Reasons for the creation and modernization of standards are discussed. Priority areas for metrological activity in the Russian Federation within the framework of the state system for support of the uniformity of measurements are examined. An algorithm is proposed for evaluating the need to create and modernize standards in accordance with a number of criteria.

Measurement Techniques

Typical questions that arise both in voluntary validation of computer software and in tests in the course of the procedure of type approval of measuring instruments, in particular, questions related to the use of different methods of identification and updating, and in problems related to the use in Russia of software that has passed validation tests abroad are considered.

... It is interesting to see that although having X-ray CT data spread across a wide range of dimensional measurements (between 4.9 mm and 5.08 mm), the weighted mean (WM) for the intercomparison converges to a smaller range, (5 ± 0.0026) mm for an expanded uncertainty of = 2 (see Figure 11.6 on the right), which is very similar to the results from CMM reference data: (5 ± 0.0015) mm. Despite the close agreement between the WM-value for D1-T and the corresponding CMM data, the null-hypothesis of statistical consistency of the X-ray CT dataset for D1-T gets rejected by all the chi-square-like tests performed with the -metric (see Table 11 are several approaches to deal with inconsistent data from interlaboratory comparisons and determine the largest subset of participants whose results can meet the criterion of consistency (e.g., see [632,[645][646][647]). ...

... The main requirements to software concern estimation of its functionality, first of all, its influence on the final result accuracy and its immunity from irregular and deliberate corruption of measurement data. The accuracy of the final result is determined, first of all, by the accuracy of reference data and correctness, in particular by the stability of the applied algorithm for measurement data processing [11]. In the vast majority of cases it is not advisable to single out the uncertainty component due to software only. ...
