned to receive activation orders to support Operation Enduring Freedom. Right away during the home station portion of our impending deployment, there were rumors of married Soldiers engaging in inappropriate behavior. The unit leadership regarded the rumors as gossip and did not show any deep concern regarding the issue even though it involved an officer. …
