This paper considers the issues of the efficiency of agricultural production in the context of the globalization of the markets for agricultural raw materials and food and the increased competition in this regard. Modern realities and the adopted new Doctrine of Food Security of the Russian Federation, adopted in 2020, require an immediate solution to the problems of ensuring the country's food security by increasing the production of high-quality, environmentally friendly, and, most importantly, economically competitive agricultural products, which is not possible without intensifying production processes. However, the pursuit of high yields and high efficiency of agricultural commodity production often leads to the degradation of the prickly factor of production, namely, land. The paper presents the results of the analysis of the level of land degradation in the Republic of Tatarstan and identifies priority areas for combating erosion in agriculture. Measures to combat soil erosion are experimentally substantiated. The practical significance of the research results lies in the fact that they can not only contribute to the development of the agro-industrial complex and other sectors of the economy, improve soil fertility, the dynamic growth of agricultural products, reduce the disposal of agricultural land and create new jobs but also ensure the preservation and restoration of the Volga River. The results show that the ecological efficiency of one anti-erosion structure in combination with soil protection measures protects an average of 120 hectares of land from further development of erosion processes and is economically paid off by the results of two years of economic activity on protected lands.

The rural economy in modern conditions of the country’s food security doctrine and import substitution policy is one of the main directions of socio-economic development of any society. The problems of sustainable development of the rural economy and the increase in growth indicators of the subjects of agrarian business are particularly interesting as a fundamental direction that ensures the socioeconomic stability in rural areas. The paper is identifies modern systemic issues that restrain the implementation of the sustainable development policy of the rural economy, and develops priority directions to ensure the efficiency of the agricultural sector of the economy in modern conditions of external and internal socio-political challenges. The paper contains the results of the analysis of volumetric indicators and growth rates of agricultural production, the level of performance of the state target program indicators for recent years, identifies the development trends, priority directions that ensure the efficiency of the rural economy, proposes organizational and economic measures to guarantee the production growth and increase the efficiency of agrarian production, intensify investment activities and strengthen state support for the rural economy.

The relevance of the topic of the article is caused by the need to study the level of agricultural production and the country's self-sufficiency with basic food products in the context of fierce competition in the world food market and sanctions from Western European countries and the United States. The purpose of the article is to identify trends in the implementation of the strategy of import substitution of food products and to determine the priorities for the development of the agricultural business in import and export activities. The article is devoted to a comprehensive study of the current state of food production and the development of priority directions for the effective functioning of enterprises of agricultural production and processing of agricultural raw materials in modern conditions of external and internal socio-political challenges and risks. The article defines the current state of food supply for the population of the country, identifies trends and priority strategic directions for implementing the policy of import substitution, and ensuring food security of the country suggests the need for an interconnected and balanced organization of import and export activities of agricultural enterprises. The theoretical provisions and practical recommendations proposed in the article allow solving the problem of stable self-sufficiency of the country with competitive food products and the transition to the implementation of an export-oriented strategy for the development of the agricultural sector of the economy.

In modern conditions of the development of an innovative economy, the scientific literature does not reveal the main problems of strengthening the material and technical base of agricultural producers. The agricultural machinery market is practically absent, the issue of formation and functioning remains unresolved. The article is devoted to the assessment of the current state of the provision of agricultural commodity producers with equipment, the development of the tractor and agricultural machine-building industry in Russia, the disclosure of problems, and the search for solutions to the problem of complex mechanization of agriculture in modern conditions. The scientific novelty of the work is determined by the substantiation of the need to solve the problems of strengthening the material and technical base of the subjects of agricultural business and the proposed practical recommendations for the development of the innovative basis of agriculture. The article reveals the main trends in the change in the output of elements of the material and technical base of agriculture, reveals the problems that restrain the process of technical renewal of agricultural production, suggests ways to increase the provision of technical means for the innovative development of the agrarian sector of the economy. The theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment in the agricultural sector, planning of agricultural production, economic analysis of the economic activities of agricultural enterprises and organizations.
