Notwithstanding the variation in interpretations of the status of governance changes, there is consensus that the intended role of contracted service delivery agencies in recent times is for them to work with government, other agencies, and citizens to co-create public value and to increase the trust that was eroded during the heights of NPM (Hardina, 1993).
