This research aims to formulate a strategy for developing tourism villages in East Bolaang Mongondow Regency as an effort to improve the local economy, preserve culture and maintain environmental sustainability. Eastern Bolaang Mongondow Regency has rich natural and cultural potential, but has not been optimally managed to be developed as a sustainable village tourism destination. Using a qualitative method, this research focuses on the development strategy of tourism villages through indicators of funding sources, improving the quality of human resources, maintaining facilities and infrastructure, and improving infrastructure. The results showed that the development of Atoga River View tourism village in East Atoga Village, East Bolaang Mongondow Regency, requires strengthening strategies in four main aspects: financial resources, human resources, facilities and infrastructure, and infrastructure improvement. 1) The availability of adequate funding is key to the sustainability of tourism village development. Funding comes from the Village Fund, central, provincial and local government assistance, and other external parties. Transparent financial management ensures that funds are used for the benefit of the community, facility maintenance, and further development. 2) Local community participation in tourism village management is essential. Training and skills upgrading help the community contribute actively, so that the economic benefits are directly felt by them. 3) Adequate facilities enhance tourist comfort, while infrastructure supports the smooth operation and attractiveness of the destination. 4) Good infrastructure, such as roads and transportation, facilitate tourist access, increase comfort, and encourage local economic growth. The synergy between these four aspects is key to the successful development of Atoga River View tourism village to improve competitiveness and sustainability.

This research aims to describe analyze and interpret the duties of the Regional Inflation Control Team (TPID) and the determinants of Inflation Control policies in North Sulawesi Province. Data collection techniques used in this research are observation, documentation and interviews. The data were analyzed qualitatively descriptively. used in this research is data analysis with an interactive model. The focus of this research is the implementation of TPID tasks (Regional Inflation Control Team program, how to control inflation, the results achieved) and determinant factors (collaboration, supervision, TPID performance evaluation). The results showed that the implementation of regional inflation control policy in North Sulawesi Province has not yet reached the national inflation target of 2.5% ± 1 set by the Government and Bank Indonesia for 2024 due to the non-optimal implementation of TPID tasks. Whereas this inflation control improves people's welfare and economic growth. The Provincial TPID program has been well structured in accordance with the National Inflation Control Program which refers to the 4K strategic framework namely price affordability, supply availability, smooth distribution, and effective communication. The suggestion from this research is that TPID collaboration with private parties involved in food supply and distribution is needed to ensure supply and price stability in North Sulawesi. The TPID of North Sulawesi Province needs to organize routine field monitoring activities or Market Sidak to monitor prices and supplies directly and formulate appropriate policies that quickly overcome problems in the field.

This study aims to analyze and describe the effectiveness of internal supervision conducted by the East Bolaang Mongondow Regency Inspectorate in carrying out its oversight functions on government programs and activities. This research adopts a qualitative approach, utilizing both primary and secondary data sources. Data collection techniques include observation, interviews, and document analysis, while data analysis is conducted using an interactive model comprising data collection, data display, data condensation, and verification. Effective internal supervision is a critical element in ensuring accountable and transparent regional governance. The East Bolaang Mongondow Inspectorate, as the Government Internal Supervisory Apparatus (APIP), faces various challenges in implementing follow-ups on audit recommendations, including limited human resources, inadequate infrastructure support, and coordination issues among institutions. In 2023, 16.48% of audit recommendations remained unaddressed, with unresolved regional financial losses totaling IDR 29.3 billion. These findings highlight the need to enhance auditee compliance and strengthen internal control systems. The study reveals that while internal supervision has generally been conducted well, it encounters obstacles such as limited human resources, inadequate auditee responsiveness, and suboptimal inter-agency coordination. These factors affect the follow-up of audit recommendations, impacting the overall effectiveness of supervision. The study recommends improving human resource capacity, enhancing internal control systems, and strengthening inter-agency coordination to create more effective and efficient supervision.

