Examines the ability of intelligent vehicle-highway systems (IVHS) to reduce traffic congestion and accident rates in the US, particularly in urban areas. The paper discusses the four main elements of IVHS: advanced traffic management systems; advanced traveller information systems; commercial vehicle operations; and advanced vehicle control systems. The authors also consider the challenges ahead and the need for public-private partnerships, before summarising their findings. Insets to the main article describe experimental projects currently taking place in North America. -P.Hardiman
