Modeling the Factors of Socioeconomic Development of the Regions of Ukraine and Determining the Role of ICT

The aim of this article is to analyze and model the factors of socioeconomic development of the regions of Ukraine, taking into account the peculiarities of the influence of information and communication technologies (ICT). The article is directed towards identifying the relationship between various aspects of regional development and the introduction of ICT, as well as determining the role of these technologies in increasing the competitiveness and sustainable development of regional economies. One of the tasks is to reveal the importance of information technology for the effective management of regional development and to develop recommendations on strategies for improving the efficiency of the use of ICT in order to promote sustainable development of the regions of Ukraine. In order to determine the generalized factors of socioeconomic development of regions and to establish the impact of ICT on this development, a model of the main components has been built, which has allowed to transform the 16-dimensional feature space into a four-dimensional space of generalized factors that explain 88.7% of the variation of the features selected for analysis. This indicates a high level of factorization of the built model of principal components. The following generalized factors have been identified and ranked according to the degree of importance: 1) development of ICT and labor potential (impact: 39.9%); 2) the state of finance and investment (impact: 14.4%); 3) development of production (impact: 24.7%); 4) the results of the functioning of enterprises (impact: 9.6%). The computations were carried out using the «Statistica» application package, in particular the «Factor analysis» module. The use of the developed model made it possible to prevent subjectivism in determining the main factors of socioeconomic development of the regions of Ukraine. The carried out research allowed to substantiate the theoretical and methodological foundations of statistical modeling of factors of socioeconomic development of regions and to determine the role (impact) of ICT. The allocated factors can be taken as a basis for the formation of key directions and strategies for the development of regions, as well as for making effective managerial decisions in the field of ICT.

The study is focused on gathering information to monitor sustainable land development and biodiversity. The article discusses the objectives and measures required to achieve Sustainable Development Goal 15 “Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss”. This paper shows the results of the analysis of key indicators and values for Ukraine. It also contains the developed conceptual diagram for managing the sustainable development of ecosystems and biodiversity. There were identified the main sources of statistical information, including traditional enterprise-level data and big data, and analyzed changes in indicators for monitoring the achievement of the Sustainable Development Goals at micro level under section “Environmental area”. The study also identified potential sources of information for calculating the presented indicators and explored the use of big data to develop an information base for monitoring, evaluating, and policy development related to sustainable land development and biodiversity. Further research and studies are needed to determine the algorithms of data processing, modelling and constructing of integrated indicators.

Statistical modelling and forecasting of wheat and meslin export from Ukraine using the singular spectral analysis

Statistics in Transition New Series

The article addresses the problems related to the functioning of the worldwide market of wheat and meslin. The authors identify the countries that over the past 17 years have been among the top 10 world leaders in terms of the value of export and import of wheat and meslin. The structure of wheat export by Ukrainian regions is analysed in comparison with the total export. The localisation coefficient is applied to measure the regional unevenness of the distribution of wheat export volumes and the total export by regions of the country. The modelling and forecasting of the volumes and prices of export of wheat and meslin from Ukraine are based on Singular Spectrum Analysis. The study particularly focuses on the individual components of time series, such as trend, annual, semi-annual, four-month, three-month seasonal components. The reliability of the forecast is confirmed by the calculation of the MAPE forecast error and Henry Theil’s inequality coefficient. The article proposes an algorithm for calculating the relative indicators of the structure for the individual components of the reconstructed time series, identified through the singular spectral analysis.


A Statistical Analysis and Forecasting of the Components of the National Market of Foreign Exchange in the Conditions of the Russian Invasion of Ukraine

