Background The neoliberal approach to higher education management has significantly transformed collegiality and university governance. This study identifies and analyzes how and where these changes have occurred, as well as their impact on the efficiency and competitiveness of universities. It addresses existing research gaps and provides new insights for adaptation strategies. Methods We selected all retrieved sources based on the keywords and analyzed all the documents we obtained. This study obtained data from Scopus retrieved on October 27, 2023, using the following keywords: (TITLE-ABS-KEY (“collegiality”) OR TITLE-ABS-KEY (“change management”) OR TITLE-ABS-KEY (“neolibelism”)) AND TITLE-ABS-KEY (“higher education”). This study utilized bibliometric analysis to ensure a structured review of the literature on collegiality, change management, and neoliberalism in higher education. Results The findings show that organizational management, leadership, education, technology, curriculum, innovation, organizational change, decision-making, and human beings are significant trajectories of neoliberalism in higher education. Conclusions This study offers other constructs for accelerating leadership success in higher education. This relates to how change leadership can navigate changes resulting from neoliberal ideology.


An Exploratory Study on Effective Leadership and Change Management in the Transformation of Indonesian Public Universities Towards World-Class University Status

This study aims to examine the influence of leadership styles on institutional transformation and to identify adaptive strategies for effective change management in the context of Indonesian Public Universities (PTNs) striving to achieve world-class university (WCU) status. Using a quantitative research design, data were collected from 125 universities through a hybrid questionnaire method involving Rectors, Directors, Vice Rectors, and Vice Directors as representatives. This study employed logistic regression to analyze the influence of leadership styles on the likelihood of PTNs achieving WCU status, alongside Structural Equation Modeling (SEM) for deeper insights. The study results indicate that transcollegial leadership increases the likelihood of universities achieving WCU status by 35%, while digital and entrepreneurial leadership contribute 25% and 20%, respectively. The primary challenges identified include inadequate digital infrastructure, resistance to change, and regulatory limitations. This study provides practical and theoretical contributions by identifying adaptive leadership strategies tailored to the unique contexts of PTNs. This study is significant as it addresses the leadership challenges specific to Indonesian public universities in their pursuit of international recognition, providing practical and theoretical insights for achieving sustainable transformation. Future research could examine how leadership styles interact with institutional policies and external factors, such as global rankings and funding mechanisms, to achieve and sustain WCU status. Expanding the scope to include comparative studies across different regions or educational systems could provide broader insights into effective strategies for institutional transformation.

This research also discusses how a university maintains its function and identity when the great wave of neoliberalism massively erodes collegiality as the original philosophy of the university through a case study of the neoliberalism ideology on higher education. This study also provides a comprehensive framework for higher education management and governance changes. As Ali Yusuf's successor, at the time of his leadership, he developed some vision and strategies that had not yet been implemented in the previous two leadership. His action in implementing the vision of Sawahlunto is through tourism optimization and the creative economy of Sawahlunto city as well as strengthening the identity of a cultural mining tourism city. During his reign, Ali Yusuf received an award charter from the Travel Club in 2013 as the most Improver. Deri Asta continued the leadership period of 2018 to 2023. At the time of his leadership, Sawahlunto was designated as World Heritage as Ombilin Mining Heritage of Sawahlunto. This award is not an instant endeavor, this success is a struggle that has been initiated by long-time leaders who were committed to make changes with the transformation of vision, mission, and strategy to achieve the aim of creating the city of Sawahlunto in 2020 become a cultural mining tourism city. The vision of the city that was once conceived and conveyed clearly, creatively and continuously by Subari Sukardi and succeeding leaders. A question is now addressed to new leaders on how to create a new vision and visionary leader. The leadership of Deri Asta is the assessment for the community whether he is a visionary leader who has a big dream with his revolutionary ideas. He is expected to enhance the competitiveness of Sawahlunto or simply inheriting the sustainability that has inherited by previous leaders. The visionary leadership analysis in Sawahlunto city, under the role of the visionary leader by Burt Nanus (1992), and the transformation scheme of vision on every leadership can be seen in the Figure 3 below.
