... Although e-government has been present in Nepal for nearly the past two decades, much remains to be done. Researchers have pointed out challenges, such as lack of proper strategic vision, inadequate infrastructure, unskilled human resources, unstable government, lack of legal framework, policy vacuum, lack of awareness, minimal trainings and knowledge transfers, resistance to change and lack of public-private collaboration to implement e-governance in Nepal (Kharel et al., 2014;Sharma et al., 2014;Shrestha et al., 2015).