The article focuses on determining the impact of the consequences of the russian invasion of Ukraine on macroeconomic stability and the exchange rate of the national currency. The relevance of the chosen topic is substantiated. The problems of assessing the negative consequences of the russian invasion of Ukraine are outlined, including: violation of general macroeconomic stability, significant fluctuations in foreign exchange markets and destabilization of the national currency. The study considers the theoretical and methodological foundations of the study of foreign exchange markets and analyzes global trends in the development of the global currency market. The structure of world currency reserves is analyzed according to the assessment of the currency composition of the official currency reserve (COFER) of the IMF. The analysis of the dynamics of average spreads of purchase and sale of reserve currencies against the US dollar for traditional and non-traditional reserve currencies is carried out. As a result of studying world trends, the main factors that affect fluctuations in the exchange rate of currencies are identified. The main problems regarding the functioning of the national currency market in the context of the hostilities in Ukraine are outlined, in particular, the existing inflationary processes are analyzed. The dynamics of currency interventions of the NBU for 2021-2022 is considered. The features (advantages) of the application and the results of using the singular spectral analysis (SSA) method for predicting fluctuations in the US dollar and Euro in the national foreign exchange market are presented. The practical implementation of this method was carried out using the CaterpillarSSA software product. Evaluation of the accuracy of the forecast is performed using the MAPE method. The obtained forecast errors (less than 6%) suggest that the constructed models are adequate and can be used for further research and recommendations. Thus, it can be concluded that for Ukraine the most important factors affecting the exchange rate are seasonality and successful trade policy of the government, which, in turn, largely depends on resource prices. The carried out research allowed to highlight the features and main aspects of the functioning of the foreign exchange market of Ukraine during the period of ongoing military aggression.


Statistical Modeling of the Factors of Formation of the Quality of Employment in Ukraine

In the article, the main attention is paid to the development of methodological principles of statistical modeling of factors for the formation of employment quality. The necessity of developing a new strategy in the formation of employment quality to ensure effective socioeconomic development of Ukraine is substantiated. The necessary steps and management decisions are determined. The problems of assessing the quality of employment in Ukraine are outlined, the main stage of which is the modeling of factors for the formation of employment quality using modern statistical methods. In order to define the generalized factors of employment quality formation, a model of the main components is constructed, allowing to transform the 18-dimensional sign space into a five-dimensional space of generalized factors that explain 87.6% of the variation in the selected features, which indicates a high level of factorization. Five main factors are identified and ranked according to the degree of importance: the level of informatization of society (contribution – 41.7%), working conditions and the environment (26.3%), informal employment (8.2%), industrial injuries with fatal consequences (6.3%), and the employment rate (5.1%). The computations were carried out using the application package «Statistica», in particular the module «Factor analysis». The use of the developed model makes it possible to prevent subjectivism in determining the main factors in the formation of employment quality. The conducted study provided to substantiate the theoretical-methodological principles of statistical modeling of factors for the formation of employment quality on the basis of the method of the main components. The identified factors can be taken as a basis for the formation of key directions of improvement of the employment sphere in Ukraine.


Strategic Management of Human Resources in Uncertain Environment

THE PROBLEMS OF ECONOMY

The article is aimed at forming a methodological framework for the strategic management of human resources (HRM) in uncertain environment caused by the COVID-19 pandemic. The paper considers the main approaches to defining the concept of strategic personnel management and research areas in this field. The key issues that arose during the COVID-19 pandemic affecting the behavior and form of work of most employees are revealed. Critical views on the (conceptual) inability of strategic research on personnel management to take into account new, modern HR practices are analyzed. The study identifies and analyzes three main consequences (problems) for strategic human resource management studies that emerged during the COVID-19 pandemic. In particular, the impact of the work context on the employees’ behavior and actions, tensions between stakeholders (employees, customers and communities together with shareholders), tensions between the strategic and operational roles of HR. In order to identify the main trends in personnel management and assess the priorities and expected challenges for 2022, the authors analyze the results of questioning several companies’ heads of department dealing with personnel, legal and financial issues. Based on the study, the main trends (areas) of human resources management in 2021 are identified, and recommendations are given to form strategic directions of personnel management for the future. Prospects for further research in this area are to develop recommendations on how to change personnel management practices to take into account changes in service delivery, such as increase in service digitization or reduction in physical interaction in service delivery in response to COVID-19, and to determine their influence on the customers’ key results.


