... A first step for Timor-Leste, as a recently independent country with relatively low national income, would be to establish a national SDI to constrain expenses in spatial data generation. Existing SDI may have lessons to impart in terms of implementation and experience, both from developed countries (for example, the Australian Spatial Data Infrastructure -ASDI; ANZLIC Committee on Surveying and Mapping, 2016;Clarke, Hedberg, & Watkins, 2003), and from recently independent countries (for example, the Kosovo National Spatial Data Infrastructure -KNSDI; Meha, Rexha, Shala, & Dragusha, 2011;Nushi, van Loenen, Besemer, & Crompvoets, 2012).
