Catalan / catalán / catalàEnglish / inglés / anglèsReflective Citizens Koinonia-Language-of-Dialogue Reflective-Citizens (RC) discipline is a unique methodology of psychosocial work with citizens who are interested in learning-through-experience the art-of-listening and art-of-dialogue including people with different perspectives/languages through workshops-free of charge. The workshop sub-sessions and organizational processes are carefully designed combining sibling professional traditions and languages: social-dreaming, applied group-analysis, group-relations, therapeutic-communities and operative-groups. Initially inspired by their work in therapeutic communities during the times with extreme social-trauma of the destruction of Yugoslavia in the Nineties, RC is co-created by two friends, dr.Marina Mojović and dr.Jelica Satarić (psychiatrists, psychotherapists and training group-analysts) recognizing the need for working outside of clinical setting. It is further developed jointly with citizen-conveners, citizen-organizers, coordination-body, local and international colleagues. Reflective Citizen Koinonia is a Community of local Communities, which use methodology of the Belgrade RC-Training and cooperate. Starting in Belgrade with few branches, then in different towns in and new branches preparing in Greece and Holland, RC-Koinonia is growing and learning. Experienced leaders of RCs will present their work, and demonstrate some aspects through experiential-part.

Issue/Description Reflective Citizens (RC) as ’psycho-social transitional spaces’ - were established in 2005, when Serbia joined the International Listening Posts (LP) Network of OPUS (Organization for Promoting Understanding of Society). Recognizing the need for more reflective citizens’ spaces, for continuously ongoing work through social trauma, Psycho-Social section (PSS - GAS Belgrade) began organizing them more often and in different cities. Serbian RC developed specific conceptualization and methodology, carefully integrating aspects of LP, group analysis, group’s relations, and social dreaming, which are still in the process of evaluation and improvement. Results RC in Novi Sad have started in 2014, with a huge enthusiasm, as a team work of PSS. It is recognized that Novi Sad, as a multinational and specific multicultural environment could develop Applied Reflective Citizens - Citizens’ dialogue in cultural spaces in Novi Sad, as supportive and open space for all citizens who wish to develop themselves, multiculturalism, tolerance and better social environment. At the seven workshops organized by now, the beginning was marked by a session of social dreaming. Free psychosocial associations in thinkrooms have defined the topics: loneliness, helplessness, walls and borders, migrations, diversity, mental malnutrition, the presence of evil and the need for goodness, lack of communication... and on the basis of them, the corresponding hypotheses. Lessons Applied Reflective Citizens have become the support and open space for all citizens who want to contribute to multiculturalism, tolerance, a better social environment, understanding the environment and building incentive bridges in communication through dialogue and also to contribute to a positive cultural climate, building cultural capacities and fostering cultural dialogue through mutual reflection, thus contributing the quality of life, which is of public health significance. Key messages Reflective Citizens can be a contribution for improving health in community through fostering dialogue and mutual reflection. Reflective Citizens give an open space for all citizens who want to contribute to multiculturalism, tolerance, better social environment, thus contributing quality of life, and to public health, also.

Recognizing the need for more reflective citizens’ spaces, for continuously ongoing work through social trauma and their impact on identity, for reconnection with lost aspects of collective memories, Psycho-Social section (PSS -GAS Belgrade) began organizing them more often, as well as holding training for conveners. Over the years, Serbian Reflective Citizens developed its specific conceptualization and methodology, (carefully integrating aspects of LP, group analysis, groups relations, and social dreaming), which are still in the process of evaluation and improvement. Series of International Conferences and Workshops of the Psycho-Social section were very important and meaningful support in building the framework, with gratitude to all staff-colleagues and participants, who took part. Reflective Citizens in Novi Sad started in 2014., with the huge enthusiasm, as a team work of Psycho-Social section members and leader. It is recognized that Novi Sad, as a multinational and specific multicultural environment in migration process could develop applied Reflective citizens - Citizens dialogue in cultural spaces in Novi Sad, European Capital of Culture 2021. Leadership improvement in Health organizations – is this a possible mission?

Leadership in health care has a special significance, because of the necessary changes that are expected with the aim of improving the system of health protection. Requests for reforms in the health sector are set in front of the entire health care system, all organizations are required a strategic approach to planning for changes that lead to improvements in the realization of the primary task. Leadership role and responsibility in this process is extremely high. Leaders prepare the organization for changes and aid them to cope with these in order to make them able to implement the process of changes Researching new methods for improving the health institutions as "patients" takes place within the Section of Psychoanalytic and Group-Analytic Approach to Understanding the Psychodynamics of Institutions, Organizations and Society of the Society of Group Analysts Belgrade. Group of interested professionals in the health system, or close to it, are in the process of further education in the field of organizational consulting, which provides the opportunity to "cure" the institutions and consequently better management. Methods that can be applied are analysis of the organizational role, the study of drawing as depiction of unconscious contents in the organization, etc. This work presents examples of the application of these methods and their potential. Methods imply hiring an external consultant or a consultant team. This kind of process consulting supports the problem analyzing and more importantly, the process from which clients themselves learn about their own skills, mistakes and abilities is initiated The existing network of health institutions in Serbia consists of more than 150 primary health care institutions, more than 40 general hospitals, 30 specialized hospitals, more than 15 institutes and four clinical centers, which represent very complex systems with several thousands of employees and are in the organizational transition, economically unenviable situation and very complex relationships between individuals and groups within them. Along with them it is necessary to take into consideration the network of the National Health Insurance Fund and other institutions (Medical Faculty) from whose operating the quality of health care depends. In this way the number of leaders in the health system who need to carry out the necessary change was estimated, so we are talking about at least 1,000 people in top management positions. The leaders are expected to use different methods of employees' motivation and to replace the word "managing" by "motivation". Resistance, insecurity and control dominate atmosphere in many institutions of the health sector, a trust, positive economic outcomes are hardly achievable goals in present circumstances. Consultants deal with situations of extreme importance: sociological and psychological characteristics of the organizational and managerial matrix, opportunities for improvement in the existing organizational conditions, and the impact of acquired experience in the theory and practice of the here and now. Anxiety did not bypass the health sector and is not withheld within the boundaries of a country, political system or economic level of development. Distrust in managers and application of their solutions is deeply rooted in the health sector and their role is often associated with the position of the scapegoat. Being powerful does not mean to perform the work well, but to be good in a complex game of avoiding pitfalls, winners and losers, which must not survive as a matrix of operation.


