Comprehensive improvement of the state of the environment is currently the subject of government decisions, programs and projects in Russia. This affects the interests of various audiences: business, the public, federal and regional influence groups, and hence requires strategic communications aimed at explaining, expanding the number of supporters, uniting efforts, legitimizing the governmental decisions, and changing the behavior of the audiences. The purpose of the study is to analyze the place of strategic environmental communications in the action program for the implementation of state environmental strategies. The author relies on theoretical studies of Russian and foreign authors on this issue. In the practical part, she analyzes communications in the process of forming the national project “Ecological Well-Being”. The results of the conducted study of the media and official resources of state authorities allow to consider several communicative models of behavior: public and non-public. The stage of formation of the national project is accompanied by non-public communication, which creates certain risks when information is released into the public space, since criticism and disagreement with the adoption of relevant decisions may arise from various groups. The author offers a list of possible conflict topics and examines the features of the formation of strategic environmental communications, based on M. Harvell’s matrix.

A person perceives the surrounding world through communicative and cognitive processes, where knowledge, emotions, and social norms influence the perception of information about environmental problems. In our opinion, a skillful combination of scientific and environmental communication allows not only to improve the quality of communication, but also to change attitudes towards the environment. We tested this hypothesis by correlating the concepts of environmental and scientific communication presented in Russian and foreign scientific literature, comparing their main characteristics, and identifying the features of interaction. Based on the results of the study, the author comes to the conclusion about the importance of partnership between scientific and environmental communication, which has a positive effect on the effectiveness of management and the preservation of environmental sustainability, and the behavioral intentions of citizens. The scientific component strengthens environmental communication due to the competence of knowledge and balanced decisions, which is reflected in the legitimization of the changes being carried out. Finally, we also propose different action strategies and communication models, the choice of which depends on the goals of the subjects and the current situation.


The role of communication in sustainable development of the territory (case of the Baikal natural territory)

Modern society is experiencing a transformation of the existing management system. The industrial growth model has been replaced by the concept of sustainable development. Its strategic goal is to achieve a balance between economics, environmental sustainability and social responsibility. Thus, the very nature of sustainability involves communication and interaction. The objective of this study is to analyze the sustainable development of the Baikal natural territory and the role of communications in this process. In the work, the author turned to Russian and foreign research on issues of sustainable development and its communicative component. In the practical part, the author assesses social, economic and environmental sustainability, proposes types of sustainable development strategies based on the communication component. The results of the analysis show the lack of sustainability of the development of the Baikal natural territory, which contributes to the emergence of heated discussions regarding the future. Its participants are various subjects. Their goals, level of knowledge and power resources are different, which affects their readiness for structural changes and does not exclude a conflict of values between the participants. An assessment of the measures taken allows to identify several types of sustainable development management strategies: regulatory, programmatic, research, coordination, reflexive, communicative and managerial. The author believes that, with account to its high ambivalence, strategic environmental communications contribute to achieving sustainability.

The article is devoted to the analysis of the influence of information technologies on the transformation of ecological communication, as well as to the assessment of the ongoing social changes related to the development to ecological / environmental discourse. The paper considers the main stages of technological, social and media changes, and the development of public discourse around the topic of the environment. The author carried out a theoretical analysis of the works of modern researchers (McLuhan, Mansell, Wilson, McChesney, Neuman, Gil-Garcia, Karlsson, Agin, Hase, Hofman, Grimmer, etc.). In the research based on the analysis of the Telegram messenger the author examines the features of ecological communication in the digital age and the role of “big data” in shaping today’s environmental agenda (46 public TG channels related to ecology and environment). Attention is paid to both the content and the degree of demand for certain messages. The author notes that politics gives additional publicity to information, polarization of opinions or a conflict of interests contribute to the popularity of messages, than after attracting the necessary attention of the target audience, communication moves to another level, which is non-public, or secondary. At the end, the author comes to the conclusion that in the modern period “big data” is becoming a navigator that provides a sense of direction in a huge flow of information and events in whatever field of communication.

The article is devoted to the problem of resolving environmental incidents of various origins, building an effective crisis management model. The article examines the analysis of crisis communications, subjects of environmental communications, sources of information dissemination, response tools. Target. Formation of a successful practice of overcoming the environmental crisis based on the development of an effective communication strategy and action model. Methodology. In the course of the research, in order to form a theoretical base, the author turned to the works of Russian and foreign researchers studying the issues of social and communicative technologies, crisis communications. In the practical part, materials from the mass media, information from state bodies, and the author’s own experience in resolving crisis situations were used. To draw conclusions, strategies and actions in three different categories of environmental crises were evaluated and the results they led to. Results. Issues of environmental protection and the quality of ecology are increasingly of concern to citizens, they quickly move from social to political. The ability to competently respond to overcoming environmental crises, minimizing their consequences can not only maintain the official position of a representative of state authorities and business stability, but also ensure social stability in society and trust in management institutions.
