Modern cities meet many of the criteria for a comfortable and safe life for their citizens. However, the rapid researches and developments in the fields of information technology and telecommunications stimulates further modernization of urban environment in order to provide maximum possible conveniences to everyone - from a resident to an urban planner and manager. The work of the latter largely determines the comfort and safety of urban residents. In this regard, it is necessary that urban planners and managers can make decisions based on objective factual data, which needs to be easily and quickly obtainable without spending a lot of time on it. For this reason, there is a need to develop IT solutions aimed at the optimization of the work of planners and managers. In order to justify solutions for transforming the urban environment to make it more comfortable, safe and harmonious, sustainable and integrated development, methods for analyzing and assessing the current state and monitoring changes are needed. This paper considers the problem of collecting data on the state of urban infrastructure. The application of spatial data analysis to solve the problems of urban territories management and urban planning are investigated. A method for estimating the area of the city, occupied by the objects of different categories, is presented. Implementation of the proposed approach is shown on the example of calculating the area occupied by industrial objects.

This article examines the 11th UN Sustainable Development Goal through the lens of the needs of citizens. The study proposes to compare the means and goals of integrated area development (IAD) and sustainable development. It was proposed to implement a decision support system for choosing options for the area development, based on the assessment of indicators for achieving the desired result. The purpose of the article is to consider the possibility of using the attractiveness of the territory for potential consumers as such an indicator. The calculation method, as well as methods for collecting, filtering, and processing open sources of data on the state of the urban environment, were developed to evaluate this indicator. The obtained methods were tested on a sample of apartments in the Volgograd, Russia, in order to verify the adequacy of the proposed indicator. A comparison of the dynamics of the resulting assessments of attractiveness and the market prices of the studied apartments showed a correlation and adequacy of the proposed methods for practical application. The main limitation remains the need for large-scale collection and preliminary processing of data for the assessment, as well as setting up of the assessment method configuration: criteria, scales, etc.

Determining the procedure and approaches to automating real estate appraisal is an important condition for improving e-government on the basis of one of the key economic sectors throughout the state. The paper discusses a set of approaches to the analysis of factors affecting the pricing of objects that offer in a market of residential real estate. The components of the process of working with source data on real estate objects in Russia are described. Ways of extraction a structured description of particular factors, source data geocoding, merging data from various sources with the subsequent normalization of data for some factors are suggested. Testing of the proposed solutions was carried out on the basis of data sets for the Volgograd region: downloads from the ad placement site for the period from January to December 2018, data from the ReformaGKH website, the OpenStreetMap mapping project and the depersonalized information of the Unified State Register of Real Estate. Approaches to the analysis of physical (year of completion, type of object by period of construction, area of premises, number of floors of a building and floor of an apartment) and spatial characteristics of real estate objects were proposed and tested. The location quality factor is taken into account in the form of an integrated assessment of the results of the analysis of the density map of social infrastructure objects location. In general, the work offers step-by-step instructions on the formation and analysis of the information base, indicating specific sources and methods for calculating valuations, applicable for any region of Russia.
