To be effective in preventing organised crime, we need to focus on addressing root causes. In doing so, we should acknowledge that OC is often caused by government policies that do not work, are not in place, or are ineffective. This paper provides several examples of OC prevention: denying energy know-how to cannabis growers; countering criminal abuse of farming real estate; the prohibition of hidden compartments in vehicles; the Fabricius project in the run-down harbor district of IJmuiden, near Amsterdam; the BIBOB administrative approach to refuse or withdraw permits, licenses, grants and subsidies when there is a serious threat of abuse by criminals; the take-over of the Hansa dark web market, where the police surreptitiously took over control and continued to operate it as usual, quietly logging visitors’ user names, passwords, and activities.
