O.V. Klevtsova’s research while affiliated with Yelets State University named after Ivan Bunin and other places

At the present stage the education is going through a period of reform. That is why, it is necessary to refer to the historically accumulated experience, the deep and comprehensive analysis of the history of reforming of the educational system throughout its existence. This article addresses the issues of organization of public schools after the abolition of serfdom, for example, one of the traditional provinces of the Russian Empire. Life story of a provincial society is poorly understood. The authors attempt to examine the process of reform of primary school system for example, the Eletski region of Orel province in the second half of the XIX century. The article presents the analysis of the material conditions of the teachers, examines the technical condition of school facilities, analyzes the sources of funding. The article deals with the issue of methods of teaching different subjects in primary public school. In the course of this research, the authors turned to the archives of the Lipetsk and Orel regions. The scientific revolution was first introduced to the data stored in these public archives. The special attention is paid to the study of the question of the role of Yeletsky district councils in the establishment of the school system. Analysed annual reports, results of inspections of the condition of public education in the post-reform period. The results of the research allow to study the process of school reform not only at the national level, but also gives an idea of the degree of implementation of the state policy in the field.