This research aims to find out, analyze and describe 1) The Security Function of the Community Protection Unit (Satlinmas) in Teling Atas urban village, Manado City has not run optimally, and 2) Determinant factors of the Security Function of the Community Protection Unit in Teling Atas urban village, Manado City. This research used a qualitative research design with a contextual research that makes humans as instruments and is adapted to a natural situation in relation to data collection which is generally qualitative in nature. The results showed that 1) in terms of Member Capacity, so far Satlinmas members in Teling Atas urban village, Manado City have never participated in education and training; 2) in terms of Facilities and Infrastructure, in carrying out security tasks, Satlinmas has not been supported by adequate facilities and infrastructure; 3) in terms of Coordination with the provincial government, district / city, sub-district to the village / urban village level is quite good but not optimal. While coordination with local residents is quite well established; 4) in terms of Budget, there is no budget organized in the Manado City Regional Budget (APBD) through Teling Atas Urban Village for operational costs of carrying out security patrol tasks, procurement of uniforms, supporting equipment for Satlinmas members as well as monthly allowances/honors; 5) in terms of Community Participation, Community participation is very limited.

This study aims to analyze and evaluate the implementation of internal auditor policies carried out by the Regional Supervisory Inspectorate (Itwasda) of the North Sulawesi Regional Police in the South Minahasa Resort Police. Internal auditors have an important role in ensuring accountability, transparency, and operational effectiveness in the police environment, especially related to budget management, compliance with procedures, and implementation of tasks according to applicable operational standards. This research uses a qualitative approach with descriptive method, which involves data collection through in-depth interviews, observation, and document analysis. The research findings show that the process of implementing the internal auditor policy at South Minahasa Police Station has been running, but there are still some obstacles such as the lack of human resources trained in auditing, less than optimal communication between auditors and audited parties, and limited technology used in conducting audits. Nevertheless, the support from the leadership of the Resort Police and Itwasda North Sulawesi is a significant supporting factor in ensuring that audit recommendations can be implemented. The conclusion of this study emphasizes the need to increase the capacity of internal auditors through continuous training, improvement of supporting technology, and optimization of communication and collaboration between auditors and audited parties. With these corrective measures, it is expected that the effectiveness and efficiency of internal audits within the South Minahasa Police can be further improved, thus helping to achieve better governance in the police institution.

The title of this research is "Implementation of DPRD Code of Conduct at the North Sulawesi Provincial DPRD Office". The research aims to find out and describe the process of resolving violations of the code of ethics carried out by the Honorary Board in the implementation of the DPRD Standing Orders at the North Sulawesi Provincial DPRD Office. The research method used was qualitative with data collection techniques through observation, interviews, documentation and secondary data analysis. The results showed that the implementation of the rules related to the process of resolving violations of the code of ethics in the DPRD of North Sulawesi Province had been implemented but not maximized, because: The enforcement of sanctions carried out by the Honorary Board has been implemented in accordance with the procedures and the results of the agreement decided in the plenary session, but the sanctions given do not have a deterrent effect on board members who violate the code of ethics. Sanctions given for violators of DPRD rules of conduct should be more firm and real.

This study aims to determine (1) The influence of servant leadership on the performance of employees of the ODSK Regional General Hospital, North Sulawesi Province. (2) To determine the influence of organizational culture on the performance employees of the ODSK Regional General Hospital, North Sulawesi Province. (3) To determine the influence of servant leadership and organizational culture together on the performance of employees of the ODSK Regional General Hospital, North Sulawesi Province. The research method employed is a survey method using questionnaires designed in a Likert scale format. The respondents of the study consisted of 137 employees selected through proportional random sampling. The analysis used to test the research hypotheses includes simple and multiple regression and correlation techniques. The conclusions of this study indicate that (1) Servant Leadership has a positive and significant effect on employee performance. (2) Organizational Culture has a positive and significant effect on employee performance. (3) To determine the joint influence of servant leadership and organizational culture on the performance of employees at ODSK Provincial General Hospital in North Sulawesi. Recommendations: (1) Foster mutually supportive relationships between leaders and employees, as well as among employees, through harmonious interactions. (2) Build an organizational culture that encourages employees to stay and work effectively. (3) Enhance employee performance through servant leadership and organizational culture initiatives implemented simultaneously.

