The purpose of the publication is to substantiate the methodological and methodological foundations for the development of a variety of forms of management, the development of agricultural cooperation, taking into account the specific conditions of the Republic of Tatarstan. Methodology The extensive material and the variety of its content made it necessary to use various approaches, methods and techniques of scientific research of such socio-economic processes as constructive, deterministic, retrospective, dynamic, statistical within the framework of systematic analysis. Results Ensuring the effective functioning of agricultural producers, food security in order to improve the living conditions of society is the most important modern problem facing the country. The study conducted by the authors of this work on the materials of agricultural organizations of the country and the Republic of Tatarstan shows that, along with other measures, the formation and ensuring the effective functioning of a multi-level economy in rural areas, development in accordance with the specific conditions of the functioning of various forms of cooperation is of great importance in solving this problem. However, the reform of agricultural organizations, the formation of new forms of management, including cooperatives, requires the development of methodological and procedural grounds for the implementation of reforms that in accordance with the particular regional conditions. The reform of agriculture, the formation of various forms of cooperatives in the Republic of Tatarstan was carried out on the basis of its recognition as a priority industry, the allocation of significant funds for the development of the industry, both from the republican budget and private investors. The relevant scientific and methodological recommendations on the implementation of the reform of agricultural organizations, the growth of agricultural cooperation have been developed and tested in the conditions of specific economic entities. Providing the country’s population with high-quality food while ensuring effective agricultural production in rural areas should become one of the priority tasks of the state. Besides, creating conditions for the development of small forms of economic activity in cooperation with large commodity producers, thereby achieving the development sustainability of rural areas, providing additional jobs, through stimulating the development of small agricultural businesses, is an urgent task of modern times. The paper is devoted to the study of the role and value of small farming in rural areas on the example of the Republic of Tatarstan. The results of the impact of state support programs on their number and further development are shown. The emphasis is put on the need to expand this assistance in other areas. The volumes of agricultural production in peasant farms are shown. Priority areas to increase crop production were identified, and recommendations to ensure sustainable income growth of small farms were given. The practical relevance of research results includes the possibility of their use to design programs for the development of regional food markets thus achieving high targets.

The relevance of the topic of the article is caused by the need to study the current situation in the food market and determine the level of development of the production potential of the domestic agri-food complex in the context of import substitution and fierce competition in the global food market. The purpose of the article is to assess the processes of development of the agro-food complex in the context of import substitution, identify trends, and substantiate priorities in the implementation of the country's food security strategy. The article carried out a comprehensive study of the current state of development of agricultural production, analyzed the current state of the food supply of the country's population, identified trends, identified priority strategic directions for the implementation of the import substitution policy, and ensured the country's food security. The article concludes on the long-term nature of the implementation of the import substitution strategy and ensuring food security. There is a need for an interconnected and balanced organization of import and export activities of enterprises of the agro-food complex. The authors substantiate the need for reorientation of enterprises after reaching the target indicators of food self-sufficiency from domestic sales of products to the development of international food markets. The theoretical provisions and practical recommendations proposed in the article make it possible to solve the problem of stable self-sufficiency of the country with competitive food products and the implementation of a food security strategy.

In modern conditions of the development of an innovative economy, the scientific literature does not reveal the main problems of strengthening the material and technical base of agricultural producers. The agricultural machinery market is practically absent, the issue of formation and functioning remains unresolved. The article is devoted to the assessment of the current state of the provision of agricultural commodity producers with equipment, the development of the tractor and agricultural machine-building industry in Russia, the disclosure of problems, and the search for solutions to the problem of complex mechanization of agriculture in modern conditions. The scientific novelty of the work is determined by the substantiation of the need to solve the problems of strengthening the material and technical base of the subjects of agricultural business and the proposed practical recommendations for the development of the innovative basis of agriculture. The article reveals the main trends in the change in the output of elements of the material and technical base of agriculture, reveals the problems that restrain the process of technical renewal of agricultural production, suggests ways to increase the provision of technical means for the innovative development of the agrarian sector of the economy. The theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment in the agricultural sector, planning of agricultural production, economic analysis of the economic activities of agricultural enterprises and organizations.

The relevance of the topic of the article is caused by the need to study the level of agricultural production and the country's self-sufficiency with basic food products in the context of fierce competition in the world food market and sanctions from Western European countries and the United States. The purpose of the article is to identify trends in the implementation of the strategy of import substitution of food products and to determine the priorities for the development of the agricultural business in import and export activities. The article is devoted to a comprehensive study of the current state of food production and the development of priority directions for the effective functioning of enterprises of agricultural production and processing of agricultural raw materials in modern conditions of external and internal socio-political challenges and risks. The article defines the current state of food supply for the population of the country, identifies trends and priority strategic directions for implementing the policy of import substitution, and ensuring food security of the country suggests the need for an interconnected and balanced organization of import and export activities of agricultural enterprises. The analysis of the state and level of livestock products development substantiates the need for the development of the beef cattle breeding industry. To improve the efficiency of the industry it is advised to benefit more fully from the available natural lands: pastures and hayfields. Attention is focused on the fact that the efficiency and competitiveness in the market for livestock products are significantly influenced by natural and climatic factors that determine the need for other resources. The statistical method confirmed that the number of farm animals in the Russian Federation compared with the pre-reform period has sharply decreased: cattle – by 3 times, cows – by 2.6 times, pigs – by 1.5 times, sheep and goats – by 2.6 times, which has led to a decrease in livestock density in general and in the productivity of agricultural land. The aim of the research was to consider natural resources in the regions of Russia to increase the livestock of farm animals and increase the volume of dairy and beef cattle breeding, especially beef. The scientific novelty lies in the development of recommendations for the further development of animal breeding in Russia based on the principle of historicism and taking into account the tendencies of the world economy in the market of livestock products.

The paper is relevant due to the need to ensure the sound functioning of all links constituting the economic agrarian sector by deepening research and elaborating recommendations to improve the economic mechanism for managing rural commodity producers in the face of fierce competition in the global food market. The relevance of the study is defined by the need to develop agricultural markets at the regional level in response to new challenges to external economic environment. The purpose of the paper is to develop recommendations on optimization of grain production and sale efficiency on the basis of analysis of the current situation and identification of trends in agricultural development in the regions of Russia. The novelty of the study is to identify trends in the development of the grain market at the regional level and to justify the necessary priority measures to increase the economic efficiency of the grain production industry.