Figure 1 presents entities that should be processed (terminated in a proper manner) in disbanding of military units. General disbanding process presented at Figure 1, offers a lot of opportunities for creative application of the System Analysis, Project Management and methods of Operational Research and Management Science. The most challenging entities at Figure 1 are explosive ordnance reverse logistics and resolving a problem of personnel coming from disbanding military units.

The paper deals with a problem of changes in external environment which influence and require organizational changes in organizations and institutions, in public sector above all. The process of continual organizational changes and role of consulting in the process of changes and implementation of proposed changes are analyzed in the second part of the paper. Organizations today recognize changes within themselves, in society and in the environment in general. They monitor changes that occur in all three segments in order to develop mechanisms which would enable them to cope with the inherent risks mainly relating to lenience of organizational boundaries, disintegration of internal hierarchical structures and crisis of trust. Organizations in which people work and provide livelihood ceased to be perceived as a safe place, which also relates to public sector, health organizations, educational sector and others. Changes and transformations, as well as increased permeability of institutions bring some benefits, but also evident risks and damages that can be seen in hindering the fulfillment of the primary task. These changes can have particularly serious consequences certain sectors such as public health and education. There is a trend of increased monitoring of the performance of the public sectors, but it is accompanied with pronounced requirements to achieve results with limited economic resources, which leads to dissatisfaction among staff. A group of professionals from different sectors and different roles in organizations are interested in the process of further education in organizational consulting within the Section of psychodynamic and group analytic approach to understand the psychodynamics of institutions, organizations and society. They are studying the possibility of "curing" institutions. By studying psychodynamics of institutions in the sensitive time of transition and changes and by using different techniques and process organizational consulting, a positive contribution to the individual goals within the organization, as well as to group and overall goals of the organization may be provided. Psychodynamic approach is a significant step in improving the work and it contributes to the improvement of the matrix of the organization

Organization’s vision and mission are exposed to the influence of various external factors. The relations within the health organizations are a consequence of both the external factors and the internal norms. Human resources, equipment and facilities are basic elements of an organization. Further structuring depends upon the vision, mission aims, type, purpose, possibility, legal frame but there are some organizational segments that are not easy to formulate or analyze, and this part makes a matrix. It significantly influences the feelings of an individual within the organization as well as the image that the organization sends to the outer world. The attempt is made to improve the health system using the method of the psychoanalytical and group-analytical approach to understanding the psychodynamics within the work process of institutions, organizations and society. The education is organized by the Section for psychoanalytic and group-analytic approach to understanding the psychodynamics of institutions, organizations and society, which is a part of the Group Analytic Society Belgrade. The entrance interview is obligatory and the education consists of: theory, supervision, experience in working in a small group-analytic semi-open group, social dreaming experience, experience in working in medium group-analytic group and two international educative workshops, as a facultative activity. Reporting on an organizational situation from the point of view of a leader, manager or HR representative or any other view or reporting on some other social group situation in which a trainee has participated in is discussed and linked to the theory and practice of this field. The complex relations within organizations and influence of external factors are important for efficiency and quality of health institutions. and for mental health of both health professionals and patients. The organization’s matrix is of great importance for its efficiency. Over 30 experts from the health system are being additionally educated in the field of organizational consulting organized by the Section for psychoanalytic and group-analytic approach to understanding the psychodynamics of institutions, organizations and society. The significant capacity for “healing” of health institutions is gained in such a way. Today the network of public health institutions in Serbia consists of over 150 primary health care institutions, over 40 hospitals, 30 specialized hospitals, 16 institutes and 4 clinical centers. Clinical centers as the most complex organizations with several thousand employees are undergoing organizational transition, which economically represents a difficult situation, and have extremely complex system of relations among individuals and groups. Due to the significance that health organizations represent to individuals, for its size, capacity and aim, it can be said that: - Today, more than ever before, organizations represent a challenge when studying processes and dynamics within them is concerned - Group analytic therapy can be further developed to research the psychodynamics of institutions, organizations and societies - There is a significant interest among group analysts and other professionals as well for education in this segment in order to improve the relations in the organizations, groups and society in general. Groups within health organizations have different levels of cohesiveness which mainly depends on the common aim and a motive deriving from it. Therefore, the research of group and subgroup characteristics within organizations is an important topic whose aim is to improve the management of health institutions which today can be candidates for the work improvement through the group-analytic organizational consulting.
