This document provides a detail of a prototype computerized model for acquisition strategy comparison. An interactive menu selection process is used to obtain a general description of the weapon system concept and program objectives. The model and the user then interact to successively reduce the number of strategy alternatives to a small set containing the preferred alternatives for a particular situation. The model was limited to two categories of weapon systems, tactical missiles and electronic subsystems. This volume discusses the internal relationships between risk, time and cost used in the model.
