Bu çalışmanın amacı, Jandarma Genel Komutanlığına özgülenebilecek bir proje yönetim sistemi oluşturmaktır. Çalışmanın temel araştırma sorusu “Jandarma Genel Komutanlığına özgü proje yönetimi yaklaşımı nasıl olmalıdır?”. Bu soruya cevap bulabilmek için çalışmada etnografik bir araştırma metodolojisi benimsenmiştir. Ayrıca araştırma metodu olarak Jandarma Genel Komutanlığında proje faaliyetleri icra eden dokuz personelle yarı yapılandırılmış mülakatlar ve ikincil bilgi kaynağı olarak literatür (dizin) taraması yapılmıştır. Jandarma Genel Komutanlığının proje yönetim sisteminde etkinliğin sağlanabilmesi için atılması gereken en önemli adım olarak ihtiyacı doğru olarak tanımlayabilen, proje yapan, yaptıran, yöneten ve kontrol eden bir Araştırma Geliştirme Merkezinin kurulması tespit edilmiştir. Çalışmanın sonunda Jandarma Genel Komutanlığının proje yönetim sürecine özgü yeni proje yönetim modeli oluşturulmuştur.

Bu çalışmada; “COVID-19 salgınının toplumsal değişimi ve güvenlik ortamını nasıl etkileyeceği” araştırma sorusuna cevap bulunmaya çalışılmış ve kolluğa bazı pratik öneriler getirilmiştir. Bu kapsamda nitel bir araştırma yöntemi benimsenerek keşifsel bir araştırma yürütülmüştür. Veri türü olarak ikincil kaynaklar ve açık kaynak istatistikleri kullanılmıştır. Ancak COVID-19 ile ilgili sürecin devam ediyor olması nedeniyle bilimsel olarak genellemeler, radikal sonuçlar ve büyük çıkarımlarda bulunulmaktan özellikle kaçınılmıştır. Virüsün yayılmasının devam etmesi durumunda, asayiş suçlarında azalma, buna karşı siber, dijital, finansal teknoloji ve yağmacılık suçlarında artış olabileceği öngörülmektedir. Ayrıca devletlerin kişisel özgürlükler ile kamu güveni ve sağlığı arasında bir seçim yapma ikilemiyle karşılaşabileceği değerlendirilmektedir. Çalışmanın sonunda COVID-19 salgını sonrası dönem için kolluk yetkililerine kolluğun teşkilatlanma ve görevlerine yönelik öneriler getirilmiştir.

The paradigms of inquiry can be distinguished through their ontology, epistemology, and methodology. These paradigms of inquiry ensure different interpretations on theory. Positivism and post-positivism see theory as an indication or statement of relationships between abstract ideas with empirical observations that identify hypotheses via reliable tests. Alternatively, in order to emphasize the connection between interpretation and the phenomenon under investigation, critical theory, constructivist and participatory paradigms, use interpretive perspectives of theory. Paradigms of inquiry, methodology and method, are not only related and affect each other in the research process, but also develop the rigour of research thorough reliability, validity, generalization in positivism and trustworthiness, validity, and reflexivity in phenomenology. Reaching knowledge through different structural processes provides researchers access to the social world and thus reaches specific conclusions that can be passed on to others for further understanding.

This study aims to investigate change management implementations in security organizations through a literature review and to develop a holistic perspective on change management for security organizations. In order to reach this aim, the researcher discusses reflections of change perception, efforts to understand change management process and leadership impact on change management. One of the findings of the research demonstrates that while military organizations mostly focused on transformation and innovation in the change management process, police organizations’ focal point was mainly about reform process. Change management models are not packet programs that can be implemented to all kinds of organizations and situations as every institution has a different character, dynamics, sources of manpower, and aims. Therefore, each attempt at change must be considered according to the special attributes of each organization, such as culture, dynamics, structure, characteristics and vision. Herein, organizational culture plays one of the most important roles in the success of change management in security organizations. In addition, officials and managers of security organizations should increase their awareness towards change management. Future studies may establish a change management model for security organizations via primary data sources or develop practical recommendations how to provide awareness of the followers towards change management in the security organizations.

A New Theoretical Framework for Multicultural Workforce Motivation in the Context of International Organizations

This research investigates the impact of culture, leadership, and power on staff motivation in selected international organizations (IOs) and develops a theoretical framework to assist with the practice of workforce motivation. Utilizing critical theory as a paradigm of inquiry, the study’s philosophical perspective leans heavily on “phenomenology.” Concern for understanding the cultural aspect led to the result of utilizing critical ethnography methodology. Moreover, three qualitative methods were used: semi-structured interviews, focus groups, and, non-participant observations. Twenty-two supervisors, and the same number of staff, from the World Trade Organization (WTO), the International Trade Centre (ITC), the United Nations Conference on Trade and Development (UNCTAD), and the World Health Organization (WHO) took part in interviews and focus groups. Non-participatory observations were also carried out on a 3-day working schedule for the four IOs. For the first time in the existing literature, the findings of this research have established a theoretical framework which demonstrates linkages between concepts of culture, leadership, and power on staff motivation.



A new change management approach for a law enforcement organization

This research uses a pilot study to investigate current change management implementation in a law enforcement organization. Based on the findings, a new change management approach is established for a law enforcement organization. The core research question that guides this study is: ‘How can change management be implemented successfully in a law enforcement organization?’. Taking into consideration the research aim, type and size of the sample, and to gain different and in-depth knowledge of the change management phenomenon, the operations division of the Turkish gendarmerie was chosen as the sphere of interest and semi-structured interviews as the research method. The results present a new change management model for the chosen division. The main original contribution is first Ackerman’s change categorization at a law enforcement organization [Ackerman, L. (1986) Development, transition or transformation: the question of change in organization. OD Practitioner 18(4): 1–8], and then developing a new change management approach for each type of change category in this context.