Penelitian ini bertujuan untuk mengetahui, mendeskrispikan dan menganalisis, terkait Strategi Pelayanan Publik Pada Unit Layanan Terpadu (ULT) Universitas Negeri Manado dengan Metode penelitian yaitu Kualitatif Deskripsi, Jumlah Informan 10 Orang, dan Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Dengan kesimpulan bahwa strategi pelayanan publik Unit Layanan Terpadu (ULT) Universitas Negeri Manado belum maksimal dan perlu ditingkatkan. Hal ini dapat dilihat dari hasil indikator penelitian sebagai berikut. Budaya Pelayanan Prima, pelayanan yang diberikan belum prima, dan masih banyak keluhan dari mahasiswa terkait pelayanan yang diberikan karena sikap petugas yang acuh tak acuh dan juga tidak ramah, bahkan pelayanan yang diberikan tidak ada kepastian kapan proses selesainya, dan tidak ada tindak lanjut dari petugas untuk menginformasikan waktu pelayanan. Standart Pelayanan Publik kurangnya kebijakan yang mendukung pelayanan publik yaitu tidak ada SOP dan prosedur yang jelas untuk menjadi tolak ukur dalam pemberian pelayanan, sehingga proses pelayanan menjadi lama dan tidak ada kepastian waktu penyelesaian. Prosedur pelayanan tidak diumumkan sehingga menimbulkan banyak keluhan pelayanan. Fasilitas pendukung peralatan yang digunakan itu sudah dari Tahun 2018, dan tidak ada penambahan dan pergantian, secara keseluruhan untuk sarana dan prasaran belum memadai, karena masih ada beberapa ketimpangan yang ditemui. Dari segi teknologi ULT belum memiliki system, aplikasi atau program khusus. Selain itu ULT belum bisa diakses secara online, pelayanan hanya sebatas WA pribadi petugas, juga tidak ada mesin untuk nomor antrian. SDM tidak ada pelatihan pelayanan pubik untuk petugas ULT, pengetahuan pelayanan dipelajari secara otodidak oleh petugas, beban kerja yang banyak kepada satu petugas, dan selama ini tidak ada system reward dan punishment di ULT sehingga menyebabkan petugas ULT tidak berkembang

This research aimed to 1) To find out whether health services for Prisoners (Indonesian: Warga Binaan Pemasyarakatan or WBP) at Tondano Correctional Institution Class IIB have been met according to basic health care service standards; 2) To find out whether health services for Prisoners at Tondano Correctional Institution Class IIB have been met according to basic standards of infrastructure, and; 3) To find out whether health services for Prisoners at Tondano Correctional Institution Class IIB have been met according to basic human resource standards; The research method used is a qualitative research method with purposive sampling technique. The results of the research show that 1) Basic health care service standards in Tondano Correctional Institution Class IIB, which are described in 13 basic health care standard parameters, have in principle been attempted to be implemented, but the facts described show that not all of them meet the standards; 2) The basic standards of facilities and infrastructure to support the implementation of health services as previously described have not been met ideally in accordance with the supposed needs; 3) Fulfillment of basic human resource standards to support health services in Tondano Correctional Institution Class IIB cannot be achieved due to limited human resources.

The purpose of this study is to describe, analyze and describe how the supervision of the distribution process of Non-Subsidized Fuel Oil - industrial diesel by channeling agents in Bitung City. The research method uses a qualitative approach. Data collection techniques with interviews, documentation studies and observation. The results showed that the supervision of the distribution of Industrial Solar Non-Subsidized Fuel Oil in Bitung City has not been implemented properly because it was found that there are business actors who have been operating and distributing Industrial Solar Non-Subsidized Fuel Oil from Bitung City to commercial areas within Bitung City and its surroundings without licensing so that the volume and quality of supply cannot be monitored and evaluated. In addition, there are business actors who take care of licensing and reporting later after an inspection by the Investigator appointed by the Downstream Oil and Gas Regulatory Agency.
