The article discusses the problems of restrictions on agricultural exports, price disproportions and overproduction in Russian agriculture. Based on a retrospective analysis, it is concluded that food security problems cannot be adequately solved solely through foreign trade regulation and administrative pressure. The article is aimed at describing approaches to the development of a balanced agricultural policy that takes into account the conflicting interests of market participants and the variability of foreign economic and domestic conditions.
