... It is designed to be delivered as one of 27 subject curricula of MoET's (2018a) Total General Education Curriculum. 2. It is a national-level subject curriculum: unlike many other curricula developed by an individual teacher or an institution (school) as commonly discussed by some second and/or foreign language scholars of curriculum development (e.g. Nunan, 1987Nunan, , 1991Graves, 2000Graves, , 2005Richards & Rodgers, 2014), the GEEC is developed and promulgated by the Ministry of Education and Training of Vietnamthe highest tier in the three-tier administrative structure of the educational system of Vietnam: central, provincial, and district. 3. It is a compulsory and multi-grade curriculum, by which is meant students must learn English as a compulsory subject from Grade 3 through to Grade 12. 4.