Analyzing the Leisure Industry Development in Ukraine and Abroad

The article discusses topical issues regarding the leisure industry in Ukraine and abroad in order to identify key problems and prospects for its development. In the course of the study, market conditions were analyzed; the requirements of consumers for services in the field of organization of recreation and entertainment are defined; the factors influencing the development and efficient operation of the market are examined. According to the results of the study, it is substantiated that the rapid growth of the entertainment industry, both in the world and in Ukraine, is due to a positive trend to improve the quality of rest and personal development of the population. It is determined that the main problem of the entertainment industry in Ukraine is that its financing is carried out with the industry’s own funds. Instead, in many foreign countries, the entertainment industry is developing with the help of foreign investment and public funds. The peculiarities and problems of development of the international recreation and entertainment market are analyzed and it is established that in the world in the period 2006-2019 was a steady dynamic of the popularity of requests for «entertainment organization». This dynamic indicates the constant development of the entertainment market with slight seasonal fluctuations in the winter and spring months of the year. It is also identified that the recreation and entertainment market is dominated by a group of eight participants: China, Brazil, India, Russia, the Middle East and North Africa, Mexico, Indonesia, and Argentina. The average annual growth rate of the entertainment market in these countries is more than twice the growth rate of the global entertainment market. For a more complete and detailed analysis of the international recreation and entertainment market, a rating of agencies that are leaders in the global market of the analyzed services was composed. Conclusions on key problems and prospects of development of entertainment industry in Ukraine and abroad are formulated.


The Methodical Bases of Statistical Analysis of the Labor Market in Ukraine and the Role of HR Management in Improving the Quality of Human Resources

The article discusses topical issues of peculiarities of labor market analysis in Ukraine, efficiency of use and improvement of quality of personnel potential at the enterprise. The article is aimed at forming the methodological principles of statistical analysis of the labor market in Ukraine and studying the role of HR management in improving the quality of personnel potential on the basis of the use of the formed system of indicators and a detailed analysis of the efficiency of work and selection of candidates at different enterprises and organizations. The necessity of analyzing the personnel potential of the enterprise is substantiated, which is due to the importance of identifying the conformity of the qualitative characteristics of the enterprise’s personnel to its labor system, as well as forecasting the possibility of expanding the potential of available workers. The peculiarities of application in HR management of HRM systems (human resources management system) and HRIS (human resources information system) are covered. The main functions of HR-information systems, such as identifying potential workers, maintaining accounts of available workers and creating programs for the development of talents and skills of personnel, have been defined and analyzed. The main tasks that HRIS systems help to solve are considered. For a statistical analysis of the quality of personnel potential and efficiency of HR management of the company in the sphere of recruitment, a system of statistical indicators was formed and proposed for use, the main indicators are the following: number of employees, turnover of personnel per year (per quarter), the average age of personnel in the company, the average duration of work in the company, etc. On the basis of international data, mechanisms for improving the model of selection of candidates are defined. In the course of statistical analysis of the labor market in Ukraine, on the basis of official data of the State Employment Service, the processes of selection of candidates were investigated, the number of unemployed by professional groups and the number of vacancies and the number of unemployed by types of economic activity were analyzed.


Analysis of the Regional Differentiation and Tendencies in Development of the Health Care Sphere in Ukraine

The article is aimed at elaborating methods and techniques for statistically ensuring the analysis of regional differentiation, development tendencies and forecasting of the main indicators of the health sector in Ukraine and its impact on mortality. The main health care factors that affect the mortality of the population in Ukraine are allocated and analyzed. Based on the use of correlation analysis methods, the most influential factors are defined, which include the number of hospitals and clinics, the number of doctors of all specialties, the number of diseases, the diseases of the population associated with the mental health disorders, tumors. In order to increase the efficiency of modernization of the health care sphere in Ukraine, it is proposed to group the regions of the country according to the status of this sphere and adjust management decisions for each of the allocated groups according to its characteristics. The grouping of regions of Ukraine by the status of the health care sector was carried out using cluster analysis methods. An analysis of the features of differentiation of regions by the factors affecting the mortality of the Ukrainian population from the point of view of health care has been carried out. Using the singular spectral analysis methods, tendencies and seasonality are researched, a forecast of mortality of the population of Ukraine for 2020 is generated. Adequacy of the models, built on the base of calculations of error of the MAPE forecast, is proven. It is proposed to use the built models to scientifically substantiate the prospective rates of mortality of the population according to the allocated groups of Ukrainian regions; in planning for measures and strategies of development of the health care sphere at the local level, based on features of a region; in developing managerial decisions in the sphere of the country’s socio-demographic policy.
