The decade of the 1980s has ended with the recognition that India is a major actor in the vast South Asian region. This was the inevitable consequence of the Indian ventures in Sri Lanka and Maldives. But equally, it arose from the visible capabilities acquired by the Indian defence forces in the area of maritime reach, air mobility, as well as acquisition of the less tangible ‘will’ to act when required.
