In the last 30 years there has been a strengthening trend toward more central planning control. This will mean more statutory town plans but also concern with renewal and comprehensive redevelopment, environmental protection, rural land use control, and greater public participation. ... It is harder, especially for town planners who have no education in planning history, to see the Crown Lease for a lot, being a part of a wider layout, as a bona fide town plan in its own right. Pun (1984), who retired as the second Director of Planning of Hong Kong (after Mr. Robert Upton), represented a Crown lease as a means of implementing administrative layouts (LPs and ODPs).
