An ability to innovate is more commonly observed as a crucial element in obtaining a sustainable competitive advantage. Although the issue of innovational development within product companies has been an object of research, there are still questions to answer regarding how innovational management should be conducted in service organizations, especially in the context of the Republic of Kazakhstan. The main aim of this investigation is to develop the new theoretical concept of stimulation of innovative processes among service providers in the Republic of Kazakhstan. Thus, the central question in this paper asks what measures should be taken to increase the competitiveness of domestic companies offering services by virtue of managing the market of innovations taking into account the national peculiarities. The results of this study provide an important opportunity to advance the understanding of the innovation market as the unique sphere from other industries can benefit from. As the result of the investigation, the authors proposed the theoretical concept including the element of a customer, whose role of co-producer is especially important in the service sphere. Also, because of the difference in the innovational activity and economic differences among the territorial division of the country, it is more effective to grant the local innovational offices more power to set the priority directions in service innovation for each region. The current research sets a new ground for the following investigations in the area of innovation management in the service industry in Kazakhstan.

The effective functioning of the education system, including higher education, is one of the actively discussed topics related to the socio-economic development of the country in the modern world. It is known that the status of a country is determined by the level of realization of its educational potential, the main indicator of which is the rating of a higher educational institution in world rankings. The inclusion of higher education institutions in the world rankings and a strong position equal to or comparable with the world’s leading universities can be seen as a sign of competitiveness of higher education and result of the effectiveness of reforms and the timely introduction of innovations. Universities in the CIS countries have managed to take a worthy place and demonstrate positive dynamics that characterize the effectiveness of educational reforms in these countries. The authors of this article presented the results of the analysis of the dynamics of higher education institutions in the international rankings of higher education in relation to the specifics of the development of higher education.

Regional management is currently considered as a combination of administrative, economic, political impacts on economic, social, demographic, resource-economic and other processes taking place in the region with the aim of ensuring a sustainable and balanced development of the region and the improvement of the life quality of the population today and in perspective. The diversity of regional economic systems forms the basis of the mechanism for identifying and disseminating the positive experience of the national economy management. This aspect determines the relevance of the study. The article discusses the patterns and features of the regional governance on the basis of the socio-economic development of two polar states in order to illustrate the national interests of each country. The problems of the socio-economic development are shown from the position of systematic approach principles and methods. The main goals of the regional management are also formulated, along with the ways of smoothing the levels of the socio-economic development of regions by overcoming existing interregional imbalances. As a part of the study of the patterns and features of China’s regional management the institutional approaches of the regional policy have been indicated taking into account the ranking of territories and the directive planning of the national economy. Organizational and economic mechanisms focused on the improvement of the human resources potential have been studied on the base of the German model of regional policy. Based on the results of the study, relevant conclusions were made.
